SUBJECT:                          Construction of Markham Stouffville Hospital Infrastructure

RECOMMENDATION:

THAT the September 16, 2008 report entitled “Construction of Markham Stouffville Hospital Infrastructure”, be received;

 

AND THAT the Mayor and Clerk be authorized to execute construction agreement(s) in a form satisfactory to the Chief Administrative Officer and the Town Solicitor with Markham Stouffville Hospital (MSH), to enable MSH to pre-build civil works (storm sewers, municipal roads, etc.) in advance of the site plan agreement for the hospital expansion;

 

AND THAT Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to obtain Council’s approval to execute construction agreement(s) for the construction of the following infrastructure required for the MSH expansion:

 

1.      A 100 Year storm sewer along the northeast perimeter of the MSH lands to contain the 100 Year major flow from the lands to the north of Church Street, that currently flows overland through MSH, and redirect it to the storm sewer on Bur Oak Avenue; and

2.      Construct a portion of the east-west 22.0m municipal road along the south limit of MSH from Ninth Line to Bur Oak Avenue, identified in the Cornell Secondary Plan, subject to confirmation from the MSH that the requirements of the Municipal Class Environmental Assessment have been satisfied;

 

BACKGROUND:

In June 2008, Council approved in principle the preliminary site plan concept for the MSH. 

 

The MSH has advised they wish to proceed with certain municipal infrastructure in advance of the site plan work and site plan agreement.  While staff support the request, construction agreement(s) will be  required to stipulate the obligations of the MSH and the Town including road dedication, easement, fees, certificate of insurance, and financial security.

 

MSH has retained Cole Engineering to design and project manage the projects, and MSH will fully finance the projects at no cost to the Town.  The infrastructure will be assumed by the Town, subject to the conditions of the construction agreements.

 

100 Year Storm Drainage Sewer

The Town is designing a new community centre in east Markham (EMCCL) for construction by fall of 2010.  In order to construct the EMCCL, the Town is in the process of acquiring lands from MSH for the site.  The land for the EMCCL together with adjoining MSH lands are currently encumbered by a stormwater retention pond and an overland flow route.   Prior to constructing the EMCCL, the existing stormwater retention pond must be removed, and overland flow route must be piped and re-directed to Bur Oak Avenue.  The MSH are responsible for this cost as per the Construction Agreement with the Town of Markham.

 

East-West Municipal Road

A new east-west municipal road of 22.0m ROW (9th Line to Bur Oak Avenue), is part of the road network that provides access to the MSH and frontage for development parcels to the south.  In order to provide access to the south portion of the MSH from 9th Line, a new road access is required.  The proposed east-west municipal road to be constructed in phases will also serve as a link between 9th Line and Bur Oak Avenue, as identified in the Cornell Secondary Plan, as per Attachment ‘A’.

The MSH will be required to acquire the necessary properties, construct the road and dedicate the ROW at no cost to the Town.

 

FINANCIAL TEMPLATE

There are no financial impacts to the Town as the MSH will be solely responsible for all costs.
