SUBJECT: McIntosh Drive Parking Prohibition

RECOMMENDATION:

THAT parking by-law 2005-188, Schedule “C”, entitled “Prohibited Parking”” be amended by adding both sides of McIntosh Drive, between Woodbine Avenue and Apple Creek Boulevard;

AND THAT parking by-law 2005-188, Schedule “C”, entitled “Prohibited Parking” be amended by deleting the south side of McIntosh Drive, between Woodbine Avenue to a point 135 metres east of Woodbine Avenue;

AND THAT parking by-law 2005-188, Schedule “C”, entitled “Prohibited Parking” be amended by deleting the north side of McIntosh Drive, between the west limit of Lot #1, Plan 65M-2132 and 45 metres west along the Cul-de-Sac street;

AND THAT the Operations Department be directed to install and maintain the appropriate signs upon approval of the attached by-law;

AND THAT the Parking Control Department be directed to enforce the parking restrictions upon installation of the signs.

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these parking signs are accounted for in the 2006 budget for the Operations Department. On-going maintenance costs for this installation will be accounted for in future Operations Department budgets.

This report recommends prohibiting parking on both sides of McIntosh Drive, between Woodbine Avenue and Apple Creek Boulevard.

BACKGROUND:

McIntosh Drive is an industrial collector road, located south of Apple Creek Boulevard and east of Woodbine Avenue. Both cars and trucks travel on this road to access the industrial complexes, as well as the Tim Hortons / Wendy’s property.

In April 2006, the Engineering Department received a concern from a Industrial business customer regarding trucks parking on McIntosh Drive, just east of the Tim Hortons / Wendy’s property. The business customer has claimed that the parking activity is generated by the Tim Hortons / Wendy’s property. This on-street parking is restricting delivery trucks from using the private driveway accesses and egresses, as a large turning radius is required to negotiate the turn.

OPTIONS/ DISCUSSION:

Tim Hortons / Wendy’s Impact

In response to the business customer’s concern, Engineering Department staff conducted several on-site observations at the subject location throughout the day. Observations have revealed that large trucks are parking on the west side of McIntosh Drive, in front of the Tim Hortons / Wendy’s property. This activity significantly reduces the space available to allow trucks from turning into and out of the property on the east side of McIntosh Drive.

Curvature on McIntosh Drive

Currently, there is an existing parking prohibition on the south side McIntosh Drive, from Woodbine Avenue to a point 135 metres to the east (see Attachment A). This has been implemented to ensure that the street is kept clear of obstructions as vehicles negotiate the curve in the road. However, there is not a prohibition on the opposing side of the street.

Given the conditions created as a result of the on-street parking, and the curvature of the road to the south, the Engineering Department is recommending a parking prohibition on both sides of McIntosh Drive, from Woodbine Avenue to Apple Creek Boulevard.

If implemented, the parking prohibition will improve traffic operations by removing all on-street parking from McIntosh Drive, allowing truck traffic to safely use the private driveways. The impact to local businesses is expected to be minimal, as very little parking activity is occurring elsewhere on McIntosh Drive.
