SUBJECT: Proposed Winter Environmental Art Event for 2009

RECOMMENDATION:
THAT
the report to Development Service Committee dated
THAT
staff and the Markham Public Art Advisory Committee undertake a “Winter
Environmental Art Event” in February 2009 at Toogood Pond;
AND
THAT funding to a maximum of $20,000 be provided from the existing approved Planning/Design Capital
Account #56-5350-5293-005, “Town Wide Public Art” for costs associated with
administering and implementing the “Winter Environmental Art Event”;
AND
THAT staff provide regular updates to Development Services Committee on the
status of the 2009 Winter Environmental Art Event.
AND FURTHER THAT staff be authorized and directed to do all things necessary to give effect to this resolution.

2008, staff and the Markham Public Art Advisory Committee (MPAAC) undertook
“Art on Ice” -- an environmental art event which demonstrated that public art
has no temporal boundaries. Artists created large ice sculptures based on
different nature themes, residents watched ice carving demonstrations, and
children showed their artistic talents by painting on eight huge “ice
canvases”. This event was held at Toogood Pond and the

demonstrate “art in action”, three previous “Environmental Art Events” have
been approved by Council and hosted by the Markham Public Art Advisory
Committee (MPACC) at the cost of approximately $20,000 each, which engaged
Markham’s diverse neighbourhoods and communities by building environmental and
cultural awareness through public art. In each instance, members of the MPPAC
have provided volunteer support by assisting with the organization and
management of these events in collaboration with Town staff from the

staff and the Markham Public Art Advisory Committee (MPAAC) would like to
undertake another “Art on Ice” event at Toogood Pond. As in 2008, the Committee
has identified the family day weekend in February as the primary event dates
for this event. However, the temporary installations will remain as long as the
cold weather permits.
Funding
to a maximum of $20,000 is requested from the Town-wide Public Art Account
(#56-5350-5293-005) to undertake an invited “Winter Environmental Art Event”
and to cover all costs associated with administering and implementing the
event.

The majority of the funds approved will go
towards artist fees for the design, installation and dismantling of each art
piece. A portion of the budget will provide for preparation of a brochure and
for advertising. Any remaining funds in the account ($1,087.37) will be carried
forward for a future art program.
