RECOMMENDATION:

THAT the report entitled “025-R-06 Recruitment Advertising Services” be received;

 

AND THAT Request For Proposal 025-R-06 Recruitment Advertising Services be awarded to the highest ranked and second lowest priced proponent, Tamm Communications in the estimated amount of $420,000.00, inclusive of PST and exclusive of GST for a term of three years;

 

AND THAT the 2007 costs, estimated at $140,000.00 be charged to the Operating Account 200 201 5820 Recruitment Advertisement, subject to council approval of the 2007 operating budget;

 

AND THAT the following 2008-2009 estimated costs be provided for within the respective years budget submission for the Human Resources Department;

AND THAT Staff be authorized and directed to do all things necessary to give effect to this resolution;

The total budget pending in account 200 201 5820 is $ 255,340.00. The estimated cost for recruitment advertising services in 2007 is $140,000.00. This amount typically is allocated amongst approximately 15 print media ads, 50 ads with professional associations, and 20 Workopolis ads.  The remaining budget of approximately $115,340.00 will be used towards a variety of other types of recruitment activities that do not require the services of an advertising agency such as university career centres, career fairs, search firms, temporary agencies and so on.

PURPOSE:


The purpose of this report is to seek Council approval to award Request For Proposal (RFP) 025-R-06 Recruitment Advertising Services to the highest ranked and second lowest priced proponent for the Town’s recruitment advertising services.

 


 

BACKGROUND:


The (RFP) was issued for the services of a recruitment advertising agency for the Client Services Division of the Human Resources Department of the Corporation of the Town of Markham. 

 

The scope of work includes copy writing services (editing and/or creating job ads); design ads; preparing material for typesetting, camera ready artwork; research and secure media space, including multi-cultural, which reflects needs of the vacant position; provide advice with respect to multicultural advertising sources; provide strategic advice with respect to recruitment and advertising trends, recruitment technology, and cost containment and develop branding and promotional materials if, and, as needed.

OPTIONS/ DISCUSSION:


 

The proposals were evaluated by an evaluation team comprising of 4 staff members from Human Resources Department with Purchasing staff acting as the facilitator.

 

The proposals were evaluated based on pre-established evaluation criteria as listed in the RFP:  20% past experience of consulting firm; 20% qualifications of the lead consultant and project team; 30% project delivery and 30% price totaling 100%.  The proposed prices are listed in the following table:
