The sixth meeting of the Main Street Markham Committee meeting in 2007 convened at

5:45 p.m. with Councillor J. Webster in the Chair.

 

 

1.         MINUTES FROM THE MAY 16, 2007 MEETING OF THE MAIN STREET MARKHAM COMMITTEE

           

THE MAIN STREET MARKHAM COMMITTEE RECOMMENDS:

 

That the Minutes of the Main Street Markham Committee meeting held on May 16, 2007, be adopted.

 

CARRIED

 

2.         COMMITTEE MEMBER

           

Councillor John Webster welcomed the new member, Wil Pialagitis, to the Main Street Markham Committee.  Mr. Pialagitis is the Chair of the Markham Village BIA.

 

 

 

 

 

 

2.         UPDATES:

 

(b)        Highway 48 Transfer of Jurisdiction Discussion

           

            Regan Hutcheson, Heritage Planning, confirmed the Town has jurisdiction.

 

(c)        Environmental Assessment – Highway 48

 

            Mr. Hutcheson reported that he understood that work is anticipated to begin in July 2007.  The Committee members requested that the final copy of the Terms of Reference be sent to them.

(e)        Incoming Planning Applications

 

            Mr. Hutcheson reported that the following applications have been submitted:

·        190 Main Street Markham (addition to dentist office)

·        201 Main Street Markham North (feedback request- alterations to roof features)

·        128 Main Street Markham North (Façade improvement)

 

The Committee members enquired about the Home Depot that will be constructed at Main Street Markham and Bur Oak.  Councillor Carolina Moretti advised that the representatives for Home Depot continue to work together with the Town.  She also advised the parking lot will be set at rear of the property and Home Depot is toning down their colours and working on a more appropriate streetscape to fit in with the Heritage area.

 

(f)        Master Plan Environmental Sub-Committee

 

Mr. John Mingay reported that four locations have been identified for benches and twelve locations for receptacles.

 

THE MAIN STREET MARKHAM COMMITTEE RECOMMENDS:

 

That the Main Street Markham Committee proceed with the budgeted money in Street Furniture (item #4790) and Markham Main Street 2004- Heritage Waste Receptacles (item #5343) to order three benches and twelve receptacles.

The Committee suggested including Budget 2008 as an item to the agenda for the July meeting.

(h)        Tannery Pond

 

            Mr. Keith Thirgood advised the Committee that Glenn Harrington has been contacted and is interested with doing the next phase.  Mr. Thirgood passed around a print out of an image of proposed interpretive signage. 

 

(a)        Strategic Plan – Markham Main Street:  Master Plan Subcommittee

 

            The Committee suggested the following changes be incorporated into the Strategic Plan:

·        under Parking remove Michelle’s name from “progress” section and change Short to Medium

·        The Committee members suggested sending a copy of the Main Street Markham Streetscape Guidelines to Biju Karumanchery to ensure it is being followed

·        Jonathan Mingay will coordinate a meeting with Nory Takata or Karen Boniface from the Parks department

·        “New development 16th to Bur Oak….” And add: Secondary Plan to be reviewed

·        Deirdre Kavanagh will speak with Regional Councillor Jack Heath regarding the Gateway Program to have flowers placed at Highway 7 and Main Street, Bullock Drive and Main Street.

·        Remove “There are drinking fountains along the street” and move to Environmental Assessment

            THE MAIN STREET MARKHAM COMMITTEE RECOMMENDS:

           

That a sub-committee called “Interpretation” be created with Councillor J. Webster,  Deirdre Kavanagh and Dianne More to work on historical interpretation and commemoration opportunities for various sites along Main Street Markham as well as the introduction of attractive features (gardens and plantings)

Regan Hutcheson to provide Dianne More with information on historical interpretive plaques and signage.

·        Morgan Park – “resizing the baseball diamond to local use” Councillor J. Webster will contact Linda Irvine with respect to the study as well as an update on other park projects in the area (Main Street South Linear Park).

·        Reconstruct Tannery Pond – change “short” to on-going

·        The Historical Walking Route – change “short” to Medium

·        South of Seven  - “There are trees…” change to Medium

·        Benches, fountains and other…” add Linear Park and change to Medium (Update needed from Linda Irvine)

3.         Other Business

 

            Mr. Phil Howes advised that York Regional Police will not enforce the “no trucks” on Main Street Markham due to the absence of sufficient advance warning signage prior to the by-pass.  Councillor J. Webster advised that he will contact the Town’s sign shop and have them install the required signage.

Councillor J. Webster suggested adding Parking Authority Committee and parking lot issues on the September agenda.

4.         NEXT MEETING

 

The next scheduled meeting of the Main Street Markham Committee is July 18, 2007.  Committee agreed not to hold an August meeting given the number of members who could not attend.
