The Chair convened the meeting at 7:20 p.m. by asking for any declarations of interest with respect to items on the agenda.  Joyce Nelson-Watt disclosed a conflict on Item 23 (Addendum Agenda Item 4) – Proposed Garage and Minor Variance Application A/66/06 – 10 Heritage Corners Lane (Josua Miller House) – as she is the applicant.

The Heritage Planner introduced this proposal and advised the Committee that the Town of Markham has received an application for a plan of subdivision, as part of the Greensborough North Subdivision, that does not include the retention of this significant heritage house or its integration within the development.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommends to Council that the Abraham Strickler house, located at 6297 Major Mackenzie Drive, be designated under Part IV of the Ontario Heritage Act as a property of cultural heritage value or interest;

 

AND THAT the building be preserved on its original site and foundation and integrated into the development of the proposed plan of subdivision.

(1)        the Heritage Permit application for the proposed fence at 26 John Street be revised so that:

 

-           front yard fence height to be 3.5 feet rather than 4 feet, as proposed;

-           curved swoop of fence to be somewhat flatter than proposed;

-           head of back yard gate be removed and top of gate to be gently curved to fit with the overall fence design; and

 

(2)        final approval authority for the amended design be delegated to (Heritage Section) staff.

THAT Heritage Markham has no objection to the demolition permit application for 6788 Fourteenth Avenue subject to:

 

-           the owner permitting the salvage of interior elements of heritage significance; and

-           the owner providing, at their cost, a Markham Remembered interpretive plaque to be placed on the property in a visible location agreeable to the owner and the Town of Markham.

The Senior Heritage Planner introduced the application and advised the Committee that Heritage Staff has requested the applicant to preserve a sufficient amount of brick from the demolition for use in the restoration of the house.

 


HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the demolition permit for the attached garage, porch and basement entrance to 9483 McCowan Road, subject to the applicant salvaging sufficient brick to use in repairs and restoration of the main part of the house, which is to be relocated and preserved on a new site within the development.

THAT Heritage Markham supports the design of the proposed garage for 10 Heritage Corners Lane;

 

AND THAT Heritage Markham has no objection to the minor variance application needed to implement the plans for the proposed house and garage.

Draft Little Rouge Creek Corridor Management Plan

The Manager of Heritage Planning introduced this item and answered questions from the Committee.  A number of Committee members requested that the Manager of Heritage Planning provide them with a copy of the document entitled “Little Rouge Creek Corridor Management Plan – Draft March 2006”.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham request Heritage Section staff to provide suggested comments that the Committee can consider at the May meeting.

The Senior Heritage Planner introduced the application and advised the Committee that the house situated on this property was rated as a Group 3 heritage building.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham affirm staff recommendations with respect to the proposed development at 83 Old Kennedy Road as outlined in Michael Seaman’s memorandum dated March 2, 2004, except that a Markham Remembered plaque will be deleted as a condition of approval of the draft plan of subdivision.

The Heritage Planner gave a presentation on this application and advised the Committee that in addition to the partial foundation/demolition permit already submitted, the applicant has informed Heritage staff that more of the existing foundation may have to be demolished and rebuilt as the construction of the additions continues.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham request the Building Standards Department to confirm that the foundation at 107 John Street has to be removed and re-built in selected areas as claimed by the applicant and that this matter be delegated to the Architectural Review Sub-Committee with authority to approve.

The Heritage Planner gave a presentation on this application to convert a residence currently being used as a rooming house to commercial use as a real estate office and concurred with the concerns of Staff related to the proposed design, mainly that the two storey south bay window would be lost in this concept.

THAT Heritage Markham refer the design for an addition to 161 Main Street North, Markham Village, to the Architectural Review Sub-Committee for review and comment.

29.       Preliminary Design for Addition to 286 Main Street

Unionville Heritage Conservation District

The Heritage Planner gave a presentation on this application and advised the Committee that Staff has no objection to the proposed design as it compliments the existing house and has minimal impact on the Main Street Unionville streetscape.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the proposed rear addition to 286 Main Street, Unionville, and delegates final approval authority to Heritage Section staff.

30.       Preliminary Design and Minor Variance for Addition to

14 Pavillion St.

Unionville Heritage Conservation District

The Heritage Planner gave a presentation on this application.  The Heritage Planner advised that staff has reviewed the drawings for this property and has no objection to the granting of the Minor Variance requested or to the look of the proposed addition, however, staff has concerns over the proposed roof lines which might present a problem for drainage and leakage into the house and the projection of the addition to either side of the original house.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the Minor Variance Application A/62/06 being granted to allow the reduced side yard setback;

 

AND THAT Heritage Markham refer the design for the proposed rear addition to 14 Pavillion St. to the Architectural Review Sub-Committee for further comment.
