REPORT TO GENERAL COMMITTEE

TO:

Mayor and Members of Council

FROM:

Jim Baird, Commissioner of Development Services

Alan Brown, Director of Engineering

PREPARED BY:

Parveen Kalia, Engineering Technician

DATE OF MEETING:

2006-Jan-23

SUBJECT:

Highglen Avenue and Fonda Road – Proposed All-Way Stop Control

RECOMMENDATION:

That the report entitled “Highglen Avenue and Fonda Road – Proposed All-Way Stop Control” be approved;

And that the attached Traffic By-law 106-71 Schedule 12, pertaining to “Compulsory Stops”, be amended to include an all-way stop control at the intersection of Highglen Avenue and Fonda Road;

And that the associated cost of labour and materials be funded by Forest Bay Homes;

And that the Operations and Asset Management Department be directed to install the all-way stop control at the subject intersection;

And that York Regional Police be requested to enforce the all-way stop control upon installation of these signs.

PURPOSE:

This report recommends an all-way stop control at the intersection of Highglen Avenue and Fonda Road.

BACKGROUND:

The Engineering Department received a request for an all-way stop control at the intersection of Highglen Avenue and Fonda Road (see Attachment A).  Highglen Avenue runs east-west and Fonda Road connects on the south side to create a T-intersection. Currently, there is side stop control on Fonda Road giving right-of-way to traffic on Highglen Avenue.

DISCUSSION:

To determine the need for all-way stop control, intersection volumes must meet the minimum requirements of the all-way stop warrant adopted by the Town.  The warrant is based on guidelines established in the Ontario Traffic Manual for assessing the need of additional right-of-way control at an intersection.  A vehicular turning movement count was conducted during the morning peak hour at this intersection and the warrant analysis is as follows:

WARRANT 1

WARRANT 2

Vehicular Volume

Volume Split

  (All Approaches)

All-way stop sign control is warranted when both warrants 1 and 2 are satisfied.  In accordance with the above analysis, Warrants 1 and 2 are satisfied. Therefore the Engineering Department recommends an all-way stop control at the intersection of Highglen Avenue and Fonda Road. The proposed all-way stop control will improve the traffic operations at this intersection.

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement the all-way stop control measures will be recovered from the developer (Forest Bay Homes) given that this subdivision has not been assumed by the Town.

On-going maintenance costs for this installation will be accounted for in future Operations and Asset Management Department budgets.

BUSINESS UNITS CONSULTED AND AFFECTED:

No business units are affected.
