1.         APPROVAL OF AGENDA (16.11)

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT the Heritage Markham agenda be approved as revised with the inclusion of

the addendum agenda and the following two items of new business:

 

1)         Doors Open Markham – 2004 – Trillium Funding

2)         Unionville 150th Anniversary – Celebration – Participation by Heritage Markham.

2.         REVISED HOUSE ELEVATIONS

PROPOSED NEW DWELLINGS

77 JOHN STREET, THORNHILL HCD (16.11)

The Heritage Planner advised that the applicant  - 77 John Street, Thornhill, has submitted revised drawings for the proposed two new dwellings.  The applicant was in attendance.  He indicated that he was seeking the Committee’s support for the revised drawings prior to submitting a site plan approval application.  He noted that minor variances would be required.  The one dwelling is 2 metres longer than permitted and the side yards of both dwellings would need a variance from the 6 feet required to 4 feet (only on the garage side).

 

The applicant noted that both houses are brick and it is his intention to clad the roof of both dwellings with cedar shingles.    A ‘hardiplank’ material is suggested to clad around the dormers.  The houses are proposed to be approximately 405 square metres (4300 square feet). 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the preliminary front elevation drawings dated December, 2003 by AC Holding Corp. which were submitted for feedback purposes for the proposed new single detached dwellings at 77 John Street, Thornhill subject to the following conditions;

-                     the applications return to the Heritage Markham Committee for formal review and final approval once site plan applications are submitted;

-                     in no way should the Committee’s indication of no objection to the preliminary front elevation drawings dated December, 2003, be taken as approval or support of any variances that may be required.

7.                  HERITAGE WEEK

PROCLAMATION FOR 2004 (16.11)

THAT the week of February 15-21, 2004 be proclaimed as Ontario Heritage Week in the Town of Markham as recommended by Heritage Markham;

 

AND THAT Town (Heritage Section) staff set up an educational heritage display in the Great Hall of the Civic Centre during Heritage Week to promote Markham’s built heritage programs;

 

AND FURTHER THAT the Prince of Wales flag be raised on the Town of Markham Civic Centre flagpole for the duration of Ontario Heritage Week.

8.                  WITHDRAWAL OF NOTICE OF OBJECTION

TO THE PROPOSED HERITAGE DESIGNATIONS

12.              7447 9th LINE - DEMOLITION OF BARN, SILO

AND ATTACHED SHEDS (16.11)

Concern was expressed that materials from local barns are not being re-used locally.  The Manager, Heritage Planning advised that there has been little interest expressed for re-use of the materials by local buyers.  It was suggested that Town (Heritage Section) staff obtain the barn policy from the City of Ottawa for the Committee’s review.  It was also suggested that builders should be encouraged to seek out local buyers who will re-use the materials locally.  Staff were also requested to revise the policy by adding a requirement for advertising on the ACO website.

 

Staff were requested to prepare an amendment to the salvage policy to reflect the concerns of Heritage Markham for consideration at the February meeting.

  

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the application subject to the owner advertising the barn for relocation or salvage and allowing Heritage Markham and Town (Heritage Section) staff an opportunity to visit the site and document the building.

13.              32 WASHINGTON STREET, MARKHAM

PROPOSAL TO CREATE A NEW LOT (16.11)

The Manager, Heritage Planning, advised that the proposal to create a new lot – 32 Washington Street, was considered by Heritage Markham two years ago.  The applicant did not meet the requirements at that time and, therefore, the proposal has again been submitted for approval.  The heritage building would remain on the retained lot.  It was noted that the Committee of Adjustment supported 4 feet between the north side of the heritage dwelling and the north lot line of the proposed retained lot.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT with respect to 32 Washington Street, Markham proposal to create a new lot, Heritage Markham requests the application lot sizes be revised to provide at least 6 feet between the north side of the heritage dwelling and the north lot line of the proposed retained lot;

 

AND THAT as a condition of approval of the new lot, the applicant be required to enter into a Heritage Easement Agreement for the heritage dwelling located on the retained lot.

