RECOMMENDATION:
That the report dated May 20,
2008, entitled “Preliminary Report, Estee Lauder
Cosmetics, 80 Alden Road, Official Plan and Zoning By-law Amendment
applications to permit a parking lot within the Hydro Corridor, (OP 08 112499
& ZA 08 112500)”, be received;
And that staff be authorized to
schedule a Public Meeting to consider the Official Plan and Zoning By-law
Amendment applications;
And that Staff be authorized and
directed to do all things necessary to give effect to this resolution.

Subject lands and area context
The portion
of the Hydro Corridor lands which is the subject of these applications is municipally
known as 80 Alden Road (the “subject lands”) and is bounded by the CN Rail line
to the north, Alden Road to the south and the Estee
Lauder Cosmetics building at 100 Alden Road to the immediate east. Industrial buildings surround the lands
(Figure 3).
Proposal for a parking lot within the Hydro Corridor
Estee Lauder Cosmetics conducts their warehousing and storage
operations at 100 Alden Road which abuts
the subject lands to the east. Currently there are 173 parking spaces at 100 Alden
Road. Estee
Lauder Cosmetics is proposing to expand their parking lot and add 86 parking
spaces within the abutting Hydro Corridor lands. Estee
Lauder Cosmetics employs 250 people working three overlapping shifts which run
24 hours, 6 days a week. The proposed parking lot will have a depth of approximately
101 metres (331 feet) extending from the CN Rail Line,
and a width of approximately 31 metres (101 feet)
(Figure 4). The proposed parking area will be used solely by employees of Estee Lauder Cosmetics at 100 Alden
Road.
Official Plan
80 Alden Road is
designated Transportation and Utilities
in the Town’s Official Plan. The principal use of land shall be for major
transportation and utility corridors and facilities including highways,
railways, hydro electric transmission, gas and oil pipelines, telephone and
other cabled services and airports. Those lands used for electric power
transmission facilities, such as the subject lands, may also be used for “other
uses satisfactory to Ontario Hydro and compatible with adjacent land uses,
subject to approval of an amendment to this plan.” The proposed parking area is
compatible with the adjacent industrial land uses and abutting CN Rail line. An
amendment to the Official Plan is required to add a parking area as a site-specific
permitted use. The Transportation and
Utilities designation will remain.
Zoning
80 Alden Road and the
surrounding area is zoned Select
Industrial with Controlled Storage – M(CS) in
By-law 108-81, as amended (Figure 2). The By-law permits a parking area to be
located only on the same lot which it is intended to serve. A By-law amendment
is required to permit a parking lot as a stand alone use on the Hydro Corridor
lands which will serve the abutting property. The additional parking is surplus
and not required parking under the by-law.
