SUBJECT:                          Award of Tender 231-T-06 Reesor Road Bridge Replacement Over Little Rouge River

RECOMMENDATION:

THAT the report entitled “Award of Tender 231-T-06 Reesor Road Bridge Replacement Over Little Rouge River” be received;

 

AND THAT Tender 231-T-06 Replacement of Reesor Road Bridge Over Little Rouge River be awarded to the lowest priced bidder, Dufferin Construction Company in the amount of $2,298,156.00, exclusive of GST;

 

AND THAT a contingency in the amount of $114,908.00, exclusive of GST,  be established to cover any additional construction costs and that the Director of Asset Management be authorized to approve expenditure of this contingency amount up to the specified limit and to provide a monthly statement of these expenditures to the Town Treasurer;

 

AND THAT the award be funded from the 2007 Capital Works Department Capital Project 058-6150-7454-005 Bridges and Culverts Improvement Project in the amount of $2,413,064.00;

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

The 2007 Capital Works project #7454 – Bridges and Culverts Improvement Project included a budget of $2,428,200.00 for the Reesor Road Bridge Replacement.  This award is within the allotted budget for this project

PURPOSE:

The purpose of this report is to award the contract for the replacement of the bridge on Reesor Road over the Little Rouge River.

 

BACKGROUND:

The Town is proposing to replace the bridge on Reesor Road over the Little Rouge River (Attachment A).  The bridge, which was built in 1925, is generally in satisfactory condition.  However, it must be replaced because:

  • The existing bridge width of six metres cannot accommodate two-way traffic properly.
  • The geometry of the road adjacent to the bridge needs to be improved to meet the proper design speed of the road.
  • The existing bridge would be submerged under a Regional storm event.

 

On June 19, 2006, Council approved recommendations for the report entitled “Reesor Road Bridge Replacement – Between 16th Avenue and Major Mackenzie Drive – Project Update”.  The report explained that the construction of the bridge replacement had been tendered by the Town in May, 2006 and that only two bids had been received. The prices of the two bids were $1,999,537.00 and $2,515,210.00 exclusive of GST and contingency.

 

The Town’s 2006 Capital Budget for the construction portion of this project was $1,550,000.00, which was based on a cost estimate prepared by Chisholm, Fleming and Associates who are the Town’s consulting engineers for the project. Based on the lowest price of the two bids there was a budget shortfall of $449,537.00.   Accordingly, the report recommended that the project be deferred to 2007 and retendered in 2007 with the award contingent on the approval of the 2007 Capital Budget.

 

OPTIONS/ DISCUSSION:

The lowest bid received, excluding contingencies, when the project was retendered was $2,298,156.00. The 2007 budget for Capital Works project #7454 - Bridges and Culverts Improvement Project has been revised to include $2,428,200.00 for all construction costs associated with the Reesor Road Bridge Replacement. The consulting engineers, Chisholm, Fleming and Associates, believe that the higher than anticipated prices are attributable to current market conditions with respect to the bridge construction industry and the supply of the necessary construction materials.

 

It is the opinion of staff that a very competitive tendering process has been carried out, based on the number of bids received and the variance in pricing of the top six submissions.

 

The tender documents issued by the Town stipulated a construction period of June 4, 2007 to October 26, 2007.  The documents also stipulated that all work within the Little Rouge River must be completed between June 1, 2007 and September 15, 2007 as per the requirements of the Ministry of Natural Resources and the Toronto and Region Conservation Authority.

ENVIRONMENTAL CONSIDERATIONS:

The proposed bridge replacement would increase the level of safety for vehicle and pedestrian traffic.

 

ACCESSIBILITY CONSIDERATIONS:

The existing bridge does not have any pedestrian sidewalks. The proposed bridge would have a sidewalk on each side, which would greatly improve accessibility.

 

ENGAGE 21ST CONSIDERATIONS:

The proposed bridge replacement supports the corporate goal related to infrastructure management, which is “to build, renew and strategically manage the Town’s infrastructure to meet the demands and expectations of a growing community”.
