SUBJECT:                          YMCA Funding and Programming Update

RECOMMENDATION:

That the report entitled “YMCA Funding and Programming Update” be received;

 

AND THAT Council authorize the CAO to finalize the negotiations on the Town’s one-third contribution toward the cost of the YMCA facility in Markham Centre, to a maximum of $7,500,000 contingent upon final construction cost and fundraising contributions;

 

AND THAT the Town’s maximum contribution be comprised of the following:

AND THAT the recommendations of this report be conditional on the YMCA agreeing to amend the Community Access Agreement to provide ten additional hours of rental access to the pool for private swim clubs within Markham, to the satisfaction of the CAO and the Commissioner of Community and Fire Services.

 

FINANCIAL CONSIDERATIONS:

In June, 2004, Council approved a funding formula from a variety of sources sufficient to provide one-third of the estimated capital cost of constructing the Markham YMCA.  The Town had already identified a need for recreational facilities in Markham Centre and the YMCA was prepared to enter into a joint use agreement to ensure that 20,000 square feet of their space would be publicly accessible to residents of the Town, eliminating the need for the Town to duplicate the space and program delivery.

 

The capital cost of the YMCA facility was estimated a $18 Million and the Town’s one-third share of $6 Million was comprised of land, cash, development charge exemptions and in kind contributions (fees and charges otherwise payable).  The Town’s $2.7M capital contribution was originally determined on the premise that the Draft Recreation, Culture and Library Indoor Facility Master Plan contemplated construction of a 20,000 square foot satellite facility in the Markham Centre at a cost of $135 per square foot.  The Town’s recent experience indicates that the cost to construct a recreation facility is upwards of $300 per square foot. 

 

Increasing the capital contribution to a maximum of $4.5 million would provide the Town with recreation space at a cost per square foot of approximately $225 ($225 x 20,000 sq ft = $4.5m).  This is still a lower cost than the Town has recently experienced and has no operating impact.  Any additional capital contribution up to $1.8 million ($4.5m - $2.7m) will be funded 90% from Development Charge Reserves and 10% from the 10% Non Growth DC Reserve. 

 

The 20,000 square feet of space is also eligible for inclusion in the development charge service level at the higher replacement cost of $300 per square foot, which will assist in ensuring that service levels are maintained at a high level.  The cost to construct equivalent space, if done by the Town, would be approximately $6 million, ($300 x 20,000 square feet), plus significant annual operating costs.

 

On April 11, 2006 Council deferred consideration of a staff report recommending additional funding to enable staff to provide additional detail on the community access provided by the YMCA.

The Community Access Agreement

The YMCA agreed to a Community Access Program that would increase the opportunity for non- members, specifically children and youth, to be physically active through designated programs. The designated programs are: 10 weeks /year of holiday and summer camps, six to eight hours a week of professional development programs in Aquatics; ten hours a week of open recreation time which will provide access to the pool, gym and fitness and an after school program which will operate from September to June. Based on the proposed program provided by the YMCA, the organization is fulfilling the agreed to services and reaching their target that forty percent of their programs will be for children and youth. 

 

The Community Access Program also provides meeting space and discounted rental rates for Groups and Organizations who have been designated as a Community Service Group by the Town of Markham.  Staff have identified, however, that the program needs to be expanded beyond the meeting rooms as there is a demand for pool rental time from local swim clubs. The YMCA has offered to provide increased availability for pool rental for 10 hours per week, until August 31, 2007, when availability will be re-assessed, in the context of the ever growing membership of this brand new facility. 

 

The YMCA has advised that all of their programs, with the exception of swim and martial arts lessons, are available to the public/non-members, on provision of a day pass.  They provide 113.5 hours per week of land based programs/space and 97.5 hours of aquatic programs per week.  These programs (recreational sports, fitness classes, recreational swimming) are all available to the public and complement and enhance the Town’s existing programs and facilities. The extent of public access currently offered is significantly in excess of the public programming that the YMCA agreed to provide in the Community Access Agreement, effectively providing 60,000 square feet of facility and programming at the cost of 20,000 square feet or less.

 

Membership to the YMCA is offered at very reasonable rates which are very competitive to the Town’s rates:
