SUBJECT:

Award of Contract for George Pingle House Restoration and Addition (Corporate Training Centre)

 

 

 


 

 

RECOMMENDATION:

THAT the contract for George Pingle House Restoration and Addition be awarded to Bondfield Construction Company Limited in the total amount of $593,850 inclusive of 7% GST ($555,000.00 exclusive of GST).

 

AND THAT funding be provided from the Angus Glen Community Centre and Library Budget– Heritage Building - Account No. 063-5350-4906-005 in the amount of $296,800.00 and 2004 Capital Accounts for the George Pingle House Restoration and Addition Account No. 056-5350-6303-005 in the amount of $258,200.00.

 

AND THAT a contingency of  $32,100 inclusive of 7% GST ($30,000 exclusive of GST) be established and that cost overruns up to the contingency amount be charged to the overall construction contingency account for the Angus Glen Community Centre and Library.

 

PURPOSE:

The purpose of this report is to obtain approval for the award of the contract for the George Pingle House Restoration and Addition to Bondfield Construction Company Limited.

 

BACKGROUND:

This project includes the heritage restoration of the George Pingle House and a 1,200 square foot addition for a classroom and foyer.  The completed building will provide the Town of Markham a corporate training centre that can also be used as community meeting facility.

 

On February 24, 2004, Council approved the report entitled “George Pingle House Restoration and Addition” that recommended hiring Bondfield Construction Company Limited (Bondfield) as the general contractor for the construction of George Pingle House Restoration and Addition. The cost for Bondfield to provide this service is $63,000.

The February 24, 2004 report also explained that the two major components of the assignment would consist of Bondfield selecting the various subcontractors necessary to perform the work to Town approval, and subsequently organizing and supervising the various subcontractors during construction.

 

The work on selecting the sub-contractors has now been complete in accordance with the process detailed in the construction strategy report.

 

The total value of this work is $492,000.00.    

 

The construction strategy report stated that Bondfield’s general contractors fee would be added to the consolidated subcontractor bids to provide a stipulated lump sum price (CCDC 2 General Contract).

 

The total value of this contract is as follows:

 

General Contractors Fee      $  63,000.00

Building Construction         $ 492,000.00

 

Total Contract                     $  555,000.00  (exclusive of GST)

 

A contingency allowance of $30,000 is also required for the project. Expenditures from this allowance will be charged to the overall construction contingency account for the Angus Glen Community Centre and Library.

 

The project consists of a 1200 square foot restoration and a 1200 square foot addition for a total of 2400 square feet.  The overall unit cost for the contract is $231.25 per square foot.

 

A copy of Bondfield’s letter confirming the lump sum price is included as Appendix “A” of this report.

Funding for this project is included in the following accounts

 

Angus Glen Community Centre and Library Budget– Heritage Building –

Account No. 063-5350-4906-005                                                                           $296,800.00

 

2004 Capital Accounts for the George Pingle House Restoration and Addition

Account No.  056-5350-6303-005                                                                          $258,200.00

 

Total Funding                                                                                                          $555,000.00

 

Receipt of the signed award recommendation report will initiate the execution of a purchase order contract that will included all the specified work.

 

BUSINESS UNITS AFFECTED:

 

The Human Resources Department, Heritage Section of the Planning and Urban Design Department and the Purchasing Department have been consulted in the preparation of this report.
