EXECUTIVE SUMMARY:

Not Required

PURPOSE:

The purpose of this report is to award the contract for 2008 Relining of Cast Iron & Ductile Iron Watermains.

BACKGROUND:

A 20-year watermain relining program was approved and adopted by Council in 1997. Recent field verification of unlined ductile iron watermain pipes in the Town’s water distribution system confirmed a total length of 82 km. The majority of these watermains are in good structural condition but have poor water quality due to internal corrosion. Currently 64.5 km. of watermain have been relined.

This year’s rehabilitation is on the Denison Street between Woodbine and Esna Park, Victoria Park Avenue between Steeles Ave. and Telson Road. The other portion in this project is in the Thornhill area in the following streets: Wiarton Court, Elgin Street, Vanwood Road and Doncrest Drive. The 2008 program will complete an additional 2.47 km. of cement relining.

The remaining 15.03 km of watermains, most of which are located on major thoroughfares such as John Street, Steeles Avenue East, Woodbine Avenue and Highway 7, are to be relined. At the rehabilitation rate of approximately 4 km. per year, it is estimated that the program for relining ductile iron pipes will be completed by 2012.

This rehabilitation project extends the life expectancy of the watermain pipe and results in:

  • Restoring water quality to meet the Provincial drinking water regulations standards.
  • Least cost of rehabilitation/construction.
  • Minimum disturbance and inconvenience to customers.
  • Watermain estimated life extension of +50 years.
  • Restoration of pipe flow capacity for domestic and fire demand.

Reference checks completed were unsatisfactory and comments received reflected a variety of non-performance issues. Principals of the low bidder are associated with another company who has had previous non-performance issues with the Town.
