Eliminate Infestation Clause from Pesticide By-law

 

Advantages

Disadvantages

§         Less pesticide use in the environment

§         Consistent approach that pesticides are not permitted in Markham, whether or not there is a chinch bug or grub infestation

§         Easier to enforce (no application required)

 

§         Some lawns will be negatively affected

§         Steeper learning curve for residents to begin using cultural practices, plus controlling infestations of chinch bugs and grubs

§         The rigorous restrictions under the by-law combined with new and more complicated natural lawn care practices may result in non-compliance

 

 

 

 

Maintain Infestation clause in the by-law for 1 year only

 

Advantages

§         Provides time for residents to adapt to by-law and learn new techniques. (Residents asked about being able to use pesticides for infestations in the focus groups).

§         Avoids major impacts to lawns

§         Provides time for new products and services to become  available

§         Town can get feedback on the issues around allowing or phasing out pesticide application in 2008

 

§         By-law requirements  may be confusing if they change at a later date

§         More pesticides in the environment

§         Reinforces use of pesticides to solve a pest problem rather than preventative actions
