SUBJECT:                          Castlemore Avenue Extension

                                            Wismer Secondary Plan

RECOMMENDATION:

That the June 19, 2007 report entitled “Castlemore Avenue Extension, Wismer Secondary Plan” be received;

 

And that the Mayor and the Clerk be authorized to execute a construction agreement with Wismer Markham Developments Inc. to complete Castlemore Avenue west of Highway 48, including intersection improvements at Highway 48, at its expense, in a form satisfactory to the CAO, Town Solicitor and Town Treasurer;

 

And that a capital budget be established for the Castlemore Avenue intersection to be financed by Wismer Markham Developments Inc., upon execution of the credit agreement;

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

 

FINANCIAL CONSIDERATIONS:

The construction of Castlemore Avenue to Highway 48 and the intersection improvements will be financed by Wismer Markham Developments Inc. at a cost of $600,000 subject to DC credits for some of the intersection improvements through a credit agreement.  The authority to enter into a credit agreement Wismer Markham Developments Inc. for the signalization of the intersection amongst other items was previously approved by Council at its meeting on June 13, 2006.

 

Prior to the execution of that credit agreement, the Town Treasurer will review the DC Background Study to ensure there is sufficient funding to cover any credit payment to Wismer Markham Developments Inc.

PURPOSE:

The purpose of this report is to obtain Council’s approval to execute a construction agreement for the construction of a section of Castlemore Avenue west of Markham Road with the related intersection improvements.

 

BACKGROUND:

Castlemore Avenue is an east-west 3-lane minor collector that runs parallel to Major Mackenzie Drive from Kennedy Road to the Markham By-pass.  The last portion to be constructed are on the east and west side of Highway 48 which will create a 4-leg intersection at Castlemore Avenue and Highway 48, as per Attachment “A”.

 

 

Castlemore Avenue West of Highway 48

The section of Castlemore Avenue west of Highway 48 currently terminates about 60m west of Highway 48.  The right-of-way (Parts 3, 4 and 7, Plan 65R-29387) between the current east terminus and Highway 48 was conveyed to the Town through a severance application.

 

Wismer Markham Developments Inc. will extend the road to Highway 48 at its expense and an agreement is required to outline the responsibilities of the developer for construction, security and maintenance of the road.

 

Castlemore Avenue / Highway 48 Intersection

Highway 48 between 16th Avenue and Major Mackenzie Drive was transferred from the Province to the Town in March 2007.  The existing intersection of Anderson Avenue and Highway 48 is a T-intersection with a stop-control on Anderson Avenue.  This intersection has to be upgraded by Wismer Markham Developments Inc. to a signalized 4-leg intersection with turning lanes on Highway 48 to support traffic generated by developments in the area.  Construction of these intersection improvements will be financed by Wismer Markham Developments Inc., subject to credits against development charges, and the execution of such credit agreement was authorized by Council in June 2006.

 

The construction of Castlemore Avenue east of Highway 48 by the Greensborough Landowners Group will be coordinated with these intersection improvements to ensure minimal inconvenience to the public.  A section of Anderson Avenue (to be renamed Castlemore Avenue) will be widened to accommodate a turn lane for the Brick site plan application.  The renaming of Anderson Avenue was approved by Council at its meeting on December 10, 2002.
