The Committee had before it:
Mr. Biju Karumanchery, Planning
Department’s Development Manager for the East District, reviewed and explained
the options outlined in the staff report, Box Grove Community Fund
Distribution, dated
Mr. Steve Andrews, Director Asset Management, advised the Committee that they have had extensive meetings with the Box Grove Community discussing schemes to service all the homes in Box Grove at the least cost to the residents. The Community’s request was to keep the cost below $30,000 per household. He advised this can be achieved through a system that involves grinder pump technology. Mr. Andrews also advised if the Box Grove Community Fund could be put towards sanitary service it would further reduce the cost per household by approximately $4,000.
Mr. Tom Farrar, Chair, Box Grove Community Association, addressed the Committee on behalf of the residents of the Box Grove area with respect the distribution of the Box Grove Community Fund. He made a presentation, including a review of the submitted letter, recommending that the Box Grove Community Funds be applied directly towards the cost for providing sanitary sewer services to the Box Grove Hamlet and towards providing a reimbursement to the properties on 9th Line, north of 14th Avenue, for their out of pocket expenditure for water connection.
The Committee discussed the pros and cons of using the
Funds for street lighting and for providing sanitary sewer connection. The Committee enquired if the Funds are used
for sanitary sewer connection and in the future the Community would like to
have street lights how would it be funded?
Staff advised that this would be considered a retrofit project and
typically it is dealt with as a local improvement project that involves polling
of the residents with a two-thirds majority required process. The Committee advised that they are in
agreement with the water rebate for the residents on 9th Line north
of

That approximately $44,000 from the Box Grove Community
Fund (Capital Budget account 80 6900 6805 005 in the amount of 401,858), be
applied towards reimbursing the property owners on 9th Line, north

That the balance of the Funds be applied towards providing sanitary sewer system in the Box Grove Hamlet with the balance of the overall cost being paid through a local improvement charge on their taxes with an amortization period of 20 years subject to the community supporting the full servicing project with a minimum of 2/3 majority of all benefiting properties; and further,
That the sanitary servicing proposal be presented to the residents of Box Grove Hamlet.
