DESIGNATION UNDER PART IV OF THE ONTARIO HERITAGE ACT

Daniels-Fairty House

7060 Markham Road

RECOMMENDATION:

 

THAT the “Daniels-Fairty House” at 7060 Markham Road be approved for designation under Part IV of the Ontario Heritage Act, as recommended by Heritage Markham;

 

AND THAT the Clerk’s Department be authorized to:

 

* publish and serve Council’s Notice of Intention to Designate as per the requirements of the

   Act; and

* prepare the Designation By-law for the property.

 

 

PURPOSE:

To recommend to Council that the “Daniels-Fairty House” (historical reference) at 7060 Markham Road be designated under Part IV of the Ontario Heritage Act for its cultural heritage value and interest.

 

BACKGROUND:

The Daniels-Fairty House, a Georgian tradition farmhouse dating from c.1851, is listed on the Markham Inventory of Heritage Buildings.  It has been a Town-owned property since 1991, when it was acquired as part of parkland dedication in connection with the surrounding subdivision.  The building is currently tenanted by a cultural organization.

 

Heritage Markham received and endorsed a restoration approach for the house, prepared by Heritage Section staff, at their meeting of August 13, 2003, to guide any future work contemplated for the building.  This report and Heritage Markham’s recommendations were subsequently forwarded to the Manager of Real Property and to the Manager of Asset Management.  Included with the recommendation was the future consideration of designation under the Ontario Heritage Act.

 

Heritage Markham’s Building Evaluation Sub-Committee has rated this house as a Group 2, confirming its value as a heritage building worthy of designation and preservation. At Heritage Markham’s meeting of December 10, 2003, the committee recommended the Daniels-Fairty House for designation under Part IV of the Ontario Heritage Act. (See Heritage Markham Meeting Extract, Appendix “A”).

 

OPTIONS/DISCUSSION:

The Town of Markham, with its record of leadership in heritage preservation, owns and maintains a number of properties of architectural and historical significance.  Eight of these properties are already recognized as significant heritage resources by virtue of being designated under the Ontario Heritage Act.  As a Town-owned property and one of the last visible remnants of the historic Armadale community, the Daniels-Fairty House is an ideal candidate for designation.  Its designation under the Ontario Heritage Act is supported by the architectural and historical documentation contained in the attached research report (Appendix “B“).

 

Should Council decide to proceed with the recommendation to designate the Daniels-Fairty House under Part IV of the Ontario Heritage Act, the Clerk’s Department should be authorized to:

 

*  publish and serve on the property owner, the Ontario Heritage Foundation and the public

    through a newspaper advertisement, Council’s notice of intention to designate the property as

    per the requirements of the Act; and,

*  prepare the Designation By-law for the property at 7060 Markham Road.

 

FINANCIAL CONSIDERATIONS:

There are no financial impacts outlined in this staff report. However, for any future work contemplated on the building by the Town, as a designated building, a restoration approach will be required to be followed with respect to the designated features.  This is the same standard recommended for any designated property in the Town, either in private or public ownership.

 

ENVIRONMENTAL CONSIDERATIONS:

There are no environmental impacts resulting from this report.

 

ACCESSIBILITY CONSIDERATIONS:

There are no accessibility impacts resulting from this report.

 

ENGAGE 21ST CONSIDERATIONS:

Heritage designation helps to achieve a quality community by recognizing, promoting and protecting a heritage resource, which strengthens the sense of community.

BUSINESS UNITS CONSULTED AND AFFECTED:

This report has been circulated to the Manager of Real Property and to the Manager of Asset Management for review and comment.
