SUBJECT:                          Award of Tender #042-T-08 John Street Bridge Superstructure Replacement over East Don River (B02)

RECOMMENDATION:

THAT the report entitled “Award of Tender #042-T-08 John Street Bridge Superstructure Replacement over East Don River (B02)” be received;

 

AND THAT the contract for #042-T-08 John Street Bridge Superstructure Replacement be awarded to the lowest priced supplier, Marbridge Construction Ltd, in the amount of $652,510.00, exclusive of contingency and GST;

 

AND THAT a contingency amount of $70, 751.00, exclusive of GST be established to cover any additional construction and consultant costs and that the Director of Asset Management be authorized to approve expenditure of this contingency amount up to the specified limit in accordance with the Expenditure Control Policy;

 

AND THAT  the contract with Totten Sims Hubicki  be extended in accordance with Purchasing By-Law 143-2000, Section 14 (1) (c) which states “…the extension of an existing contract would prove more cost-effective or beneficial”.  The extended contract will provide site supervision and contract administration services for the project at an upset limit of $55,000, exclusive of GST;

 

AND THAT the award be funded from the available budget of $ 884,354.00 in 2008 Capital Budget account 058-6150-8289-005, John Street Bridge Superstructure Replacement.

 

AND THAT $58,100 of the remaining balance $106,093.70 in account 058-6150-8289-005 be used for other project related activities as identified under financial considerations. The anticipated savings of $47,993.70 will be returned to the original funding source;

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to obtain the Council approval to award contract # 042-T-08 John Street Bridge Superstructure Replacement

 

 

 

 

BACKGROUND:

The John Street Bridge was constructed in 1971, approximately 0.5 km west of Bayview Avenue over the East Don River.  The bridge consists of a 12m single span, concrete deck and a concrete substructure. Based on the detailed bridge condition survey, the replacement of the bridge deck was recommended.  The Town obtained the TRCA’s approval on August 31, 2007 and Navigable Waters Protection approval on December 27, 2007. 

 

OPTIONS/ DISCUSSION:

 

On April 7, 2008 Town staff conducting routine bridge inspection and pothole repair discovered severe winter damage that has made the bridge unsafe.  John Street was closed between Bayview Avenue and Henderson Avenue on April 7, 2008 for emergency repairs assessment of the bridge.  Traffic has been diverted to Steeles Avenue, Proctor Avenue, Royal Orchard Boulevard and Langstaff Road.

 

Based on the inspection conducted by a professional structural engineer on April 9th, it was identified that extensive repair work will be required to make the bridge safe to be re-opened to traffic. In consideration of the planned replacement of the deck (originally scheduled to commence in June), staff recommends that the road remain closed and proceed immediately with the planned construction.  Due to the condition of the bridge and the immediate need for the replacement of the superstructure, staff is requesting for Council to award the tender.  

 

Marbridge Construction Ltd. submitted the lowest priced acceptable bid and was therefore recommended for the award.  Marbridge Construction Ltd. has successfully completed various similar contracts in the past and staff have verified reference checks to ensure that they will provide satisfactory service that meets, if not exceeds the Town’s expectations.

 

Retaining of Consultant

Since Totten Sims Hubicki  (TSH) conducted the Environmental Assessment and the Detail Design for this project, it is recommended that the firm be retained to provide the site supervision and contract administration services in accordance with Purchasing By-Law 143-2000, Section 14 (1) (c) which states “…the extension of an existing contract would prove more cost-effective or beneficial”.

TSH posses’ significant knowledge of the bridge and it is important to ensure continuity from the design phase to the construction phase. TSH has provided a proposal for the contract administration based on 10 weeks of construction period and includes geotechnical consultant’s fee to carry out material testing.  TSH has provided quality service to the Town in past bridge projects ad their estimate is comparable to industry rates for such services.

The remaining budget available of $ 106,093.70 for account 058-6150-8289-005, John Street Bridge Superstructure Replacement will be used as follows:

 

·        Bird nest removal prior to construction (Estimated $9,600.00);

·        Traffic signage installation and rental from the day of closure to the end of construction (Estimated $35,000.00);

·        Emergency bridge inspection conducted on April 9, 2008 ($3,500);

·        Town administrative costs such as reproduction of drawings, tree pruning and Landscaping etc. (Estimated $10,000.00), and

·        Anticipated remaining balance of $47,993.70 will be returned to the original funding source.

 

ENVIRONMENTAL CONSIDERATIONS:

Under the Migratory Birds Convention Act, the birds nests under/on the bridge will be removed prior to start of construction.  Consultant have obtained a qualified person and are currently completing the removal prior to May 1, 2008.

 

To insure that the existing watercourse is not disturbed during the demolition work, the contractor will install a Debris Collector System (as per TRCA requirements and Ontario Regulation 166/06) to prevent any material to fall into the river.

 

ACCESSIBILITY CONSIDERATIONS:

The existing bridge consists of 2 traffic lanes and sidewalk on the south side. The proposed bridge will have sidewalk on both sides which will improve accessibility across the bridge.
