SUBJECT:                          Clegg Road Proposed Parking Prohibition

RECOMMENDATION:

That the report entitled “Clegg Road Proposed Parking Prohibition” dated February 19, 2008, be received;

 

And that Schedule ‘C’ of Traffic By-law 2005-188, pertaining to “No Parking” be amended by including the south side of Clegg Road, from Rodick Road to a point 220 meters east thereof;

 

And that the attached by-law be approved;

 

And that the Operations Department be directed to install the appropriate signs at the subject location, funded through the 2008 Engineering budget, account #8402;

 

And that the Parking Control Department be directed to enforce the stopping prohibition upon installation of the signs;

 

And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report recommends a parking prohibition on Clegg Road, between Rodick Road and a point 220 metres east thereof.

 

BACKGROUND:

The By-law Enforcement Department received a request from the Facility Manager at Hydro One to implement a parking prohibition on the south side of Clegg Road to address safety concerns in front of their property.  After consulting with Hydro One, By-law Enforcement staff requested Engineering staff to investigate their concerns.

 

Clegg Road is an industrial two-lane minor collector road with an average daily traffic volume of approximately 4000 vehicles and a regulatory speed limit of 50 km/h.  The travelled portion of Clegg Road is approximately 14 metres wide, which is sufficient to accommodate on-street parking on both sides, while maintaining two-way traffic flow.  At the west end of Clegg Road, there are two horizontal curves with multiple accesses to the Hydro One property.

 


DISCUSSION:

In response to the concerns expressed by Hydro One, Engineering staff undertook a site investigation to confirm the safety concerns.  Observations have concluded that the curvature of the road, coupled with parked vehicles on the south side of Clegg Road, are creating visibility problems for motorists entering and exiting the Hydro One accesses.  On the north side of Clegg Road opposite the Hydro One property, there is no on-street parking activity.

 

Therefore, Engineering staff are recommending a parking prohibition on the south side of Clegg Road, fronting the Hydro One property, to improve motorist’s visibility while entering and exiting the subject accesses (see Attachment A).  Any displaced parking activity can be accommodated elsewhere on Clegg Road.

 

Notification of the proposed parking prohibition was provided to the Facility Manager at Hydro One on December 7, 2007.

 

FINANCIAL CONSIDERATIONS:

The cost of materials to install the signs is included for in the 2008 Engineering budget, account #8402. On-going maintenance costs for this installation will be included in future Operations Department budgets.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

The Operations Department has reviewed this report and their comments have been incorporated.
