SUBJECT:                          Bay Thorn Drive and Inverlochy Boulevard – Proposed Adult School Crossing Guard

RECOMMENDATION:

That the report entitled “Bay Thorn Drive and Inverlochy Boulevard – Proposed Adult School Crossing Guard Service” be received;

 

And that the Engineering Department be authorized to establish an adult school crossing guard service at the intersection of Bay Thorn Drive and Inverlochy Bloulevard, at a cost of $4,628.40 per year, exclusive of GST,

 

And that the adult school crossing guard service be funded through the proposed 2007 budget, account 640-998-5642;

 

And that the proposed 2007 operating budget increase to the adult school crossing guard account, in the amount of $23,000, be pre-approved;

 

And that the Operations Department be directed to install school crossing signs, crosswalk pavement markings, concrete surfaces and relocate the stop bar at the subject location;

 

And that Staffing Services, the Town’s Adult School Crossing Guard contractor, be directed to provide the services of an adult school crossing guard at the intersection of Bay Thorn Drive and Inverlochy Boulevard upon completion of the subject works by the Operations Department;

 

And that staff be authorized and directed to do all things necessary to give effect to this resolution.

FINANCIAL CONSIDERATIONS:

The cost of an adult school crossing guard at this location is $4,628.40 per annum (calculated at $12.18, exclusive of GST, x 2 shifts x 190 days). The proposed 2007 budget (account 640-998-5642) allowed a growth of 5 additional crossing guards between January and December 2007 with an increase of $23,000 ($4,628.40 * 5) over the 2006 budget.  As shown in the following chart, with 1 placement to-date, this proposed location can be accommodated within the proposed 2007 budget.

PURPOSE:


This report recommends that an adult school crossing guard service be provided at the intersection of Bay Thorn Drive and Inverlochy Bloulevard.


 

BACKGROUND:


Engineering Department staff received a request to provide an adult school crossing guard service for Baythorn Public School located on the north-east corner of Bay Thorn Drive and Normark Drive.

 

Bay Thorn Drive is a two lane minor collector street that has a posted speed limit of 40 km/h and volume of approximately 1700 vehicles per day. Inverlochy Boulevard is also a two lane minor collector street with a posted speed limit of 40 km/h and volume of approximately 2000 vehicles per day. This intersection is just west of the subject school and is controlled by an All-Way stop control.


 

OPTIONS/ DISCUSSION:


To determine the need for an adult school crossing guard service at a given location, the Engineering Department conducts a gap study as per the School Crossing Warrant criteria in accordance with the Ministry of Transportation and the Ontario Traffic Conference guidelines.

 

A gap time study was conducted at the intersection of Bay Thorn Drive and Inverlochy Bloulevard and the study indicated that the technical warrants have been met and an adult school crossing guard service is required.

 

Warrant for School Crossing Service

The Ministry of Transportation and Ontario Traffic Conference guidelines considers the following when warranting adult school crossing guards:

Safe Gaps

A safe gap is a break in traffic that permits sufficient time for

a child to safely cross a road. If there are less than 4 safe gaps

available during each 5-minute interval, then adult school

crossing service may be provided.

Crossing Service Not Provided

Where there exists 4 or more safe gaps available for crossing

children in each 5-minute interval during the study period.

 

 

Based upon the field study, an Adult School Crossing Guard Service is warranted at this location. It is recommended that the adult school crossing service be located at the intersection of Bay Thorn Drive and Inverlochy Bloulevard.
