SUBJECT:                          Snowdon Circle Stopping Restriction

RECOMMENDATION:

That the report entitled “Snowdon Circle Stopping Prohibition” dated May 15, 2007, be received;

 

And that the attached by-law to amend Schedule “D” of Traffic By-law 2005-188, pertaining to “Parking for a Restricted Period”, by including both sides of Snowdon Circle, from the north intersection of Mansfield Lane to the south intersection of Mansfield Lane, be approved;

 

And that the Operations Department be directed to install and maintain the appropriate signs upon approval of the attached by-law;

 

And that the Parking Control Department be directed to enforce the parking restrictions upon installation of the signs;

 

And that the Clerks Department be directed to forward a copy of this report to GO Transit staff regarding improvements to the Centennial GO Station passenger drop-off and pick-up facility.

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

The cost of labour and materials to implement these parking signs are accounted for in the 2007 Operations Department budget. On-going maintenance costs for this installation will be included in future Operations Department budgets.

PURPOSE:

This report recommends prohibiting stopping on both sides of Snowdon Circle, from the north and south intersections of Mansfield Lane.

 

 

 

 

 

 

BACKGROUND:

Snowdon Circle is a local residential road near the intersection of McCowan Road and Carlton Road.  Snowdon Circle experiences low traffic volume throughout the day.  The Centennial GO station is located immediately south of Snowdon Circle, across from the train tracks.

 

OPTIONS/ DISCUSSION:

In March 2007, Engineering staff received a petition from residents of Snowdon Circle requesting that a parking prohibition be installed.  Approximately 75% of households within the affected area are in support of the prohibition. The residents are concerned about the frequent on-street parking and drop-off/pick-up activities occurring on their street, generated by the Centennial GO station, which are creating safety concerns and impacting their quality of life.

 

In response to the resident petition, Engineering staff conducted a series of site observational studies on Snowdon Circle.  The studies have concluded that on-street parking of approximately 10 vehicles is consistently occurring along the easternmost portion of Snowdon Circle, parallel to McCowan Road (see Attachment A).  In addition, vehicles during the morning peak-hour were observed dropping-off passengers.  Engineering staff concluded that the on-street parking activity did not create any safety or operational concerns on the road.

 

Given resident support for a parking prohibition, Engineering staff are recommending that a time-based stopping restriction be implemented on Snowdon Circle, between the north and south intersections of Mansfield Lane.  This restriction will prohibit parking and drop-off/pick-up activity between 5:00 am – 9:00 am and 4:00 pm – 9:00 pm, Monday – Friday, which is coordinated with the GO train departure and arrival times.  This restriction will resolve resident concerns, but also permit local residents to park on Snowdon Circle outside of these hours and also on weekends.

 

A parking structure at Centennial GO station is expected to be completed in 2008 which will provide an additional 200 parking spaces.  It is expected that the additional parking spaces will alleviate the parking problem generated by Centennial GO Station.  To address passenger drop-off and pick-up activity on Snowdon Circle, Town and GO Transit staff will be meeting to discuss on-site operations at Centennial GO Station.
