The Senior Heritage Planner provided an overview of the Zoning By-law Amendment for 32 Washington Street, Markham Village that would permit the construction of two semi-detached dwellings.  Town (Heritage Section) staff have worked with the applicant to achieve a design that would fit on the 52 foot frontage and provide an appropriate façade for the streetscape.  In the previous design provided by the applicant, there was only room for a front door and a garage, making the garage the dominant feature.  In response to the concerns of Town staff and Heritage Markham, the applicant has provided a revised concept for a pair of linked semi-detached homes with a rear garage.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham does not support semi-detached houses with front attached garages at 32 Washington Street as there is insufficient frontage to allow a building façade that would be compatible with the Markham Village Heritage Conservation District;

 

AND THAT Heritage Markham does support the concept of a pair of linked semi-detached houses with rear garages at 32 Washington Street;

 

AND FURTHER THAT consideration of the final details of the design and site plan for the houses at 32 Washington Street be delegated to the Architectural Review Sub-Committee with authority to approve.

            Mr. Robert and Mrs. Dixie White, applicants, were in attendance with respect to the site plan application for 8 Dryden Court.  The property includes a small house that was built in the 1970’s.  Proposed drawings were submitted that include an upper storey over the garage and alterations to the original house. 

 

            Mr. and Mrs. White have requested that the existing brick be covered in stone on the lower half of the house and the upper half would be covered in stucco.  The stucco would be a beige/stone colour to match the stone cladding on the lower half of the home.  The existing windows are not to be altered and are presently white.   

 

            Town (Heritage Section) staff had provided a number of recommendations and a suggested revised design to the applicants for their consideration.  The applicants submitted a revised drawing, prepared by their architect, for the committee’s review.  Upon reviewing both drawings (the architect and Town staff), the applicants concurred that they preferred the design as prepared by Town staff.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the concept drawing prepared for 8 Dryden Court by Town (Heritage Section) staff and supported by the applicants at the Heritage Markham meeting of October 12, 2005, be accepted;

 

AND THAT review of the amended design be delegated to Heritage Section Staff for final consideration and approval.

GO TRANSIT SITE ALTERATIONS – NEW KIOSK (16.11)

The Manager of Heritage Planning provided an overview of his report regarding the installation of a roofed kiosk by GO Transit that would cover the telephone, newspaper boxes and provide information display cases at the Markham station.  The kiosk is immediately north of the north façade of the historic train station.   He noted that GO Transit are not required to obtain a building permit for this work as they are part of the Ontario Government.  He further noted that, in the past, Ontario Government agencies have consulted with and applied for permits as a courtesy.

 

The Committee expressed concerns with respect to the erection of the kiosk without a heritage permit.  They also noted that the internally illuminated panels are not a permitted sign type within the Markham Heritage Guidelines (or the Markham Sign By-law).

 

HERITAGE MARKHAM RECOMMENDS:

 

            THAT the information with respect to 214 Main Street Markham North – Markham Train Station – GO Transit Site Alterations – new kiosk be received;

 

AND THAT Heritage Markham expresses its concerns that the kiosk does not comply with the Town of Markham Heritage Guidelines and requests GO Transit to conform to these guidelines;

 

AND THAT Heritage Markham requests Council of the Town of Markham to send a letter to the Chair of GO Transit outlining the following concerns:

1)                  there was no consultation with any of Markham’s community groups prior to installation of the kiosk or with Town Staff;

2)                  there was no discussion with respect to the most suitable location for the kiosk;

3)                  internally illuminated panels are not permitted in a heritage area;

4)                  the Committee is concerned that advertising may be placed on the large expanse on the sides of the kiosk.

 

AND FURTHER THAT a copy of the letter be forwarded to Mr. Tony Wong,

M.P.P. for Markham.

            The Senior Heritage Planner noted that the property at 7555 Markham Road is in the process of designation under the Ontario Heritage Act.  The application provides for the development of a Costco store and the proposal would require the relocation of the Raymer-Robb House within the context of the subject property.  The proposed site is at the southeast corner of the Costco site and allows for the original front of the earlier frame portion of the house to appear as a front elevation.  Town (Heritage Section) staff have reviewed the proposal and are generally supportive, however, there are concerns with the size of the lot and the proximity of the house to the roadway.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the Commercial Subdivision application – 7555 Markham Road and 65 Kirkham Drive, subject to the inclusion of standard heritage provisions in the Subdivision Agreement;

 

THAT  with respect to the Costco site plan, Heritage Markham is generally satisfied with the proposed location of the Raymer-Robb House at the corner of Streets ‘A’ and ‘B,’ but recommends that the site be enlarged to provide adequate space for front yard and flankage landscaping and potential building expansion;

 

AND THAT as conditions of site plan approval, the owner be required to:

-                     enter into a Heritage Easement agreement with the Town for the heritage building;

-                     produce a restoration plan for the exterior of the building to the satisfaction of the Town of Markham and Heritage Markham;

-                     provide at its cost a Markham Remembered heritage plaque.

            The Manager of Heritage Planning provided an overview of the notification letter received from Winch Planning and Development Services with respect to 7751 Yonge Street.  The proposal was considered by Development Services Committee in February of 2005 and at that time, it was recommended that no public hearing be held until Council has adopted the final recommendations of the Thornhill Yonge Street Study.  The study was to be considered in the spring of 2005, however, it has been delayed to mid/late fall.  The applicant has indicated that further delay is not acceptable and has filed an appeal with the Ontario Municipal Board.

