SUBJECT:                          Clegg Road & Courtyard Lane Traffic By-laws

RECOMMENDATION:

That the report entitled “Clegg Road & Courtyard Lane Traffic By-laws” dated October 16, 2007, be received;

 

And that the attached by-law to amend Schedule “12” of Traffic By-law 106-71, pertaining to “Compulsory Stops”, by including the following intersections, be approved:

 

-         South Town Centre Boulevard & Clegg Road

-         Clegg Road & Courtyard Lane;

 

And that the attached by-law to amend Schedule “F” (50 km/h) of Speed Limit By-law 105-71, be amended to include Courtyard Lane in its entirety, be approved;

 

And that the attached by-law to amend Schedule “E” of Parking By-law 2005-188, pertaining to “No Stopping Zones”, by including the following streets, be approved:

 

-         Both sides of Courtyard Lane

-         North side of Clegg Road, from South Town Centre Boulevard to Warden Avenue

-         South side of Clegg Road, from South Town Centre Boulevard to Warden Avenue except for the parking bays.

 

And that the attached by-law to amend Schedule “L” of Parking By-law 2005-188, by including a parking bay on the south side of Clegg Road, from a point 130 metres west of Warden Avenue to Courtyard Lane be approved;

 

And that the Parking Control Department be directed to enforce the parking control by-laws upon installation of the signs;

 

And that the Region of York be requested to update their by-laws to include compulsory stops to be located at Hwy 7 at Courtyard Lane and the signals at Warden Avenue at Clegg Road;

 

And that staff be authorized and directed to do all things necessary to give effect to this resolution.

FINANCIAL CONSIDERATIONS:

With the exception of the parking signage, all regulatory signs have been installed as part of the road construction project.  The cost of labour and materials to implement the parking signs are accounted for in the 2007 Operations Department budget. On-going maintenance costs for all new signs on the subject streets will be included in future Operations Department budgets.

PURPOSE:

This report recommends the approval of several regulatory traffic by-laws on Courtyard Lane and Clegg Road, east of South Town Centre Boulevard.  These approvals are necessary to enforce the regulatory signs on the subject roadways.  Hence, this report is required to obtain council approval to amend Traffic By-law 106-71, Speed Limit By-law 105-71 and Parking By-law 2005-188.

 

BACKGROUND:

As of August 28, 2007, Clegg Road has been extended to the east of South Town Centre Boulevard, providing access to Warden Avenue.  Clegg Road is a collector road which connects Rodick Road to Warden Avenue. Courtyard Lane is a local road, connecting Highway #7 to the new extension of Clegg Road.  Both roads were constructed as part of the Liberty Development at Highway 7 & South Town Centre Boulevard.

 

DISCUSSION:

As part of the design and construction of these two roadways, a traffic signage plan was developed by the project consultant to maintain safe and efficient traffic operations.  Included in the sign plan were several regulatory signs, namely stop control, speed limit, and parking control signage.  Because these signs are regulatory, they require by-laws to be enforceable.  Therefore, Council approval is necessary for the applicable by-laws to be amended.

 

The Region of York will also have to update their by-laws to include the signal at Warden Avenue at Clegg Road and the compulsory stop at Hwy 7 on Courtyard lane.
