SUBJECT:

Wilclay Avenue Adult School Crossing Guard Service at Wilclay Public Elementary School

 

 

 

 

RECOMMENDATION:

THAT the staff report entitled “Wilclay Avenue Adult School Crossing Guard Service at Wilclay Public Elementary School,” dated June 21, 2004 be received;

 

THAT the Engineering Department be authorized to establish an adult school crossing guard service on Wilclay Avenue at the west entrance of Wilclay Public Elementary School at a cost of $6,000.00 less 3% G.S.T;

 

AND THAT the funding of the additional adult school crossing guard service be provided for in the existing 2004 Operating Budget, account # 640 998 5642;

 

AND THAT the Operations and Asset Management Department be directed to install school crossing signs and crosswalk pavement markings on Wilclay Avenue at the west entrance of Wilclay Public Elementary School, upon approval.

 

PURPOSE:

This report recommends an adult school crossing guard service on Wilclay Avenue at the west entrance of Wilclay Public Elementary School.

 

BACKGROUND:

The Town received a request from the Wilclay Public Elementary School Principal for an adult school crossing guard service on Wilclay Avenue at the west entrance of Wilclay Public Elementary School.

 

 

DISCUSSION:

To determine the need for an adult school crossing guard service at a given location, the Engineering Department conducts a gap time study as per the School Crossing Warrant criteria in accordance with the Ministry of Transportation and the Ontario Traffic Conference guidelines.

A gap time study was conducted on Wilclay Avenue at the west entrance of  Wilclay Public Elementary School and the study results indicate that the technical warrants have been met and an adult school crossing guard service is required.

 

 

Warrant for School Crossing Service

The Ministry of Transportation and Ontario Traffic Conference warrant for a School Crossing Service considers the following:

 

Safe Gaps -                 A safe gap is a break in traffic that permits sufficient time for a child                                           to safely cross a road.  Depending on the number of safe gaps that are                               frequently available, as studied in 5-minute intervals, the level of

                                    crossing service is determined.

 

Crossing Service -                 Where there exists 4 or a greater number of safe gaps available for crossing

not provided               children in each of 5 minute intervals of study period.

 

Number of –                Number of children crossing the road during the morning period is 58.

Children                      Number of children crossing the road during the afternoon period is 98.

 

During the peak school times, there were several 5 minute intervals where less than 4 gaps were observed.  Based on this and the high number of students crossing, the adult crossing guard requirements were satisfied.

 

 

FINANCIAL CONSIDERATIONS:

The cost of an adult school crossing guard at this location is $6,100 per annum (calculated at $15.56, inclusive of the 3% GST, X 2 shifts X 196 days). Since the adult school crossing guard will commence at the start of the 2004 / 2005 school year, i.e. this Fall, the cost between September and December is approximated at $2,440. The cost will be provided for in the existing 2004 Operating Budget.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval, the Operations and Asset Management Department will install the approved signage and pavement markings for the proposed adult school crossing guard service on Wilclay Avenue at the west entrance of Wilclay Public Elementary School.
