SUBJECT:                          Glenbourne Park Drive Temporary Parking Prohibition and Speed Limit Amendment

RECOMMENDATION:

That the report entitled “Glenbourne Park Drive Temporary Parking Prohibition and Speed Limit Amendment” dated May 20, 2008, be received;

 

And that Schedule ‘C’ of Traffic By-law 2005-188 be amended to prohibit parking on both sides of Glenbourne Park Drive, between Major Mackenzie Drive and Scandia Court, as outlined in this report;

 

And that Schedule ‘F’ of Speed By-law 105-71, defining a maximum speed of 50 kilometres per hour, be amended as outlined in this report;

 

And that Schedule ‘A’ of Speed By-law 105-71, defining a maximum speed of 40 kilometres per hour, be amended as outlined in this report;

 

And that on-going maintenance costs for these signs be included in future Operations Department budgets;

 

And that the Parking Control Department be directed to enforce the parking prohibition upon installation of the signs;

 

And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report recommends a temporary parking prohibition on both sides of Glenbourne Park Drive, from Major Mackenzie Drive to Scandia Court.  This report also recommends that the posted speed limit be changed from 50 km/h to 40 km/h.

 

BACKGROUND:

Need to address parking concerns on Glenbourne Park Drive

Glenbourne Park Drive provides access to the East Cachet community from Warden Avenue and Major Mackenzie Drive (see Attachment ‘A’).  It is a 7.5 metre wide road with an average of 581 vehicles per day and an operating speed of 62 km/h.  The road has a rural cross-section, with open ditches, no sidewalks, and has a posted speed limit of 50 km/h.

 


The Engineering Department received comments from area residents that motorists are parking on both sides of Glenbourne Park Drive to access the Angus Glen West Village development and are consequently restricting two-way traffic flow.

 

Angus Glen West Village

The Angus Glen West development is located at the southeast corner of Major Mackenzie Drive and Glenbourne Park Drive.  Associated with this development is the construction of 13 residential units on the east side of Glenbourne Park Drive, north of Scandia Court.  Construction of these units is expected to commence within the next 12 months, generating additional on-street parking from tradespersons working on the properties.  

 

DISCUSSION:

In response to the parking concerns on Glenbourne Park Drive, the Engineering Department conducted on-site observations to confirm the problem. Observations conducted during the morning and afternoon weekday periods confirmed that trades people and new home buyers are parking their vehicles on Glenbourne Park Drive to access the development.  This will be further compounded when Angus Glen starts housing construction on their 13 lots fronting on to Glenbourne Park Drive.

 

Under these conditions, a temporary parking prohibition is recommended on both sides of Glenbourne Park Drive, between Major Mackenzie Drive and Scandia Court.  This type of parking prohibition is recommended given the operating hours of the housing industry where trades people and other visitors to the site could access the development anytime throughout the week.

 

Impacts to Local Residents

The temporary parking prohibition will also restrict the Glenbourne Park Drive residents from parking on the street. For this reason, a notice letter discussing the parking prohibition has been distributed to the Glenbourne Park Drive residents (see attachment ‘B’).  Similar to other areas in the Town where parking prohibitions exist, the Glenbourne Park Drive residents will be granted exemptions for special events.  Residents can call the Parking Control Department to receive an exemption.  Ward 6 Councillor Dan Horchik and staff will provide an update at Committee regarding residents’ responses.

 

Future Parking Prohibition Review

Given that the parking demand is largely created by the Angus Glen Village West development, the Engineering Department will continue to monitor Glenbourne Park Drive and recommend revisions as required.

 


Posted Speed Limit Change

As mentioned earlier in this report, the posted speed limit on Glenbourne Park Drive is 50 km/h while the operating speed is 62 km/h.  This road is similar to other types of roads in the area, namely Cachet Parkway, which has a posted speed of 40 km/h.  Given the residential frontage, rural cross-section and lack of sidewalks, it is recommended that the speed limit on Glenbourne Park Drive be reduced from 50 km/h to 40 km/h.

 

FINANCIAL CONSIDERATIONS:

The cost of materials to install the signs is accounted for in the 2008 Engineering budget, account #8402. On-going maintenance costs for this installation will be included in future Operations Department budgets.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

The Operations and By-law Enforcement Departments have reviewed this report and their comments have been incorporated.
