RECOMMENDATION:

That the report entitled “2007-2008 Ice Allocation Report” be received;

 

And that Council approve the revised Ice Allocation Policy (Appendix A - note changes have been highlighted);

 

And that Council approve the Ice Allocation Schedule (Appendix B) for the 2007-2008 ice season;

 

And that Council receive the Special Events List (Appendix C) for the 2007-2008 ice season;

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

 

EXECUTIVE SUMMARY:

Every organization has been allocated its full entitlement of prime ice time for the upcoming ice season.  The only exceptions are those organizations that chose not to take their full allocation.  Allocation of ice has been made in the community that each organization serves. The Special Events Listing has been confirmed for the upcoming ice season.

PURPOSE:

The purpose of this report is to revise the Ice Allocation Policy, establish the ice allocation for the 2007-2008 ice season, and to further revise the Special Events listing for the upcoming season.

 

 

BACKGROUND:

There are a total of 670 prime time hours to allocate to the organizations in the 2007-2008-ice season.  A request for 2007-2008 ice requirements was sent to each organization on February 12, 2007, requesting their regular season start and end dates, tournament and special event dates and their final registration lists.  Town Staff held a meeting with all user groups on April 12, 2007 to review the Ice Allocation process.  Staff then met individually with each organization to confirm their prime time ice requirements and to verify registration lists.  Based on registration information, calculations were completed to determine total hours using the Ice Allocation Formulas (Appendix E).  In some cases, groups required additional ice to meet their full requirements.  These groups were given the opportunity to purchase additional ice time above and beyond their allocation entitlement, at the Resident Rate of $179.00 (GST extra) per hour.

 

Also based on this information, charts outlining the allocation of prime time ice, entitlement and allocation totals were prepared (Appendix E).  This exercise confirmed that 100% allocation was achieved. 

 

It should be noted that all prime time Monday to Friday, 4:00 p.m. to 11:00 p.m., and Saturdays and Sundays from 7:00 a.m. to 9:00 p.m. will be 100% booked for the 2007/2008 season.  By changing the 11:00 p.m. to 12:00 midnight hour from prime to non prime we hope to increase rental activity.

 

Public Skate sessions were reviewed and confirmed with a total of 36 hours per week.  The Learn to Skate recreation program also remains the same as the previous year with a total of 34 prime hours allocated to the program. 

 

The revisions to the Ice Allocation Policy (highlighted areas) include changing the 11:00pm to 12:00am ice time from Prime Ice to Non-Prime Ice, setting the ratio of students to adult supervision for schools using ice time, mandatory use of helmets for all hockey related activities and several “housekeeping” issues of a clerical nature, all of which have been agreed to by the User Groups.  Refer to Appendix A for the highlighted areas being amended.

 

Based on information provided by the organizations, the Special Events Listing (Appendix C) has been confirmed for the 2007-2008 ice season.
