SUBJECT:                          Street, Park and Storm Pond Naming and Addressing Protocol

RECOMMENDATION:

That the report titled “Street, Park and Storm Pond Naming and Addressing Protocol” dated May 20, 2008, be received;

 

That Council authorize the use of the protocol outlined in the staff report for the future naming and addressing of streets, parks and storm ponds in conjunction with the processing of draft plans of subdivision and site plan applications;

 

That the protocol for Street, Park and Storm Pond Names and Addressing attached as Appendix “A” to this report be incorporated into the Town’s Development Application Procedures (D.A.P.) Manual;

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:


The purpose of this report is to respond to issues associated with the identification and addressing of parks and storm pond blocks.  A protocol is in place with Council for the naming of streets created through the processing of draft plans of subdivision.  From an emergency services perspective, however it would be appropriate to also identify and address storm ponds and future public parks as part of the draft plan approval process. 


 

BACKGROUND:


Staff, working with Council, has developed a protocol for the naming of streets within draft plans of subdivision.  This protocol, which was endorsed in 2004, provides the following streamlined process to establish culturally diverse street names:

1. Submission of proposed street names to staff (submissions to come from developers, Councillors, or special requests from Markham residents);

2. Circulation of proposed street names (for acceptance or rejection) to affected Ward Councillor (if applicable), the Region of York and the Fire Department;

 

3. Addition of acceptable street names to the street name reserve list;

4. Presentation of the street name reserve list to Development Services Committee, for approval, on a quarterly basis, with new names highlighted;

5. Director of Planning and Urban Design – assignment of street names from the street name reserve list to a draft plan of subdivision;

6. Assigned names are so noted on the street name reserve list and utilized names are removed upon registration of the plan;

The protocol also recognizes that should the timing of registration of a plan not fit with this process, staff can bring proposed street names directly to Development Services Committee (through a Part A presentation), for approval.  This protocol has been effective in providing for the timely naming of streets in new subdivisions while providing flexibility for dealing with unique or unusual circumstances. 


 

OPTIONS/ DISCUSSION:


Recently, Planning and Urban Design staff have been working with staff of the Community Services Commission and Corporate Communications to establish a protocol for the naming and addressing of parks and storm ponds within new draft plans.  This protocol is important to formally identify and locate these facilities within a street/block context to facilitate potential emergency response or to identify these facilities for maintenance or other purposes. 

 

Staff, in reviewing the street naming protocol in place, feel it should be expanded to include the naming of the parks and storm pond facilities as well.  Accordingly, the existing street naming protocol has been modified to include the naming and addressing of parks and storm ponds.  The expanded process will have the benefit of providing Councillors opportunities for early input into the naming of parks and storm ponds, while at the same time keeping them apprised of the current status/availability of street, park and storm pond names throughout the Town.

 

The proposed protocol (Appendix ‘A’) as summarized below will include the following steps and is intended to be incorporated into the Town’s Development Application Procedures (D.A.P.) Manual:

 

1.      Request street, park and storm pond names

Following draft plan approval or site plan approval, the applicant will be requested to submit proposed street, park and storm pond names, including at least one Markham Veteran name (for plans with a minimum of 5 elements to be named).

 

2.      Review names

The requested names will be reviewed against the Reserve List. 

 

 

3.      Obtain approval for names

(a) Requested street names will be circulated to Fire Department and Region of York and Heritage Markham (if a heritage name is being proposed).

 

(b) Requested park and storm ponds name(s) will be circulated to the Urban Design Section and possibly Heritage Section of the Planning and Urban Design Department.

 

(c) Requested and appropriate street, park and storm pond names will be circulated to Ward Councillor, and to Director of Planning and Urban Design via e-mail for his/her approval. 

 

(d) The Councillor endorsed list of street, park and storm pond names must be formally adopted by Council, prior to the registration of a plan of subdivision or site plan.  The two methods available for Council approval are:

 

·        The Town’s Reserve List is adopted by Council on a quarterly basis and is the usual method of confirming a new street, park and/or storm pond names.

 

·        If there is a time constraint for approval, the proposed names may be approved through a Part A presentation to Development Services Committee.

 

(e) Once Council has adopted the proposed street, park and storm pond names the Director of Planning & Urban Design confirms the names can now be used by the applicant.

 

4.   Civic Addressing

The Geomatics Group of the Planning and Urban Design Department assigns draft civic addressing to draft approved plans of subdivision and produces a map of the registered plan containing the final address assignments.  This map and a tabular list of municipal addresses and legal descriptions are provided to the Finance Department for circulation to the owner, internal departments, outside agencies, businesses, and emergency services.

 

The attached protocol also speaks to the specific criteria associated with the naming of parks and storm ponds as developed by a joint working group of representatives of the Planning and Urban Design Department and Community Services Commission.  This includes giving priority to introducing names for storm ponds which generally reflect the street on which they are located.  Park names should focus on either the street they are located on or the name of the community they are intended to serve, however the park naming process could also reflect the name of an early settler or local veteran.
