The Manager of Heritage Planning provided an overview of his report regarding the installation of a roofed kiosk by GO Transit that would cover the telephone, newspaper boxes and provide information display cases at the Markham station.  The kiosk is immediately north of the north façade of the historic train station.   He noted that GO Transit are not required to obtain a building permit for this work as they are part of the Ontario Government.  He further noted that, in the past, Ontario Government agencies have consulted with and applied for permits as a courtesy.

 

The Committee expressed concerns with respect to the erection of the kiosk without a heritage permit.  They also noted that the internally illuminated panels are not a permitted sign type within the Markham Heritage Guidelines (or the Markham Sign By-law).

 

HERITAGE MARKHAM RECOMMENDS:

 

            THAT the information with respect to 214 Main Street Markham North – Markham Train Station – GO Transit Site Alterations – new kiosk be received;

 

AND THAT Heritage Markham expresses its concerns that the kiosk does not comply with the Town of Markham Heritage Guidelines and requests GO Transit to conform to these guidelines;

 


AND THAT Heritage Markham requests Council of the Town of Markham to send a letter to the Chair of GO Transit outlining the following concerns:

 

1)                  there was no consultation with any of Markham’s community groups prior to installation of the kiosk or with Town Staff;

2)                  there was no discussion with respect to the most suitable location for the kiosk;

3)                  internally illuminated panels are not permitted in a heritage area;

4)                  the Committee is concerned that advertising may be placed on the large expanse on the sides of the kiosk.

 

AND FURTHER THAT a copy of the letter be forwarded to Mr. Tony Wong,

M.P.P. for Markham.