14.              REVIEW OF 2003 HERITAGE ACCOMPLISHMENTS

REVIEW OF HERITAGE MARKHAM AND

HERITAGE SECTION OBJECTIVES FOR 2004(16.11)

The Manager, Heritage Planning reviewed the list of 2003 Heritage Accomplishments and the 2004 list of Heritage Markham and Heritage Section Objectives.  Also, the document entitled Heritage Section Workload 2004, was circulated and reviewed.  This document outlines the following objectives of the Heritage Section:

-                     Administration Objectives

-                     Development Application Objectives

-                     Policy and Special Projects Objectives

-                     Research Objectives

-                     Communication and Outreach Objectives

-                     Hearings and Prosecutions

 

The Manager noted that 313 buildings require research. 

 

With respect to events for Heritage Markham in 2004, Marie Jones recommended that at least one event should be held to recognize Heritage Month.  She suggested that a skating evening be held at Cedarena at no cost to the public.  Cedarena is a heritage structure and has been nominated for a heritage award for 2004.  The event could be advertised on the Town’s page in the local newspaper and other heritage/historical groups would be invited to attend.  It was suggested that hot chocolate and cookies be available.  Ms. Jones agreed to contact the Cedarena Board to determine if an evening was available for a free skate.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham endorse in principle the concept of holding a free skating night at Cedarena in recognition of Heritage Month provided that the event can be held during February and is within the Heritage Markham budget.

15.              2003 HERITAGE MARKHAM AWARDS OF EXCELLENCE

UPDATE ON PLANNING (16.11)

It was noted that Julie Christian, Joan Natoli, Marie Jones and Susan Casella would assist with the 2003 Heritage Markham Awards of Excellence.  The agenda will include a time between 7:00 p.m. and 8:00 p.m. for mingling and self-guided tours of the Heintzman House.  The presentations will be made from 8:00 p.m. to 9:30 p.m.

THAT the update regarding the 2003 Heritage Markham Awards of Excellence be received as information.

16.              REQUEST FOR NOMINATIONS TO ONTARIO HISTORICAL SOCIETY

18.              RELOCATION AND RESTORATION PLAN

BOX GROVE HILL DEVELOPMENTS

7124 AND 7166 FOURTEENTH AVENUE

The Heritage Planner advised that the Architectural Review Committee dealt with the relocation and restoration plans for 7124 and 7166 Fourteenth Avenue at the January 9th meeting.  The original dwellings will remain in tact while the kitchen wings will be lost when the buildings are relocated.  A commercial use has been suggested due to the proposed new location of these dwellings.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham advise the applicant of the following comments regarding the proposed relocation and restoration plans for the Raymer and Mapes houses;

-                     the corner location at the re-routed 9th Line and 14th Avenue is conductive to commercial retail, office or daycare use and the zoning should allow for some flexibility in this regard;

-                     consideration should be given to imposing design controls on the adjacent lands to the west to ensure that any new buildings will be complementary to the heritage buildings;

-                     the plans for both buildings should provide for possible rear additions and/or garages (these can be shown conceptually) and the zoning should allow for these additions and accessory buildings;

-                     the front verandahs on both of the houses should be redesigned to reflect the period of the buildings;

-                     shutters and chimneys should be added to the brick Raymer House;

-                     visible foundation walls should be faced in natural rubble fieldstone;

-                     the owners should be encouraged to preserve and retain interior heritage features such as mouldings, doors, staircases, wood floors, etc. in any planned renovations.

19.              SITE PLAN APPROVAL

NEW DWELLING – 33 VICTORIA LANE, UNIONVILLE HCD (16.11)

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham supports the revised design for the proposed new dwelling at 33 Victoria Lane, Unionville subject to the following modifications to the elevations:

-                     the roof of the front verandah should spring from the face of the front wall, in order to reduce the mass of the roof;

-                     the brick piers supporting the verandah posts should be deleted and the posts elongated to the full heights of the span;

-                     the front steps should be made of wood and have wide treads and a low rise;

-                     the front door should be made of wood, and the owner might consider a half-glazed door in place of the solid panelled design;

-                     details of the window shutters should be provided and they should be made of wood and proportioned to appear that if they were closed, they would cover the entire window opening;

-                     details should be provided of brick detailing such as the decorative banding shown on the drawing, also if there is a brick plinth, it should be in running bond and shown clearly on the drawings;

-                     wood siding on the face of the garage should extend to the full heights of the wall, and should return slightly on the side walls if the treatment changes to brick on the side elevations;

-                     windows and doors on the wood-sided portions of the house should have frames at least 3 ½ inches wide, and projecting wood sills;

-                     a simplified one over one pane design would be supported for the more modern window designs on the side elevations.

