RECOMMENDATION:
That the report entitled “Parking Advisory Committee – Terms of Reference” be received,
And that Council endorse in principle the Terms of Reference for the Parking Advisory Committee attached as Appendix “A”,
And that Council confirm Council member appointees to the Markham Parking Advisory Committee,
And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

The purpose of this report is to present Terms of Reference for the proposed Markham Parking Advisory Committee for Council adoption, and to confirm Council member appointees to the Markham Parking Advisory Committee.
At Council on
The Parking Advisory Committee would advise Council on the
management of the business and affairs of the parking operation in municipal
parking areas in accordance with the proposed Terms of Reference attached as
Appendix ‘A’.
In addition to the stated purpose of the Advisory Committee, the Terms
of Reference addresses the composition, roles and responsibilities and the
reporting framework of the Advisory Committee.
Specifically, the responsibility of the Advisory Committee will be:

Develop
a Vision for the future of parking in
·
Develop
short and long term strategies to implement the Vision
·
Meet
on a regular basis to review and provide comment, input and direction on the
development, operation, maintenance and management of the Town’s Parking
Programme,
·
Review
existing parking services in the Town,
·
Provide
recommendations to Council for parking rates and restrictions,
·
Assess
parking policies and provide recommendations to Council, and
·
Consider
any specific matters arising, events or opportunities that impact or may impact
the operations or mandate of the Town’s Parking Programme and recommend such
actions that may be required to address such matters to Council for its
consideration and approval.
It is
recommended that the Advisory Committee consist five Markham Councillors. The Advisory Committee, once established,
could consider how to engage other stakeholders.
Staff
resources would include Transportation / Engineering, Community Services and
Fire (Operations), By-law Enforcement, Strategic Initiatives and Clerks.
The duration of term will be two years.
Meetings will be held on a monthly or bi-monthly basis throughout the
year, with a summer break during July and August
