SUBJECT:                          All-way Stop Control for the intersections of (1) William Berczy Boulevard and Cynthia Jean Street and (2) William Berczy Boulevard and Weatherill Road

RECOMMENDATION:

That the report entitled “All-way Stop Control for the intersections of (1) William Berczy Boulevard and Cynthia Jean Street and (2) William Berczy Boulevard and Weatherill Road” dated June 19, 2007, be received;

 

And that the request for all-way stop control signs for the intersections of (1) William Berczy Boulevard and Cynthia Jean Street and (2) William Berczy Boulevard and Weatherill Road, be denied.

 

And that Staff be advised and directed to do all things necessary to give effect to this resolution.

PURPOSE:

To advise Committee on the results of the all-way stop control warrants for the intersections of (1) William Berczy Boulevard and Cynthia Jean Street and (2) William Berczy Boulevard and Weatherill Road.

 

BACKGROUND:

The Engineering Department was contacted by the Councillor’s office on February 12, 2007, on behalf of two residents, requesting an all-way stop control at the intersections of (1) William Berczy Boulevard and Cynthia Jean Street and (2) William Berczy Boulevard and Weatherill Road (see Attachment A).

 

William Berczy Boulevard runs north-south while Cynthia Jean Street and Weatherill Road run east-west. Currently, there is a side stop control on Cynthia Jean Street and Weatherill Road giving right-of-way to traffic on William Berczy Boulevard. A parkette is located on William Berczy Boulevard, between Cynthia Jean Street and Weather Road.

 

OPTIONS / DISCUSSION:

To determine the need for an all-way stop control, intersection volumes must meet the minimum requirements of the all-way stop control warrant adopted by the Town and other municipalities. The warrant is based on guidelines established in the Ontario Traffic Manual (OTM) for assessing the need of additional right-of-way control at an intersection.  A vehicular turning movement count was conducted during the peak hour of day and the warrant analysis is as shown in Tables 1 and 2.

ALL-WAY STOP CONTROL WARRANTED?

All-way stop control signs are warranted at an intersection when both Warrants 1 and 2 are satisfied.  In accordance with the above analysis, Warrants 1 and 2 are not satisfied for both intersections at this time. Therefore, the Engineering Department does not recommend an all-way stop control for the intersections of (1) William Berczy Boulevard and Cynthia Jean Street and (2) William Berczy Boulevard and Weatherill Road at this time. However, it is expected that traffic volumes will increase as future developments to the south of Bur Oak Avenue are completed. Both intersections will be monitored periodically to determine if all-way stop control is warranted.

 

 

 

 

In addition to the above warrants, the Ontario Traffic Manual does not recommend the installation of traffic control devices within 250 meters of each other. The distance between these two intersections is 84 meters. Where an unwarranted all-way stop control is installed, it will increase driver frustration and decrease compliance.  Consequently, the safety of other road users, including pedestrians crossing the road, is compromised.

 

It should also be noted that the unwarranted all-way stop control signs will create environmental concerns. Unwarranted stop signs increase air and noise pollution and fuel consumption due to vehicles unnecessarily stopping and accelerating.
