Response to Issues Raised at the Finance and Administrative Committee

March 22, 2004 Meeting

 

 

In regard to the 10 specific points raised at the meeting of the Finance and Administrative Committee on March 22, using Option #4:

 

1.                  Enhancement of Hwy. # 7 and Markham Road/ Main Street

                        Moving the structure north fufills the enhancements of the Markham Village Gateway. 

 

2.                  Integration of the two facilities

            Option 4 fully provides for the possible future integration of the Library with the Arena, and permits a phased approach.

 

3.                  Cost of new parkette in front of the building

The cost of upgrading the parkette will be between $150,000 and $300,000.  The timing of the work is not necessarily related to the Library expansion, except for $75,000 related to Library entrances, and exits and approach paths, and included in the costs.  The maximum cost of providing a shade garden between the Library and the Arena will be $150,000. 

 

Part of the Terms of Reference for the Library expansion include the production of a Master Plan for the site, and further issues in regard to the parkette will be incorporated in this.

 

4.                  Possible deterioration of the south wall, and costs involved

      This is covered in the Library renovations budget.

 

5.                  Funding sources/options for financing. (DCs, reserve, other); impact on community

Addressed in Financial Considerations of Report.

 

6.                  Building to the north and all costs involved

      Addressed in Financial Considerations of Report.

 

7.                  Atrium in front of building

An atrium effect will be provided on the west side of the extension,  through the use of glass to bring transparency.

 

8.                  Feasibility of a multi-stage project

This Option maximizes the possibilities for a multi-stage project comprised of separate freestanding projects.

 

9.                  Impact on green space

The extension increases the prominence and attractiveness of the corner.  The Library has a far stronger presence.  This option also protects the heavily used park areas to the south and west.

 

10.              Options for financing, including: commercial/partnership options available

More options will become available in the future, should the Arena become linked to the Library and available for other community purposes.
