SUBJECT:                          YMCA Boulevard “Pay & Display” On-street Parking

RECOMMENDATION:

That the report entitled “YMCA Boulevard “Pay & Display On-street Parking” dated June 24, 2008, be received;

 

And that Schedule “C” of Parking By-law 2005-188, pertaining to “Prohibited Parking”, be approved as outlined in the attached by-law;

 

And that Schedule “L” of Parking By-law 2005-188, pertaining to “Machine Control Areas (Highways)”, be approved as outlined in the attached by-law;

 

And that the Parking Control Department be directed to enforce the parking control by-laws upon installation of the signs;

 

And that the cost associated with the installation of the on-street “Pay and Display” system be drawn from Engineering Capital account – “Paid Parking Program”

# 045-6900-4817-005 to maximum of $2,000;

 

And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report recommends amending Parking By-law 2005-188 to facilitate the implementation of “Pay & Display” on-street parking on YMCA Boulevard.

 

BACKGROUND:

Need for Additional Parking at Markham YMCA

In early 2007, Markham YMCA approached the Town with concerns about their ability to provide sufficient parking for their members.  The YMCA requested the Town to consider providing on-street parking in the vicinity of their facility.  YMCA membership at the facility has exceeded expectations and therefore, their on-site parking supply does not meet the necessary demand during peak hours.

 

To avoid expanding their surface parking lot, Markham YMCA has entered into an agreement with GO Transit to utilize 200 parking stalls at the Unionville GO Station parking lot from 6:30 pm – 10:30 pm, Monday to Friday; and 10:00am – 4:00pm, Saturday and Sunday.

 

Parking Advisory Committee

On Monday November 19, 2007, Town staff proposed to the Parking Advisory Committee a recommendation to implement a “Pay & Display” on-street parking system in the vicinity of the Markham YMCA.  Staff has confirmed that the most appropriate location, with respect to motorist and pedestrian safety, and proximity to the facility entrance, is on the south side of YMCA Boulevard.

 

The proposed on-street parking area would accommodate approximately 17 motor vehicles and would be considered “convenience” parking.  It is anticipated that motorists would be willing to pay a reasonable fee to park in close proximity to the YMCA facility, as opposed to the Unionville GO Station, which is 100 metres further away than the proposed on-street “Pay and Display” parking. 

 

Road Characteristics

YMCA Boulevard is four-lane collector road with bicycle lanes and signed bicycle route.  It extends from Kennedy Road, west to the YMCA facility and the Unionville GO Station. 

 

At the present time the roadway is operating below capacity, particularly between the weekday hours of 9:00am – 4:00pm and 7:00pm – 6:00am; however, as development in Markham Centre continues to expand it is anticipated that traffic volumes will increase.

 

DISCUSSION:

During the development process of this parking proposal for Markham YMCA, existing road conditions were assessed to determine suitable locations for the provision of on-street parking.

 

Road Conditions

Due to the limited sidewalk facilities, as well as the location of fire hydrants, VIVA stops, driveways and intersections, on-street parking would be limited to specific locations (see Attachment ‘A’).  As a result, on-street parking can only be accommodated on the south side of YMCA Boulevard, east of Rivis Road (17 spaces). If over time the traffic volumes on YMCA Boulevard increase it may be necessary to remove the on street Pay and Display parking at a later date.

 

Existing Prohibitions

The parking of motor vehicles on-street is currently prohibited anytime of the day on YMCA Boulevard.  This prohibition was implemented during the construction of YMCA Boulevard with the intent of ensuring the full capacity of the road was made available to accommodate projected traffic volumes, specifically during the weekday peak periods (6:00am – 9:00am; 4:00pm – 7:00pm).

 

With the exception of the hours of 4:00pm – 7:00pm, traffic volumes on YMCA Boulevard are low and the existing four-lane capacity of the roadway is not required for the safe and efficient operation of the roadway.  As a result, the eastbound curb lane may be used to accommodate on-street parking during the designated hours and all day on weekends.

 

 

Recommendation to Provide “Pay & Display” Parking

Given the above-noted factors, it is recommended that Town staff proceed with the implementation of “Pay & Display” parking on the south side of YMCA Boulevard, as outlined below:

  • 6:00am – 4:00pm, and 7:00pm – 11:00pm, Monday to Friday.
  • 6:00am – 8:00pm, Saturday and Sunday.
  • At a cost of $1.00 per hour, with a 3-hour maximum period.

 

With increasing development and traffic in this area there will be a point when parking on the south side of YMCA Blvd will have to be removed.  Staff will monitor the traffic service level and recommend changes to the Parking by-law as required.

 

FINANCIAL CONSIDERATIONS:

The cost associated with the installation of the on-street “Pay and Display” system will be drawn from Engineering Capital account – “Paid Parking Program” #045-6900-4817-005 to maximum of $2,000.
