RECOMMENDATION:
THAT the staff report entitled “Kennedy Road Feedermain PD4 to PD6,
Class Environmental Assessment” be received;
AND THAT the preferred alternative
alignment for the construction of the Kennedy Road
feedermain as set out in the Class Environmental Assessment prepared by the
City of Toronto and Region of York,
be endorsed subject to the following conditions:

The City of Toronto
and Region of York enter into suitable Agreements with the Town for the
acquisition of easements over Town properties.
·
The design of the watermain be subject to the
review and approval of the Town of Markham
as it relates to the impact of construction on municipal services.
·
The City of Toronto
and Region of York prepare a detailed traffic management plan for the project
and that this Traffic Management Plan be subject to the review and approval of
the Town of Markham as it relates
to the impact of construction on the local road network.
·
The City of Toronto
and Region of York prepare a Public
Communication Plan relating to traffic, noise and other potential construction
impacts of the project and that this Plan be subject to the review and approval
of the Town of Markham;
AND THAT the Mayor and Clerk be authorized to enter into Agreements
with the City of Toronto and York Region as required with respect to the
conveyance of easements and other items relating to the implementation of the
project, in a form satisfactory to the CAO, the Town Solicitor and the
Commissioner of Fire and Community Services;
AND THAT Staff be authorized and directed to do all things
necessary to give effect to this resolution;
AND THAT Debbie
Korolnek,
General Manager, Water and Wastewater of the Region of York and Michael
D’Andrea, Director of Water Infrastructure Management of the City of Toronto
be advised of this decision.
PURPOSE:
The purpose of this report is to
seek Council’s endorsement of the preferred watermain alignment proposed by the
City of Toronto and York Region in
the Kennedy Road Class Environmental Assessment.
BACKGROUND:
The Toronto/York
Joint Optimization Study(JOS) completed by the City of Toronto
and the Region of York in March 2006 identified water system requirements to
supply future growth in both Toronto
and York Region. The program recommended by the JOS included expansion of the
water treatment plant and pumping station in Toronto, the expansion of the
Milliken Mills reservoir in Markham and the construction of a new large
diameter watermain (1200mm and 1500mm diameter) to connect the City of Toronto
pumping station located south of Steeles Avenue to the Milliken Mills reservoir
and the Region of York’s trunk watermain on Major Mackenzie Drive. Subsequent
to the completion of the JOS, the City of Toronto
and York Region undertook a Class Environmental Assessment to identify the
preferred route for the new watermain.
The proposed watermain will provide increased water supply to Markham
Pressure District #6 in order to meet short and long term growth demands in
this area.
DISCUSSION
Recommended Alternative
The recommended alignment follows
the existing Kennedy Road
right-of-way with a connection to the Milliken Mills reservoir through a
proposed easement located between the Milliken
Mills High School
and the Community Centre. The proposed watermain will require a crossing of the
Rouge River
and 2 piped tributaries together with crossings of Highway 407 and three
railways. The exact location of the watermain within the right-of-way will be
determined during the detailed design phase of the project expected to commence
in 2008.
Easements from the Town of Markham Required
The connection to the Milliken Mills
reservoir is proposed to be installed across Town owned land within an existing
easement. This easement was previously
identified in the report to Council entitled “Milliken Reservoir and Pumping
Station Expansion Class Environmental Assessment” presented on June 19, 2007. Attachment A shows the easement related to
this specific EA.
The existing easement agreement
permits only the maintenance of the existing watermain and therefore a new
easement agreement will have to be negotiated with Toronto
and York Region.
Staff are requesting that the
Mayor and Clerk be authorized to execute this easement agreement subject to the
approval of the CAO, Town Solicitor, and Commissioner, Community and Fire
Services.
Potential Impacts
Dewatering
Two potential areas along the
proposed route which may require dewatering have been identified in the EA, at
the Rouge River
crossing south of 16th Avenue. Additional hydrogeological and geotechnical
investigations will be carried out in these areas during the design stage of
this project to determine any potential impacts.
Impacts to Town Services
The Town has a number of local
services (sanitary and storm sewers, watermains) along the route of the
proposed watermain that may be impacted during construction. The location and
extent of these impacts will be identified during the detailed design phase of
the project. The Engineering and Asset
Management staff will be involved in the review and approval of the detailed
designs to ensure that the Town’s infrastructure is adequately protected.
Traffic Impacts
The construction of the watermain
will have impacts to traffic along Kennedy Road
and adjoining streets from Steeles Avenue
to Major Mackenzie Drive. It is anticipated that construction will
occupy at least one lane of traffic for the majority of the two year
construction timeframe for the project and that temporary closures of local
streets, driveways and entrances will be required as construction
proceeds. Engineering
staff has requested and the City and Region have agreed that the Town will be
involved in the review and approval of traffic management plans for the
project.
Public Consultation
The Environmental Assessment for
the Kennedy Road Feedermain has followed the public and stakeholder
consultation process requirements for Schedule ‘B’ projects as set out in the
Municipal Class EA. This consultation process involved the publishing of a
Notice of Project Commencement, two public open houses, meetings with various
stakeholder groups and reviewing agencies and the publishing of a Notice of
Study Completion. Comments received during this consultation process have been
incorporated into the final EA document.
Construction Schedule
Currently construction on the Kennedy
Road feedermain is scheduled to start in 2010/2011
during the later phases of the Milliken Mills Reservoir expansion project.
FINANCIAL
CONSIDERATIONS AND TEMPLATE: (external link)
The construction of the watermain
is to be funded entirely by the City of Toronto
and Region of York. The Town may incur costs for the relocation or replacement
of Town services however, these costs, if any, can only be determined during
the detailed design phase of the project. Staff will report back to Council if
any Town costs require authorization by Council.
ENVIRONMENTAL CONSIDERATIONS:
The alignment of the new
feedermain was selected through an Environmental Assessment process to minimize
the potential impacts to the environment.
