            PRELIMINARY DESIGN FOR A

            PROPOSED ADDITION AND RESTORATION PLAN (16.11)

The Heritage Planner gave a presentation on this application, provided drawings of revisions resulting from discussions with the applicant, and reviewed recommendations.

 

Russ Gregory, representing the applicants, and Mr. & Mrs. Marciano were in attendance. Mr. Gregory explained the revisions and advised that they will continue to work with staff on details.

 

In response to questions from the Committee, Mr. Gregory advised that the back part of the building will be removed, that the 1½ storey addition is larger than the original house, and that the material will be board and batten siding. The Committee suggested the roof of the original portion should be higher than the addition so that it stands out, and that the board and batten is not an appropriate siding for a house of this age.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the restoration plan and preliminary design of the addition to 30 Wales be referred to the Architectural Review Sub-Committee for review and comment.

            243(A) MAIN STREET, UNIONVILLE

            POTENTIAL DEMOLITION OF HOUSE

            FOR CHURCH PARKING LOT EXPANSION (16.11)

The Senior Heritage Planner introduced this application, advising that the Baptist Church wishes to remove the former Pastor’s House to expand the parking area. The building is ‘C’ Class and dates from 1954. Staff have asked for tree preservation measures.

 

Mr. Andre Danford, representing the applicant, explained that the house is vacant, and  its removal will provide enough space for approximately 50 parking spaces. The Committee recommended that an accurate parking calculation be obtained based on the Town’s by-law standards.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the potential demolition of the circa 1954 house at 243 Main Street, Unionville.

            LANGSTAFF GATEWAY LAND USE AND

            BUILT FORM MASTER PLAN (16.11)

The Senior Heritage Planner introduced this matter, explaining that the Town of Markham has engaged a consultant group to study future development in the Langstaff community. Heritage Markham will have an opportunity to discuss the study and Master Plan proposal with the consultants at a later stage.

 

Mr. Dave Miller gave a brief presentation on the Langstaff Master Plan initiative, and provided copies of the Existing Conditions Report, dated August 18, 2008. He identified the study area, surrounding uses, and the process phases. A design charette is scheduled for November 6, 2008, and Heritage Markham members were encouraged to attend and  provide comments. Several Heritage buildings have been identified and evaluated, and only two are unoccupied.

 

The Committee questioned the feedback received from some residents on Heritage preservation issues, and Mr. Miller advised that some question the value of the identified buildings. The study will rely on the input of Heritage staff. Staff displayed conceptual restoration drawings of the Munshaw house, one of the Heritage buildings identified.  

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham receives the presentation and information regarding the Langstff Gateway Land Use and Built Form Master Plan.

The Senior Heritage Planner presented this item, explaining that the Town has received renderings of two potential designs for a new bridge on Yonge Street, to serve the proposed subway line. Feedback on preferences is being requested.

 

The Committee considered that the renderings were not to scale, one bridge design seeming higher off the ground than the other, and were misleading. No consensus was reached on a preference of design, as better drawings and information on materials to be used would be necessary to make an evaluation.

 

A Bridge Workshop will be held at the Premier Convention Centre, 9019 Leslie Street, (at Highway 7) Richmond Hill, on September 22, from 10 am to 12 noon. Staff will be attending, and Heritage Markham members were encouraged to attend.

 

 

 

 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has the following comments on the design proposals for the future Yonge Street subway overpass:

Ø      Further information regarding the scale and materials are required.

Ø      A preference for traditional materials such as stone, iron, etc.

Ø      No consensus was reached on a design preference, pending further information.

13.              DEPUTATION

REVISION TO APPROVED PLANS AND ELEVATIONS

RAMER-ROBB HOUSE, 70 KARACHI DRIVE (16.11)

The Heritage Planner introduced this item, explaining that the Heritage building had been part of the Costco property, but is now on a separate parcel and owned by a new owner. The owner wishes to renovate for office uses, but needs more floor space and is proposing a second storey addition.

 

Scott Rushlow, Architect, representing the applicant, explained that the building is on a small lot and there is not much opportunity to expand outward.

 

The Committee considered that the two different pitches of the roof sections are not appropriate, and pointed out that the committee had tried to ensure sufficient land had been conveyed with the house when the property was separated. The committee indicated it had no objection to the addition, in principle, if further work was done on the design.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the proposed revision to the Site Plan Agreement for the Raymer-Robb house be referred to the Architectural Review Sub-Committee for further review and comment to achieve an addition that is subordinate to the original form and massing of the heritage house and a connection that clearly distinguishes the heritage house from the addition.