20.              HERITAGE MARKHAM 2003 AWARDS OF EXCELLENCE

21.              FRANKLIN STREET PUBLIC SCHOOL WINDOW ISSUE

21 FRANKLIN STREET, MARKHAM VILLAGE HCD (16.11)

The Heritage Planner advised that the school has contacted Heritage Markham staff with respect to the poor condition of the windows.  They expressed concerns that the present state of these windows allows cold air into the rooms and there was a situation where bees came into the classroom.  The Heritage Planner noted that the windows are in good condition but are single glazed.  It is recommended that the windows be repaired as required and that storm windows be installed. 

 

Elizabeth Plashkes suggested that Town (Heritage Section) staff research an application made by the school board approximately 10 years ago.  It is her understanding that a requirement for approvals at that time was the restoration of the heritage windows.  It was further suggested that this information be communicated to Council with a request that the School Board be required to fulfill any outstanding obligations.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the report on the windows at Franklin Street Public School be received;

 

AND THAT Heritage Markham strongly supports the restoration of the historic windows and the installation of appropriate storm windows;

 

AND FURTHER THAT the school representatives be advised that Heritage Markham and Heritage Section staff will continue to assist them with technical advice on this project.

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Town (Heritage Section) staff research the application made by the York Region Board of Education approximately 10 years ago to determine if there are any outstanding obligations with respect to approvals related to the application.;

 

AND FURTHER THAT, should any outstanding obligations exist, Council be requested to forward a letter to the York Region Board of Education requesting that these obligations be fulfilled.

22.              DEMOLITION PERMIT APPLICATION

SILO, BARN AND SHEDS

7124 AND 7166 FOURTEENTH AVENUE (16.11)

The Heritage Planner advised that the owners have advertised the silo, barn and sheds and have documented any responses.  No offers have been received to remove these buildings.

23.              REZONING AND SITE PLAN APPLICATION

377 MAIN STREET NORTH, MARKHAM VILLAGE HCD (16.11)

THAT Heritage Markham has no objections to the rezoning and site plan application – 377 Main Street North, Markham Village HCD subject to the elimination of the front yard parking space and its replacement with soft landscaping.

24.              SIGN APPLICATIONS

UNIONVILLE CIBC – 4360 HIGHWAY 7 (16.11)

The Manager of Heritage Planning advised that the CIBC has made applications to replace the existing wall sign at 4360 Highway 7 and the interior window sign.  The wall sign is in conformance with the special sign district.  The sign will not be lit in accordance with the special sign district by-law.  Both signs conform with the provisions of the by-law.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to these sign applications for the Unionville CIBC – 4360 Highway 7.

25.              FUNDRAISING PROPOSAL WRITING WORKSHOP

26.       DOORS OPEN MARKHAM – 2004

TRILLIUM FUNDING (16.11)

Elizabeth Plashkes distributed a copy of a document entitled ‘Doors Open Markham Collaborative Agreement’.  This agreement is required to demonstrate to the Trillium Foundation (for funding) that Doors Open Markham is a collaborative initiative involving the heritage and business communities of Markham.  Each member of the collaborative agreement will be requested to sign.  Heritage Markham is listed as a member of the agreement.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the information regarding the Doors Open Markham Collaborative Agreement be received as information;

 

AND THAT Heritage Markham supports the Doors Open Markham 2004 event;

 

AND FURTHER THAT the Chair of Heritage Markham is authorized to sign the Doors Open Markham Collaborative Agreement on behalf of Heritage Markham.

27.              UNIONVILLE – 150TH ANNIVERSARY CELEBRATION

PARTICIPATION BY HERITAGE MARKHAM (16.11)

Marie Jones pointed out that there are many events being held to commemorate the 150th Anniversary of the Village of Unionville.  She suggested that the Heritage Markham co-ordinate an event that would be appropriate to commemorate this anniversary.  Two suggestions that proposed were:

1)                  co-ordinate walking tours of the village;

2)                  host an event to profile the restoration work to be done on the Salem Eckhardt/McKay House on Main Street, Unionville or if renovations are completed in sufficient time, co-ordinate an official opening ceremony for the house.

 

Town (Heritage Section) staff were requested to place this item on the February agenda for further discussion.  Staff indicated that it will attempt to gather a listing of events planned by the organizers for next month’s agenda.  Heritage Markham members were requested to bring any ideas for a celebratory event to this meeting.
