Markham Parking Advisory Committee

Terms of Reference

 

Background

In June 2002, Council endorsed the Markham Transportation Planning Study (MTPS) 2002, the Town’s transportation action plan to address Markham’s transportation needs and challenges in the short, medium and long term.  The Town’s Four Point Strategy, as outlined in the MPTS, includes initiatives in each of the areas of roads, transit, policy and education.  As part of delivering on the Four Point Strategy, the MTPS recognizes that the control of parking and parking supply is an integral component of promoting better land utilization and traffic management as well as promoting alternative forms of travel including transit, biking and walking.  The expectation for a higher target of transit use and the achievement of compact urban form in certain areas of the Town focused the Town’s need to develop a parking strategy to help deliver the Town’s vision and objectives. The components of the parking programme include:

 

  1. On-street permit parking;
  2. Private property paid parking;
  3. Town Owned and Town Leased Parking Lots;
  4. Payment-In-Lieu of Parking; and
  5. On-street paid parking;

 

An Advisory Committee, with representation from a number of diverse stakeholders having an interest in Parking, is being formed to advise Council on the management of the business and affairs of the parking operation in municipal parking areas. 

 

Purpose of the Markham Parking Advisory Committee

The purpose of the Markham Parking Advisory Committee is to advise the Town on the management of parking operations including the five components of the parking programme set out above. 

 

Composition of the Advisory Group

 

The Advisory Committee will consist of five Markham Councillors.  The Advisory Committee, once established, could consider how to engage other stakeholders.

 

Staff resources would include Transportation / Engineering, Community Services and Fire (Operations), By-law Enforcement, Strategic Initiatives and Clerks. 

 

 


Code of Conduct

The Town’s Procedural By-Law shall govern the proceedings of the Committee. 

 

Role and Responsibilities

The role of the Markham Parking Advisory Committee is to make recommendations to Council on the following:

 

·                Develop a Vision for the future of parking in Markham

·                Develop short and long term strategies to implement the Vision

·                Meet on a regular basis to review and provide comment, input and direction on the development, operation, maintenance and management of the Town’s Parking Programme,

·                Review existing parking services in the Town,

·                Provide recommendations to Council for parking rates and  restrictions,

·                Assess parking policies and provide recommendations to Council,

·                Consider any specific matters arising, events or opportunities that impact or may impact the operations or mandate of the Town’s Parking Programme and recommend such actions that may be required to address such matters to Council for its consideration and approval.

 

Reporting Procedure

Advisory Committee meeting minutes will be forwarded to General Committee for information.

 

Remuneration

None.

 

Meeting Frequency

The inaugural meeting will be held as soon as representatives can be appointed.  A schedule of meeting dates will be finalized at the first meeting.  It is anticipated that meetings will be held on a monthly or bi-monthly basis throughout the year, with a summer break during July and August.

 

Duration of Appointment

2 year.

 

Chair

The chair shall be elected by the Advisory Committee members at the inaugural meeting.
