The Chair convened the meeting at 7:25 p.m. by asking for any declarations of interest with respect to items on the agenda. Ted Chisholm disclosed a conflict on Item 7 – Request for Feedback - 11 Euclid Avenue - Proposed Addition to a Heritage House,

as he is the applicant.

THAT Heritage Markham request that the Meeting Notes for the Architectural Review Sub-Committee meeting held on January 25, 2007, be amended to indicate that:

 

-           the issue of the 5 storey height is still a “great” concern; and

-           Councillor Valerie Burke was present as a guest;

 


AND THAT Heritage Markham has the following comments on the site plan application:

·        That the comments of the Architectural Review Sub-Committee held on January 25, 2007 be taken into consideration in the review of the project; and

·        That the Committee looks forward to reviewing additional illustrations and drawings to better understand the impact of the project on the heritage conservation district.

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham supports the following recommendations made to the proposed design of 300 Main Street North, on January 25, 2007, by the Architectural Review Sub-Committee:

 

·        To replace the existing windows in the attic dormers with traditional single hung or double hung wooden windows with pane divisions appropriate to the early 20th century architecture of the house;

·        To remove the existing turquoise paint on the window sills or repaint them in a complementary historic colour;

·        To paint the proposed wooden siding in a historically compatible colour to the rest of the house;

·        To consider landscaping enhancements along the David Street wall of the building;

 

AND THAT final approval of the design for 300 Main Street North be delegated to Heritage Section Staff;

 

AND THAT the owners enter into a Site Plan Agreement with the Town containing the usual provisions regarding materials, windows, colours, etc.

6.         SITE PLAN APPROVAL APPLICATION

REQUEST FOR MINOR VARIANCES (16.11)

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham supports the requested variances to:

 

·        permit a minimum (north) side yard setback of 4ft; whereas the By-law requires a minimum side yard setback of 6 feet for a 2-storey wall;

·        permit an existing front yard setback of 12.73 ft., whereas the By-law permits a front yard setback of 25 ft.;

·        permit a maximum building depth of 19.9 m, whereas the By-law permits a maximum building depth of 16.8 m;

·        permit a maximum height of 18 ft. for an accessory building, whereas the By-law permits a maximum building height of 12 ft. for an accessory building;

 

AND THAT Heritage Markham does not support the requested variances to:

 

·        permit a maximum gross floor area of 4591 square feet (53%) whereas, the By-law permits a maximum gross floor area of 3906 square feet (45%);

·        permit an existing minimum side yard setback for an accessory building of 10” whereas the By-law permits a minimum side yard setback of 4 ft. for accessory buildings;

·        permit an accessory building to occupy 11% of the total lot area, whereas the By-law permits an accessory building to occupy 10% of the total lot area;

 

AND THAT Heritage Markham recommends that the existing 1940’s garage be removed from 280 Main Street North;

 

AND THAT Heritage Markham supports the variance in gross floor area required for the development resulting from the demolition of the existing 1940’s garage;

 

AND THAT the site plan agreement contain a provision allowing the applicant to retain the existing 1940’s garage until the proposed 1 ½ storey garage is enclosed with a roof and walls.

7.         REQUEST FOR FEEDBACK
11 EUCLID AVENUE, UNIONVILLE
PROPOSED ADDITION TO A HERITAGE HOUSE (16.11)

HERITAGE MARKHAM RECOMMENDS:

 

THAT the conceptual plans for a rear addition to the heritage house at 11 Euclid Avenue are generally supportable;

 

THAT the applicant consider increasing the size of the area in front of the side door in order to avoid crowding the side bay window; and

 

AND THAT as a part of a Site Plan Control application, the restoration of some of the heritage character of the original house be undertaken, including:

 

-         adding a front door and traditional Edwardian windows to the infilled Edwardian porch;

-         restoring the second storey front vinyl window to a wood, single-hung, one over one window; and

-         retaining the ground floor front window if it is determined to be a heritage window.

The Senior Heritage Planner gave a presentation on this application.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT although Heritage Markham would prefer that the Archibald Barker House be retained on its existing foundation, the Committee is also concerned with the long-term preservation of this significant heritage building through a viable use;

 

AND THAT Heritage Markham recognizes the questionable viability of a residential use in this location so close to Main Street and the significant difficulties with conversion of the heritage building to commercial use, particularly with respect to a commercial driveway on this constricted portion of Main Street;

 

AND THAT Heritage Markham therefore supports the site plan as revised, with the heritage building moved back from Main Street in order to ensure its preservation as a functioning part of the community on the condition that a fence enclosing the portion of the lot fronting on Main Street South is no higher than   3-4 feet to ensure the building’s visibility and prominence on Main Street South;

 

AND THAT authority be delegated to Heritage Section staff to approve the site plan application based on the restoration plans previously reviewed and approved when the building was converted to a sales office for the surrounding development.

Storefront Repair Due to Car Accident

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommends that any repairs to the storefront of 7705-7707 Yonge Street be undertaken as a restoration based on archival photographs;

 

AND THAT Heritage Markham recommends that Council consider making 7705-7707 Yonge Street immediately eligible for the Commercial Façade Improvement Program based on the unique circumstances in which the building has to be repaired and its significant heritage status within the Thornhill Heritage Conservation District;

 

AND THAT Heritage Markham has no objection to a Heritage Conservation Easement Agreement being prepared for this property if required as part of the Commercial Façade Improvement Program.

 

AND THAT Heritage Markham recommends that the trees that were destroyed in the accident be replaced.

John Street Bridge

The Manager of Heritage Planning gave a presentation on this matter.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham supports the use of granite for the John Street bridge provided that the colour of the stone is in the dark range rather than in the paler pink range;

 

AND THAT Heritage Markham does not support the construction of the sidewalk on the north side of the bridge due to design/scale of the bridge and erosion concerns.

20.       SECURITY DEPOSITS FOR NEW HOME CONSTRUCTION IN

THORNHILL HERITAGE DISTRICT (16.11)

Evelin Ellison expressed her concern related to the security deposit for new home construction in the Thornhill area.  She stated that new homes with a value of $1 million are only required to pay a security deposit of $5,000.00 and moved the following motion:

 

“That the Heritage security portion of site plan applications be increased as an incentive for good planning perhaps using the square footage of the new homes as the basis of the amount charged.”

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham refer the motion by Evelin Ellison to a sub-committee comprised of the following members for review and to submit a recommendation thereon to the next meeting of the Heritage Markham Committee;

 

-           Ted Chisholm;

-           Evelin Ellison;

-           Nelson Torres; and

-           Joyce Nelson-Watt;

 

AND THAT Heritage Staff be requested to submit a report to the Sub-committee on the proposal by Evelin Ellison “that the Heritage security portion of site plan applications be increased as an incentive for good planning perhaps using the square footage of the new homes as the basis of the amount charged.”

21.       YONGE/STEELES CORRIDOR STUDY (16.11)

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham request Heritage Staff to ensure that development plans for the Yonge/Steeles area do not adversely affect heritage homes.
