SUBJECT: Deviation Road Parking Prohibition

RECOMMENDATION:
That the report entitled “Deviation
Road Parking Prohibition” dated
And that the attached by-law to amend Schedule
“C” of Traffic By-law 2005-188, pertaining to “Prohibited Parking”, by including
the south side of
And that the Operations and Asset Management Department be directed to
install and maintain the appropriate signs upon approval of the attached by-law;
And that the Parking Control Department be directed to enforce the parking restrictions upon installation of the signs.
EXECUTIVE SUMMARY:

The cost of labour and materials
to implement these parking signs are accounted for in the 2007 budget for the
Operations Department. On-going maintenance costs for this installation will be
accounted for in future Operations Department budgets.

This report recommends prohibiting parking on the south side of Deviation Road, in its entirety.
Deviation Road is a local
residential road near the intersection of Highway 7 and Swansea Road, which
ends in a cul-de-sac. Deviation Road
experiences low traffic volume throughout the day. There are two properties located on Deviation
Road, Sunrise Senior Living (#38 Deviation Road), and a residential property at
#5 Deviation Road.
A representative from Sunrise
Senior Living contacted the Engineering Department staff regarding emergency
services access to their property from Deviation Road. The concern being raised is the consistent
visitor parking activity occurring on both sides of
Engineering staff have confirmed that the parking activity occurring on both sides of Deviation Road is allowing only a one-lane flow of traffic for passenger vehicles. This problem is likely to be compounded, should emergency vehicles need passage through the parked vehicles to Sunrise Senior Living.
Because of the traffic operational
issues present, Engineering staff are recommending that a parking prohibition
be implemented on the south side of Deviation Road to allow two-way flow of
traffic. Vehicles will still be
permitted to park on the north side of Deviation Road, and any displaced
vehicles can be accommodated on the north side.
The
The representative of Sunrise Senior Living has been made aware of Engineering Staff’s recommendation and is supportive.
The Operations Department has reviewed this request.
