SUBJECT:                          Award of Tender #106-T-08 19th Avenue Bridge Replacement over the Little Rouge Creek (East of Highway 48, B19)

RECOMMENDATION:

THAT the report entitled “Award of Tender #106-T-08 19th Avenue Bridge Replacement over the Little Rouge Creek (East of Highway 48, B19)” be received;

 

AND THAT the contract for #106-T-08 19th Avenue Bridge Replacement be awarded to the lowest priced supplier, Bob Hendricksen Construction Ltd., in the amount of $754,930.00,exclusive of contingency and GST;

 

AND THAT a contingency amount of $50,000.00, exclusive of GST be established to cover any additional construction and consultant costs and that the Director of Asset Management be authorized to approve expenditure of this contingency amount up to the specified limit in accordance with the Expenditure Control Policy;

 

AND THAT the award cost of $754,930 and $50,000 contingency be funded from the allocated budget of $810,000.00 in 2008 Capital Budget account 058-6150-8287-005, Replacement of 19th Avenue Bridge;

 

AND THAT the remaining balance $5,070 in account 058-6150-8287-005 be used for other project related activities as identified under financial considerations.

 

And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

The purpose of this report is to obtain Council’s approval to award Contract # 106-T-08 19th Avenue Bridge Replacement.

 

BACKGROUND:

The 19th Avenue Bridge was constructed in 1930, approximately 0.7km east of Highway 48 over the little Rouge Creek.  The bridge is reinforced concrete rigid frame 6.5m long single span and a concrete substructure.  Based on the bridge inspection, the replacement of the bridge was recommended due to its inadequate travel width and poor structural conditions.

 

The Town retained Totten Sims Hubicki Associates (TSH) in 2006 to undertake a Class Environmental Assessment (EA) Study for the replacement of the existing bridge.  Following the EA approval in January 2008, TSH completed the detail design and construction tendering for the bridge replacement. 

 

A formal application for a permit under Ontario Reg. 166/06 to replace the bridge and associated work was submitted to the Toronto and Region Conservation Authority (TRCA) on February 26, 2008.  The TRCA is currently reviewing the application and the issuance of permit is expected following TRCA’s June 15, 2008 Executive Committee meeting.

 

OPTIONS/ DISCUSSION:

 

Upon the Council’s approval, the project is anticipated to commence beginning of July and completed by end of September.  The section of 19th Avenue between Highway 48 and 9th Line will be closed from through traffic and will be only open to local traffic.

 

Bob Hendricksen Construction Ltd submitted the lowest priced acceptable bid and was therefore recommended for the award. Bob Hendricksen Construction Ltd has successfully completed various similar contracts in the past and staff have verified reference checks to ensure that they will provide satisfactory service that meets, if not exceeds the Town’s expectations.

ENVIRONMENTAL CONSIDERATIONS:

The construction will require in-water work (footing construction) and the work must adhere to fishing timing window of July1 and September 15 of any given year as stated in TRCA’s regulations. 

 

To insure that the existing watercourse is not disturbed during the demolition work, the contractor will install a Debris Collector System (as per TRCA requirements and Ontario Regulation 166/06) to prevent any material to fall into the river.

 

To comply with the Migratory Birds Convention Act, vegetation removals should take place between August 1 and April 14 of any given year.

 

ACCESSIBILITY CONSIDERATIONS:

The existing bridge consists of 2 narrow traffic lanes and no sidewalks. The proposed bridge will have sidewalk on both sides which will improve accessibility across the bridge.