THAT Heritage Markham has no objection to the Building Permit application to allow the temporary removal of the historically-designated Colty Corner Schoolhouse on the basis of the Letter of Undertaking and the submission of the financial security, with the conditions that Heritage Section staff have the opportunity to review and comment on the foundation design, which will include a fieldstone facing and generally reflect the original height relationship with the grade.

The Senior Heritage Planner presented this item, advising that the land is being conveyed to TRCA, who have agreed to provide the materials from the barn for salvage purposes. It was noted that the Markham Museum may be utilizing the material.

THAT Heritage Markham has no objection to the demolition permit application of the barn at 7784 Reesor Road, given that the building has been documented and the materials advertised for salvage.

The Senior Heritage Planner advised that Heritage designations do not usually involve interior features, however, the owners, who are selling the property and wish to ensure that the unique fireplace is preserved, have requested the amendment to the designation.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommend to Council that designation By-law 234-98, for the Gapper-Duncan House at 6 Wismer Place, be amended to add the figured maple fireplace mantle to the Reasons for Designation, as requested by the owners.

18.       BUILDING PERMIT APPLICATION 08 118206 HP

PROPOSED RESTORATION AND ADDITION

The Heritage Planner explained that the barn on the subject property is being dismantled and relocated to King Township. The incomplete addition on the dwelling will be removed and re-designed, and the porch will be replaced.

 

Discussions included the length of the building, the scale and massing, and the proposed clapboard material. Concern was expressed regarding the Palladian windows and porch columns on the addition. Staff noted that the building is listed on the Register, but has not been designated, so the committee can only make suggestions.

 

Scott Rushlow, Architect representing the applicant, explained the contrasting  contemporary treatment, and design details regarding the square columns, and advised that significant vegetation will separate the styles.   

  

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the proposed form, scale, massing and architectural details of the proposed addition to the Samuel Kendrick farmhouse;

 

AND THAT Heritage Markham would like to see the drawings revised to indicate that the original wooden windows, doors and trims of the Samuel Kendrick farmhouse are to be retained and that the proposed new windows of the addition are to be wood or a synthetic material with true divided lites or externally adhered muntin bars;

 

AND THAT Heritage Markham has no objection to the proposed design of the verandah;

 

AND THAT Heritage Markham recommends the owner consider removing the Palladian window on the front elevation or adding a smaller ½ circle window above standard windows (sized and raised similarly to the windows on the end of the structure), and that the proposed columns on the new addition preferably be of a square design to differentiate them from the heritage veranda;

 

AND THAT Heritage Markham regrets the loss of another heritage barn but does not recommend its designation under Part IV of the Ontario Heritage Act;

 

AND THAT final approval of the incoming building permit to dismantle and relocate the existing heritage barn, and building permit #08 118206 000 00 HP authorizing the proposed addition and veranda be delegated to Heritage Section Staff.

HERITAGE MARKHAM RECOMMENDS:

 

THAT the restoration plan and elevations of the Henry Pingle Sr. House be revised to indicate:

·              the correct window pane divisions of the historic windows

·              material notes

·              the heritage materials and finishes that are to be conserved

·              a more traditional garage door treatment

 

AND THAT final approval of the site plan application be delegated to Heritage Section Staff.

The Heritage Planner gave a presentation on the proposed professional office use at this property. Staff can support the proposal, as it is an opportunity to negotiate conditions to the approval of the variance, to eliminate some potentially harmful uses, and some architectural restorations. The site plan will deal with parking and tree preservation issues.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the proposed addition of “Professional Office” uses to the listed of permitted uses at 5 George St. provided that some of the uses currently permitted under the current Institutional zoning be eliminated to prevent potential adverse affects to the heritage house and character of the District and that the decorative trim of the verandah and the louvered shutters removed by the previous owners be restored or replaced;

A)        BRUELS HOUSE

 

Committee was informed from a member that work that has been done to the Bruels House, and staff advised that preparation work for its relocation is being done, while awaiting approvals for relocation to Markham Heritage Estates.

 

B)        STIVER MILL, UNIONVILLE

 

Committee enquired as the status of the Stiver Mill property, and staff advised that the Stiver Mill Committee and staff have been working on this matter. One preliminary proposal had been received, but more information is required.

 

C)        ONTARIO HERITAGE TRUST

 

The Manger of Heritage Planning announced the intention to nominate Markham for a new Ontario Heritage Trust award called the Lieutenant Governor’s Ontario Heritage Award for Community Leadership which recognizes communities with a proven track record in heritage promotion and conservation.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham fully endorses the nomination of the Town of Markham for the new Lieutenant Governor’s Ontario Heritage Award for Community Leadership.