 

HERITAGE MARKHAM RECOMMENDS:


THAT the Official Plan Amendment Application and Zoning By-law Amendment Application for 7751 Yonge Street, Thornhill – appeal to the Ontario Municipal Board be received as information;

 

AND THAT Heritage Markham strongly objects to the concept plan as it does not comply with the existing Thornhill Heritage Conservation District Plan or the Thornhill Secondary Plan.

The Senior Heritage Planner provided an overview of Site Plan Control Application SC 05 022910, 29 James Walker Ct.  The home is a significant heritage building within the Vinegar Hill portion of the Markham Village Heritage Conservation District.  The house was converted for use as a sales office in 2004.  The wood windows and exterior doors need to be done to complete the restoration work.  It was pointed out that this is an important structure in the Vinegar Hill community and any changes should be carefully considered.

 

The applicant proposes to convert the sales office into a single family dwelling with detached garage and relocate the house to a new foundation further to the east on the same lot.  Services would be provided by a connection on James Walker Court.

 

            The Committee, while reviewing this item, noted a number of issues:

o       the house should not be moved from its current location

o       the Archibald Barker House is a significant building in the Vinegar Hill community

o       concerns that traffic may affect the foundation in its current location

o       suggestion that the house remain as an office in this prominent location, if a residential use is not viable.

o       the existing driveway access from Main Street South would be grandfathered

 

The Manager of Heritage Planning provided the following information:

 

o       Heritage Markham previously supported relocated on this building in 1999;

o       the house may need some work on the foundation to strengthen the supports and prevent damage from traffic. 

o       if the house is moved from its current foundations, the Town of Markham would take a road widening

 

Mrs. Dixie White, resident of Vinegar Hill, noted that the location would be ideal for a professional service such as a dentist.

 

HERITAGE MARKHAM RECOMMENDS:


THAT Heritage Markham does not support the relocation of the Archibald Barker House (
29 James Walker Ct.) to a new foundation on the same lot;

 

AND THAT the Site Plan Control Application for 29 James Walker Ct. be referred to the Architectural Review Sub-Committee for a detailed review and comments.

The Manager of Heritage Planning outlined the building permit applications received  for 107 John Street, Thornhill and commented on areas of concern.  The following permits have been received by the Town:

o       Building Permit application (October 6, 2005) to reflect the current construction work.

o       Building Permit application (October 11, 2005) to reflect additions and alterations;

o       Heritage Site Plan Control Application (October 11, 2005) to reflect additions and alterations.

 

The Committee expressed its strong objections to receiving these permit applications after the work had commenced and indicated that some of the requested renovations could not be supported.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham receive the drawings associated with the Building Permit Applications and Site Plan Control Application for 107 John Street, Thornhill;

 

AND THAT given the drawings were received by the Town on Tuesday October 11th, 2005 and were not on the Heritage Markham Committee’s agenda, but were presented as an addendum item for the Committee’s consideration the night of the meeting (October 12, 2005), the applications be forwarded to the Heritage Markham Architectural Review Sub-Committee for review and recommendations which will be considered at the Committee’s November meeting;

 

AND FURTHER THAT based on a preliminary assessment of the drawings associated with the applications, Heritage Markham has the following initial comments, including, but not limited to these concerns:

 

Building Permit Application 05 022120

  • The north elevation (front) does not present a consistent wall cladding material, but is instead a combination of brick and stucco, divided vertically which is not complementary to, or characteristic of, the heritage district.  Although, the drawings appear to represent an interim stage in the transformation of the dwelling, Heritage Markham is concerned with this treatment if the final transformation of the dwelling is not implemented.
  • Heritage Markham notes the absence of permit drawings illustrating the garage enlargement and other outbuildings or features newly constructed on the property.

 

Building Permit Application 05 023486 and Heritage Site Plan Control Application

  • The proposed plans do not appear to comply with the zoning by-law (maximum building depth, maximum floor area ratio, location of garage enlargement).  Heritage Markham would like any zoning by-law deviations identified
  • The new window and attic vent on the front elevation (left gable) do not appear to be appropriate for the dwelling.  A window more in keeping with the Arts and Craft style with perhaps a horizontal break in the gable should be considered
  • Colours, stucco treatment and brick to be complementary to the heritage district and selected in consultation with Heritage Section staff
  • The proposed height of the front yard fence does not appear to comply with the Town’s Fence By-law and the masonry material does not comply with the Heritage Plan policies
  • Much of the front yard is proposed to be covered with brick pavers and includes two driveway openings onto John Street.  The loss of the front yard green amenity space does not enhance the district’s village-like ambience.  The plans should be revised to one driveway opening with a grassed area in front of the dwelling.

28.       LOCUST HILL – GENERAL STORE

Councillor John Webster advised that the Locust Hill General Store is in dire need of repair.  The building is owned by the Ontario Realty Corporation.  He suggested that the building should be boarded to protect it from the elements and vandalism.  He asked if Town (Heritage Section) staff could follow-up with the Ontario Realty Corporation to see what steps can be taken to protect this heritage structure.

 

           


HERITAGE MARKHAM RECOMMENDS:

 

THAT Town (Heritage Section) staff be requested to contact the Ontario Realty Corporation with respect to the Locust Hill, General Store and request the ORC to take steps to protect this heritage structure.

29.       SIGNAGE – THORNHILL

Judy Dawson-Ryan advised that two new businesses in Thornhill (a mattress shop and a hairdresser) have erected signage that is not in conformity with the Thornhill Heritage Guidelines.  Town staff will follow-up when the address of these businesses is obtained.

 

30.       26 ALBERT STREET – CONDITION

Concern was expressed regarding the existing condition of the heritage dwelling.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Town (Heritage Section) staff be requested to follow-up the concerns expressed with respect to 26 Albert Street, a vacant heritage house within the Markham Village Conservation District.
