2.         MUNICIPAL PUBLIC ART PLAN

Ms. Jane Purdue, Public Arts Coordinator, City of Toronto, was in attendance to present a draft work plan and proposed timeline with respect to the creation of a Municipal Public Art Plan for the Town of Markham. Ms. Purdue indicated that details within her draft would most likely change as a result of further consultation with Members of the Committee and Markham staff. The Committee agreed that the schedule presented was ambitious, but may be necessary as running past the November 13, 2006 Municipal Elections may create difficulties. There was agreement that funding investigations may not have to occur by the fall, but that there should be a presentation made to Council prior the Elections delivering a preliminary draft.

There was discussion regarding the details involved regarding a public consultation process and when it should occur. Members also discussed the need to construct the Public Art Plan around relevant characteristics within the Town including its four main communities, the environment, heritage, the engagement of the youth and culture diversification. The Committee agreed that the Plan must be flexible to change if it were to have success, but that it should allow for a formal process in which all Public Art submissions can be evaluated. It was noted that the criteria may adapt to the submission and context, but the policy used in the assessment process should never change. It was suggested that an evaluating sub-committee comprised of various stakeholders, including members of the community, may be a good way to engage community consultation. Staff noted that further coordination and discussion with Ms. Perdue could be achieved at regular meetings and through email.

3.         2006 ENVIRONMENTAL ART PROGRAM AND PROCESS

Staff advised that a report would be forthcoming to Council requesting funding to be allocated towards the 2006 Environmental Art Event. Ms. Irvine noted that she was in the initial stages of writing the report and will be further consulting with Mr. Ryerson and Ms. McLeod.
