SUBJECT:                          Renaming of Highway 7

RECOMMENDATION:

That the report entitled “Renaming of Highway 7”, dated September 18, 2007, be received;

 

And that the Town of Markham request the Region of York to consider options for  renaming the section of Highway 7 within the Town of Markham under the Region’s jurisdiction from “Highway 7” to a name more representative of an urban arterial road than a Provincial Highway;

 

And that the Region consult with other York Region municipalities (Vaughan and Richmond Hill) and adjacent Regions and municipalities that also have Highway 7 frontage, and with the public and area businesses;

 

 

And that Council provide direction as to whether the Town will initiate a public consultation process regarding street name options, or rely on the Region’s consultation process;

 

And further that Staff be authorized and directed to do all things necessary to give effect to this resolution.

 

 

EXECUTIVE SUMMARY:

On April 24, 2007, Council passed a resolution requesting that staff do whatever is necessary to start the process of changing the name of Highway 7 within the Town of Markham to something more representative of an urban arterial road than a Provincial Highway. Staff submitted a report to the June 19th, 2007 Development Services Committee outlining the necessary steps to formally request the Region to initiate the renaming of Highway 7. Consideration of the recommendations in the report was deferred until September 2007 to consider alternative naming options. This report provides further information relating to the street renaming initiative requested by Council.

 

 

If Council wishes to continue to pursue the renaming of Highway 7, the report recommendations provide a starting point for a name change request.  Council should also provide direction as to whether the desire of Council is to initiate a local, Markham based public consultation process, or rely on the Region’s process.

PURPOSE:

The purpose of this report is to provide the Development Services Committee members with information regarding alternative names for Highway 7 and recommendations for initiating the renaming process.

 

 

BACKGROUND:

On April 24, 2007, Council passed a resolution requesting that staff do whatever is necessary to start the process of changing the name of Highway 7 within the Town of Markham to something more representative of the community context, and in keeping with Town and Region guidelines, practices and policies, as well as reflecting public input. Council also requested that staff report back to the Development Services Committee explaining the jurisdictional processes involved in the renaming of a Regional Road, and issues involved.

 

A report was submitted for the June 19th, 2007 Development Services Committee to formally request the Region to initiate a renaming process.  The staff report also suggested that one of the options considered be the possible renaming of Highway 7 to “Avenue 7”.

 

The June 19 staff report outlined that Regional Staff indicated their concerns regarding the impact of a name change on residents and businesses fronting Highway 7, and the likelihood of opposition. They also indicated street name continuity and addressing issues for other municipalities both within and beyond York Region. Ministry of Transportation Staff was not supportive of a name change for the remaining eastern section of Highway 7 in Markham that remains under their jurisdiction. They indicated a name change could only take place if the Region requested ownership of the Ministry owned section of Highway 7.

 

Town Staff recommended that a formal request be submitted to the Region of York for the renaming of Highway 7 and that the request include a consultation process with affected municipalities, residents and businesses. Staff also recommended that Council ask the Region of York to request the Ministry of Transportation to transfer ownership of Highway 7 east of Donald Cousens Parkway to the Region.

 

Committee deferred all but one of the recommendations in the report until September, 2007 to consider alternative naming options (see Appendix ‘A’ and ‘B’). They adopted the recommendation to have the Region request the Ministry of Transportation to transfer ownership for the section of Highway 7 east of Donald Cousens Parkway.

 

 

 

OPTIONS/ DISCUSSION:

Highway 7 is a Regional Road, and the process for possible renaming Highway 7 requires Region of York approval to initiate a process that would require consultation with affected municipalities, property owners and businesses. The Region must also proceed with Council’s request for the Region to obtain ownership of the section of Highway 7, east of Donald Cousens Parkway, still under the jurisdiction of the Ministry of Transportation.

 

Town Staff has reviewed a number of possible alternative names for Highway 7, in consultation with the Heritage Planning Group, that are historically relevant and appropriate for a renaming that may go beyond Markham’s borders. Only two of the historically relevant names forwarded to the Region of York and Fire Department were accepted due to naming duplication issues. Town Staff therefore propose consideration of the names “John A. Macdonald Avenue” and “Dominion Avenue”, in addition to “Avenue 7” or continued use of “Highway 7.”

 

 

Conclusion

If Council wishes to proceed with a street renaming request for Highway 7, the recommendations incorporated into this report accommodate a formal name change request.

 

Staff has reviewed possible renaming options for Highway 7 and proposes consideration of the names “Avenue 7”, “John A. Macdonald Avenue” and “Dominion Avenue”.  Other possible names as may be identified by Members of Council should also be identified in the Council resolution.

 

Council should also provide direction as to the desired public consultation process.
