SUBJECT:

Little Rouge Creek Monitoring Study

RECOMMENDATION:

That the Engineering Department be authorized to be part of a multi-agency monitoring study of a Stormwater Management Facility in the Greensborough Community.

And that Markham’s share of funding for this study ($20,000) be funded from The account number 083-5350-4726-005 (Downstream Improvement Works Program – Erosion)

PURPOSE:

To seek Council’s authorization to be part of a multi-agency study to review the effectiveness of an existing Stormwater Management Facility.

EXECUTIVE SUMMARY:

Markham has been offered the opportunity to be part of a multi-agency partnership to review the performance of a stormwater management facility.  The monitoring of the recommended facility in the Greensborough Community will enable environmental agencies and municipalities to gauge the effectiveness of their standards on receiving watercourses and determine if modification to current criteria are required.

Markham’s share of the study costs are $20,000 out of $140,000 budget to be cost shared with other municipalities and agencies.

BACKGROUND:

The TRCA is coordinating a review with other environmental agencies of the effectiveness of stormwater management facilities in protecting the downstream watercourses.  The Stormwater Management Facility in the Greensborough Community has been selected as an ideal test case given the upstream development and sensitivity of the downstream watercourse (Little Rouge Creek).

Work Plan

A detailed work plan has been prepared by the TRCA and is attached.  This work plan outlines the scope of work, budget, funding partnerships and deliverables.

FINANCIAL CONSIDERATIONS:

Funding is available in the Engineering Department 2003 Capital Budget (account number 083-5350-4726-005) to finance Markham’s share of this study.

ENVIRONMENTAL CONSIDERATIONS:

The results of this study will be utilized by environmental agencies and municipalities in determining the effectiveness of our Stormwater Management Facilities and if subsequent revisions to our standards are required.
