SUBJECT:                          Glenbourne and Glenridge Communities Sanitary Sewer (Local Improvement)

RECOMMENDATION:

THAT the report entitled “Glenbourne and Glenridge Communities Sanitary Sewer (Local Improvement)” be received;

 

AND THAT the municipal sanitary sewer system options proposed for Glenbourne and Glenridge Communities be received;

 

AND THAT the Asset Management Department staff report back to Council if a local improvement project is requested by the community and staff recommendations on the overall servicing scheme;

 

AND THAT Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to inform the Council on the proposed sanitary servicing options for the Glenbourne and Glenridge Communities.

 

BACKGROUND:

The Glenbourne Park Area is located south of Major Mackenzie Drive and east of Warden Avenue (Attachment “A”), streets includes Glenbourne Park Drive, Scandia Court, Glenhollow Court, Glenmaple Court, Glenridge Drive, and Walnut Glen Place.  Residents within this area are currently served by individual septic system.  On April 4, 2005, Council authorized the Director of Engineering to award a contract to Masongsong Associates Limited to prepare sanitary servicing concepts for Glenbourne Park Drive area, and staff is to report back as to the sanitary servicing options and funding methodology.  In September 2007, Masongsong Associates Limited recommended to construct a gravity sewer to the area north of the walkway and a low pressure forcemain to the south of walkway.  Based on the consultant’s recommendations, the residents can be divided into three groups depending on the type of servicing options as follows (Attachment “A”):

 

 

Group 1 Area  (9 properties)

North of walkway

Gravity service connections to the existing gravity sewer constructed by the Angus Glen Developer

Group 2 Area (6 properties)

North of walkway

Construction of a gravity sewer system

Group 3 Area (68 properties)

South of walkway

Construction of a low pressure sewer system (LPS) - forcemain

 

Based on the legal opinion provided by the Legal Department, Group 1 area residents cannot be considered under the Local Improvement Regulations as the Group 1 Lots lie along the existing sewer system constructed by the Angus Glen Developer.  These property owners have the right to connect to the existing sewer and are responsible for the costs of the individual service connections.

 

For Group 3 Area, the low pressure system - shallow forcemain (E/One sewer system) is preferred compared to the high costs associated with the construction of deep gravity sewer and a pumping station.  Individual grinder pumps have to be installed on each property at the owner’s cost and maintained by the property owners with a shallow pumping service connection to the forcemain.  This type of system has been successfully used in the Buttonville Crescent in Town of Markham and also in other municipalities. 

 

OPTIONS/ DISCUSSION:

Meeting with Residents

A public information meeting with the residents of Glenbourne and Glenridge communities, attended by Councillor Dan Horchik, Steve Andrews, Phoebe Fu, and Prathapan Kumar, was held on April 21, 2008.  The preliminary sewer layout, preliminary cost estimate, funding, method of cost sharing and the method of payment were presented to the residents in the meeting.  “Expression of Interest to Install Municipal Sanitary Sewer on Glenbourne and Glenridge Communities” forms were provided to the property owners to determine their interest in paying for a municipal sanitary sewer system.  Following are the results to date:

Note:   Group 1 will not be considered as a local improvement project as these residents have the option to connect to the existing sanitary sewer fronting their lots.

ENVIRONMENTAL CONSIDERATIONS:

Eliminating the existing septic system and replacing with the sanitary sewer system will reduce the sulphur loading in soil and water in the nearby areas and enhance the overall environment.
