PURPOSE:
As required by the Municipal Act, this report sets out the remuneration and expenses paid to Councillors and appointees to local boards and other bodies.
BACKGROUND:
The Municipal Act requires the Treasurer to report to Council on remuneration and expenses paid to Councillors and appointees to local boards and other bodies. The relevant Section 284 (1) reads as follows:
- The Treasurer of a municipality shall in each year on or before March 31 provide to the Council of the municipality an itemized statement of remuneration and expenses paid to each member of Council in respect of his or her services as a member of Council or as an officer of the municipal corporation in the preceding year and to each person mentioned in sub section 284 (1) in respect of his services as a member of the local board or other body in the preceding year.
- A statement submitted under sub section 284 (1) shall also indicate the by-law and the statutory provision under the authority of which the remuneration or expenses were paid.
These expenses have been made in accordance with By-law 77-93 as amended by By-law 2002-273.
The Municipal Finance Officer’s Association (MFOA) has been given a mandate to develop guidelines to be considered by municipalities governing the appropriate reimbursement to elected officials for reasonable expenses incurred in carrying out their duties of their office.
Staff will bring forward a report outlining the details once the guidelines are finalized and released by MFOA.
