Concrete Fence Replacement Program - Update

 

 

 


 

RECOMMENDATION:

THAT the report entitled “Concrete Fence Replacement Program – Update” be received;

 

AND THAT Council endorse the Town wide expansion of the program commencing in 2005;

 

AND THAT the same three-way cost sharing arrangement, whereby the Town, Corporate sponsors and the individual homeowners each contribute one-third of the cost for the fence replacement program, be continued for the Town wide expansion of the concrete fence replacement program;

 

AND FURTHER THAT the Operations and Asset Management Department be authorized to erect ‘Markham Concrete Fence Replacement Project’ identification signs at each site recognizing the corporate sponsors that have contributed to the site specific project.

 

PURPOSE:

At its meeting held on May 25, 2004, Council approved a pilot project for concrete fence replacement in the Steeles Avenue, Warden Avenue, Denison Street and Birchmount Road area.  This report has been prepared to update Committee and Council on the status of the concrete fence replacement program pilot project.  In addition, the Operations and Asset Management Department is requesting Council’s authorization to apply the pilot project’s three-way cost sharing arrangement on new projects throughout the town, as sponsorship funds are made available.

 

BACKGROUND:

In November 2004, the Operations Department completed construction of the first phase of the concrete fence replacement project on both Birchmount Road and Steeles Avenue within the pilot project area.  The first phase of the replacement program proved quite successful with 65 homeowners participating in the program resulting in the replacement of approximately 783 lineal meters of concrete fence.  The photographs included in Attachment ‘A’ of this report provide an excellent demonstration of the aesthetic improvements achieved within the project area, as a result of the fence replacements.

 

As of November 2004 the Town has received a total of $123,500 in sponsorship funding for the pilot project area.  Of this total $43,831 has been spent to date leaving a balance of $79,669 of sponsorship funding, in the program.  A detailed summary of the sponsorship funding and homeowner contributions for the first phase of the pilot project is outlined in Attachment ‘B’ of this report.

 

OPTIONS/DISCUSSION:

At it’s meeting on January 21, 2005, the Markham Beautification Committee reviewed the status of the concrete fence replacement program pilot project.  In addition, the Committee reviewed the following issues and suggested recommendations to move forward with the concrete fence replacement program in 2005.

 

Completion of Pilot Project

In 2005, the Operations Department will continue with the second phase of the concrete fence replacement pilot project.  Upon receipt of corporate sponsorship funds homeowners backing onto both Warden Avenue and Denison Street will be invited to participate in this phase of the project.  The Operations Department is currently working with the Ward Councillor and Legal Services to secure the required sponsorship funding.  Upon receipt of the sponsorship funding, public meetings will be organized to advise affected residents of their opportunity to participate in this phase of the project.

 

The Committee also recommended that homeowners in Phase 1 that have not as yet participated in the program be served letters advising them that spring 2005 will be their last opportunity to participate.  Included in these letters will be reminders to property owners that the fences are located on private property, therefore each homeowner is responsible for the continued maintenance of their portion of the concrete fence.

 

Town Wide Expansion of the Concrete Fence Replacement Program

Improvements to the streetscapes in the pilot project area clearly demonstrate the benefit of the concrete fence replacement program.  Considering the success of the first phase of the pilot project, the Committee has recommended that the program be expanded to include all concrete fences across the Town.  The Committee further recommended that the same three-way cost sharing arrangement be utilized to expand the program to other areas of the Town where concrete fences are in need of replacement.  The sponsorship funding received by the Town will address specific project sites.  The Town will then arrange public meetings to advise affected residents of the program and set deadlines for them to participate in each phase of the fence replacement program.

 

Recognition of Corporate Sponsors

The Committee would like to acknowledge the Corporate Sponsors that have contributed funds towards the Concrete Fence Replacement Program.  The Operations Department has prepared a sample of a project sign (see Attachment ‘C’) that includes sponsor recognition to be erected along the boulevard areas on each project site.

 

Summary

Improvements to the streetscapes in the pilot project area clearly demonstrate the benefit of the concrete fence replacement program.  The Committee’s proposal to expand the concrete fence replacement as presented in this report provides a comprehensive program to address the fundamental objective of the Markham Beautification Committee, which is to revitalize the streetscapes on the Town, Region and City of Toronto roads throughout the Town.

 

FINANCIAL CONSIDERATIONS:

Two tax-rate funded capital projects were approved in 2003 and 2004 totaling $222,100.  To date approximately $45,300 has been expended based on the first phase of the fence replacement pilot project leaving a balance of $176,763 as per Attachment B.  The contractor that completed the first phase of the project has agreed to extend the contract to 2005 on the approved 2004 tender prices.

 

To date, corporate sponsorship has been received in the amount of $123,500 of which $43,812 was expended in phase one leaving a balance of $79,688.  Therefore, phase two of the project can proceed at approximately $250,000 upon receipt of commitment from homeowners in the amount of $80,000.  Beyond that, additional contribution from both corporate sponsors as well as homeowners will be required in order expend the balance of Town committed funds.  Three groups have committed an additional $91,231, but the funds have yet to be received.

 

As we expand the Concrete Fence Replacement Program, the Town should look for opportunities to solicit contributions from corporate sponsors to address specific project areas with the understanding that following the completion of these site-specific projects any contributions received may be re-allocated to improvement projects identified by the Operations and Asset Management Department.  The ability to re-allocate these available funds may establish sustainability of the program in an effort to provide equity for other areas of Markham where concrete fences are in need of immediate replacement yet sponsorship funding is not available.
