1.         MARKHAM CENTRE

            (10.0)

On September 9, 2008 there was a presentation made to the Development Services Committee with respect to the Markham Centre Design Charette results and next steps.  It was requested by the Mayor that bi-weekly meetings take place to have in-depth discussion regarding the Markham Centre vision, incoming planning applications and context of discussions with the community.

Mr. Richard Kendall, Manager, Central District, delivered a PowerPoint presentation providing a brief overview regarding applications from Aryeh Construction, Markham Centre Development Corporation, Times (Lonsmount lands) and Rockport (formerly Co-operators).  The presentation also included an up-date Markham Centre height and density review and discussion of next steps.

The Committee discussed the importance of keeping the public informed.  There was discussion regarding an overall strategy and/or presentation depicting the various issues that contribute to the development within the Markham Centre such as Provincial and Regional Growth Policies and transportation (how transportation choices are heavily influenced by land use patterns).  Staff advised that more specific schedules and policies with detailed direction of height, infrastructure, transportation, environment, and urban design will be outlined in the Secondary Plan Amendment.  Staff is targeting an updated draft height and policies to form the basis for a draft Secondary Plan Amendment by the end of 2008.

The Committee suggested that there needs to be consistency in the messages that are relayed to the public.  The Committee requested that a copy of today’s presentation be forwarded to all members of Council.

Staff agreed to put together a PowerPoint presentation illustrating the future of Markham Centre for the next Unionville Subcommittee meeting.
