Application for a Zoning By-law Amendment to permit a veterinary clinic in the existing building at 79 Green Lane

RECOMMENDATION:

That a Public Meeting be held to consider the application submitted by Mike and Angela Papapetrou for the rezoning of 79 Green Lane to permit a veterinary clinic.

 

PURPOSE:

The purpose of this report is to provide preliminary information regarding an application to rezone 79 Green Lane to permit a veterinary clinic, and to recommend that the Committee authorize the scheduling of a public meeting.

 

BACKGROUND:

Property and Area Context

The 0.4 hectare (1 acre) site is located on the south side of Green Lane east of Bayview Avenue.  The subject property is municipally known as 79 Green Lane.  The property presently contains two industrial buildings with a total combined gross floor area of 288 m2 (3,100 ft2).  There is no significant vegetation or natural features on the site.  Single and multi tenant industrial buildings are located to the north, south and west.  A place of worship is located to the east.

 

Official Plan and Zoning By-law

The subject property is designated Business Corridor Area in the Official Plan and Business Corridor Area – John Street/Green Lane in the Thornhill Secondary Plan.  The designation is intended to ensure the continued employment use of the lands for the long term and to permit a shift in the range of industrial and business uses to encourage physical and functional upgrading of the area.  The Secondary Plan policies indicate that the Town’s objective is to encourage the planned function of the area for industrial and employment uses appropriate to the area context, and broadening the range of non-industrial uses including certain institutional and commercial uses permitted through a rezoning process and by requiring site improvements and upgrading.  The subject property is zoned Industrial (M) by By-law 77-73, as amended.  The current zoning does not permit veterinarian clinics. 

Proposal

The Owner has submitted an application to rezone the lands from Industrial to Business Corridor Area by By-law 77-73, to permit a veterinary clinic in the existing building.  No additions or exterior alterations are proposed to the existing building or parking area at this time. 

 

POTENTIAL BENEFITS OF APPROVAL OF THE PROPOSAL:

Permission for commercial uses in the existing building on this property will implement the Business Corridor Area designation in the Official and Secondary Plans, which encourage a broader mix of commercial and institutional uses in the John Street/Green Lane – Business Corridor Area. 

 

CONCERNS/ISSUES TO BE RESOLVED:

No concerns have been raised at this time.

 

FINANCIAL CONSIDERATIONS:

No financial implications are to be considered in this report.

 

ENVIRONMENTAL CONSIDERATIONS:

There are no known environmental issues associated with this application at the present time.

 

ACCESSIBILITY CONSIDERATIONS:

There are no accessibility issues associated with this application at the present time.

 

ENGAGE 21ST CONSIDERATIONS:

The proposed rezoning application is in support of the Town’s corporate goal of economic development.  The Official Plan designation of Business Corridor Area will be preserved ensuring the land will be used for employment and other similar uses. 

 

BUSINESS UNITS CONSULTED AND AFFECTED:

The application has been circulated to various Town departments and external agencies. Requirements of the Town and external agencies will be considered in preparing final recommendations.

 

CONCLUSION:

In order to allow for public input before Council makes a decision on the application, it is recommended that a public meeting be held.
