RECOMMENDATION:

That the report entitled “Proposed Licence with the City of Toronto for Town Water Metering Chamber - Milliken Mills Reservoir” be received;

 

That Council authorize the Mayor and Clerk to execute a 10 year Licence Agreement with the City of Toronto for the purpose of installing a chamber and an external mounted water meter on  lands located within the Milliken Mills Reservoir property, said Licence to be in a form and content satisfactory to the Chief Administration Officer and the Town Solicitor.

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

FINANCIAL CONSIDERATIONS:

The proposed Licence Fee is $500 per annum plus G.S.T.  The estimated cost of the proposed construction work is $ 50,000.00.  Funds are available in account 53 6150 6781 005.

 

 

PURPOSE:

The purpose of this report is to request Council’s permission to enter into a 10 year Licence Agreement with the City of Toronto for the purpose of installing a subsurface water metering chamber and above ground cabinet on City of Toronto lands situated within the north-east section of the Milliken Mills Reservoir. 

 

BACKGROUND:

The Town’s Waterworks Department is implementing a management area project to investigate the advantages/disadvantages of District Management Areas within a water distribution system.  Town Pressure District 5 has been identified as the preferred location for this project as it has an existing 400mm water main connected to the Milliken Pumping Station, which feeds both a 400mm Town main and elevated Regional Trunk running along the south side of 14th Avenue. 

 

OPTIONS/ DISCUSSION:

In order to measure the total water volume supplied to Pressure District 5, the output flow of the pumping station needs to be measured in addition to the in/out flow of the Region’s elevated tank.  The most effective means to achieve these measurements is to install a metering chamber around the 400mm output main of the Milliken pumping station.  The proposed chamber is to be constructed on small 5m x 5m parcel owned by the City of Toronto.  See Attachment No.1 indicating location of the proposed installation, including the underground power cable & communication cable from the instrument cabinet to a hydro pole on 14th Ave, and driveway access.

  

The City of Toronto has agreed to a 10 year Licence to permit the Town to construct and operate a metering chamber on its lands.   While a permanent easement is preferable from the Town’s perspective, a 10 year Licence is considered adequate for the proposed works.  The equipment will consist of an above ground instrument panel, subsurface chamber and conduit.  The estimated cost of the proposed work is $50,000.00

 

The Town will be responsible for supplying a reference plan outlining the subject lands at a cost of approximately $2,000.00.  The proposed annual Licence Fee is $500.00 plus G.S.T.  This fee is considered more or less a nominal sum and far below market value.

 

Staff anticipate that this licence will be converted to a permanent easement as part of ongoing negotiations with the City with respect to various easements both parties require for the expansion of Milliken Reservoir and Pumping Station.
