The Public Information Meeting convened at the hour of 7:02 p.m. with Deputy Mayor J. Jones in the Chair.

 

 

1.         LANGSTAFF LAND USE STUDY UPDATE (10.0)

 

Regional Councillor J. Jones welcomed members of the audience and advised that the subject of this Public Information Meeting is to consider redevelopment potential in the Langstaff Area of Thornhill.

 

David Butler of The Butler Group Consultants Inc. consultant for the Town, gave a presentation on the Langstaff Land Use Study. Mr. Butler reviewed the background of the study, the area involved, existing uses, and factors affecting the evolution of the lands over the past fifteen years.

 

Roger Beaman of Thompson Rogers advised that Condor Properties Limited submitted an application in December 2005 and a revised one in February 2007 to reflect the type of density called for in the Provincial Growth Plan.

 

Peter Walker of Walker, Nott, Dragicevic Associates Limited, representing Condor Properties Limited, Angus Glen Developments and Cosini Properties Inc. gave a presentation showing the lands to be developed including mixed residential, commercial, institutional, community amenity, and park/open space. 

 

Mr. Beaman suggested a statutory public meeting be held in the fall of 2007on the application.

 

Mary Frances Turner, Vice President of the York Region Rapid Transit, gave a presentation providing an update on Viva Transit Phase 2.  Ms. Turner indicated that York Region Rapid Transit is proposing to develop a central Operations and Maintenance Facility in the Langstaff Area.

 

The following members of the public spoke and their comments are noted below:

 

Mr. DeanTzembelicos stated that he represents the Yonge Street Residential and Business Improvement Group.  Mr. Tzembelicos advised Council that the stakeholders felt they were not adequately consulted during the original phase of the York Region Rapid Transit Environmental Assessment for VIVA.  Mr. Tzembelicos stated that bringing the subway line up to Highway 7 instead of VIVA transit would be a better alternative.

 

Mr. Terry Goodwin of 122 Thornbridge Drive, Thornhill, stated that he is against the proposal of VIVA Transit to develop a central maintenance facility in the Langstaff area.  Mr. Goodwin suggested to Council that they should consider using the GO Rail line that already exists.

 

Mr. Sam Balsamo, representing Condor Properties Limited, addressed Council regarding VIVA’s proposal to develop a maintenance and operations facility in the Langstaff area.  Mr. Balsamo stated that he does not endorse VIVA’s plan and suggested that VIVA present an alternative site.

 

Deputy Mayor Jim Jones read a prepared text stating his opinion about the development proposed in the Langstaff Area.  He indicated he is in favour of the subway line being extended up Yonge Street up to Highway 7. 

 

Mr. Mike Everard of Augusta National Inc, representing the Catholic Arcdiocese of Toronto addressed Council on the proposed development in the Langstaff Area.  Mr. Everard stated that the Holy Cross cementary, whose lands are to the south of the Langstaff Area, have concerns with preserving its privacy, noise impact, storm water and compatability issues that could arise with the proposed development. 

 

Mr. George Lucas, resident west of Yonge Street stated before any future developments in the Langstaff area proceeds something needs to be done about the Yonge Street traffic congestion.  Mr. Lucas is suggesting additional information be provided on the VIVA proposal.

 

 

 

 

 

Mr. John O’Gorman, 29 Grandview Avenue, Thornhill stated he was opposed is to the York Region Rapid Transit proposal to develop a maintenance and operations facility in Langstaff.  Mr. O’Gorman stated that he is in favour of bringing the subway line along Yonge Street up to Highway 7.

 

Mr. Patrick O’Hanlon of Angus Glen Developments and Cosini Properties Inc., addressed Council on the Langstaff Gateway Project and stated that he is in favour of the project.  Mr. O’Hanlon stated that although the VIVA maintenance depot needs to be further discussed it should not hold up the proposed development.

 

Councillor V. Burke stated she has concerns for the current residents of Thornhill and the proposed development needs careful consideration.  She stated that storm water run off needs to be cautiously thought out. She also stated that she would like to see alternative sites for the York Region Rapid Transit maintenance yard.

 

Councillor E. Shapero requested a future presentation on alternative sites for the York Region Rapid Transit maintenance facility.

 

Mayor Frank Scarpitti stated that Council recognizes the importance of the Langstaff area site.  He assured attendees that while Council is supportive of York Region Rapid Transit and VIVA, it is not in support of having the maintenance and operations facility developed in the Langstaff area.  Mayor Scarpitti also stated he is in support of the Yonge Street subway line being extended up to Highway 7.  He further advised that Council will continue to work together with the stakeholders in the Langstaff area.
