General Manager

Responsible for overall management and day-to-day administration of the Town’s water distribution and wastewater collection (Waterworks Division), and a member of the Town’s Corporate Top Management.

Manager, IMS

Responsible for the coordination and management of the Town’s Waterworks Information Management System (IMS) Section.

IMS Clerk

Responsible for the provision of customer service, data entry and administrative support within the IMS Section of Markham Waterworks

IMS Analyst

Responsible for the business/work process analysis, IMS technical manuals preparation, workflow protocol documentation, and IMS user training for optimization of Waterworks IMS.

Manager, Infrastructure

Responsible for the coordination and management of the Town’s Waterworks Infrastructure Section and capital budget, programs and infrastructure condition assessment.

Infrastructure Project Engineer

Responsible for project management and field supervision of assigned water and wastewater capital and rehabilitation projects, and infrastructure replacement projects (such as valves, curb boxes, manhole tops, meters, etc.) within the Infrastructure Section of Markham Waterworks

Infrastructure Analyst Engineer

Responsible for the development and implementation of water and wastewater services renewal and financial plan; and development and annual update of short, medium and long term scheduled capital plan with complete project list and cost estimate.

Manager, Operations & Maintenance

Responsible for the coordination and management of the Town’s Waterworks Operations & Maintenance Section. Designated Overall Responsible Operator (ORO) of the Town’s Water System, responsible for Operating budgets and programs.

Supervisor, Waterworks

Responsible for coordination and supervision of Water and Sewer operations. Acts as ORO as assigned.

Supervisor, Water Quality

Responsible for coordination and supervision of Waterworks field operations with respect to maintenance of water quality and water efficiency. Acts as ORO as assigned.

Working Supervisor, Waterworks

Assists the Waterworks Supervisor(s) with the coordination and supervision of Waterworks staff and field operations. Provides on-the-job training to Water Operators as required for them to perform their duties

Operator II, Waterworks

Operates the Town of Markham Water Distribution System and Wastewater Collection System in accordance with departmental policies, procedures and provincial regulations.  Maintains Waterworks infrastructure and equipment. Provide customer service.  Ensure regulatory compliance.

Manager, System Engineering

Responsible for the coordination and management of the Town’s Waterworks System Engineering Section, and water quality compliance reporting & regulation review.

Water System Engineer

Responsible for the drinking water distribution system engineering analyses and development of strategies for the optimization of system performance.

Instrumentation Engineer

Responsible for the Waterworks system and related instrumentation, technological application, data collection and analyses and customer service as required from DMAs and SCADA systems.

Compliance Engineer

Responsible for ensuring compliance with the Town of Markham Water Use By-Law, Sewer Use By-Law and Backflow Prevention By-Law.

Water Quality Coordinator

Responsible for water quality compliance reporting and records management

QMS Controller

Responsible for the management of all aspects of the QMS, obtaining and maintaining accreditation of Markham Waterworks as an Accredited Operating Authority, and maintaining compliance with the Municipal Drinking Water Licence Program.

Training Coordinator

Responsible for the coordination and management of the Town’s Waterworks Training Section, Operators licence currency and staff competencies review.

General Manager Waterworks

 

Oversees the Town’s water distribution and wastewater collection (Waterworks) portfolio comprised of Maintenance & Operations, Infrastructure, System Engineering, IMS, Training and QMS Sections.

Develops, recommends and administers long range and operational programs to address legislative/regulatory requirements, user and system growth, water optimization strategies, technological and instrumentation requirements, and life-cycling plans; participates in the development of master servicing plans and standards, in collaboration with Development Eng.

Provides direction and leadership to the Waterworks Maintenance & Operations section overseeing the development, update, implementation and management of operational and/or preventative maintenance programs for water quality sampling, water distribution operations & maintenance, inspection and new service activation, sewer operations & maintenance, camera inspection, pumping station s maintenance, service request response and work order completion, effluent standards and sampling, field data collection and verification, procedures compliance and review, and emergency standby and repairs.  Oversees and monitors legislative/regulatory compliance and reporting requirements, and associated records management.

Provides direction and leadership to the Waterworks Infrastructure section overseeing the development/update of capital infrastructure plans, preparation of capital budgets, design coordination, tendering for capital and operational projects/materials/contracts, project management for capital and operating projects (such as water/sewer main replacement/rehabilitation/repair, water and sanitary sewer systems upgrades, water meter installation, valve/curb box replacement, etc.), related construction inspection, contractor/consultant supervision, and new materials research/assessment.

Provides direction and leadership to the Waterworks System Engineering section overseeing the development and implementation of programs related to demand modeling, C-factor measurement, water efficiency education, local system modeling and calibration, leakage/infiltration detection, water quality analysis, wastewater by-law compliance, ICI meter analysis, high-risk ICI effluent analysis and damage recovery, budget coordination and benchmarking, and system performance and optimization; overseeing reconciliation of Regional billings and trouble-shooting on significant discrepancies; overseeing the development review commenting function as it relates to engineering approvals for waterworks, and collaborating with Development Engineering and/or developers’ consulting engineers on issues of concern; and ensuring appropriate implementation and effective operation of system SCADA/instrumentation.

Provides  direction and leadership to the Infrastructure Management System (IMS) section including overseeing the management of IMS (Hansen) technology installation and upgrades, ensuring relevant data needs analysis/collection/management, overseeing work process analysis and mapping, production of crystal reports and procedures manuals, development and authorization of performance and productivity standards, design and delivery of user training, ensuring appropriate customer service response and completion of customer service requests and work order generation for system maintenance, monitoring insurance claims and trouble-shooting/liaising with Legal and Finance on claims/settlements/litigation, ensuring records management complies with regulations, and overseeing the coordination of other administrative functions (such as A/P, A/R, payroll, etc.)

Directs the preparation of water and wastewater system quality maintenance/assurance plans and audit/monitoring programs; ensures system and operator compliance with legislative/regulatory requirements including certificates/licenses, reporting and system accreditation requirements, and records retention/management.

Directs the development of a Waterworks Emergency Preparedness Plan and related training, and directs response to major incidents; leads and/or participates in investigations related to system contamination; contributes to Town and Regional emergency preparedness planning, as requested, and participates in emergency response and required.

Assesses Waterworks staffing needs, makes recommendation on complement amendments and organization structure, participates in recruitment processes, and makes effective hiring decisions.

Supervises and/or oversees the supervision of Waterworks staff including staff training and development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, progressive discipline and termination recommendations.

Prepares and/or oversees the preparation of and recommends Waterworks budgets and longer-range forecasts including collaborating with the Finance Department on capital and operating reserve fund requirements; administers/monitors the administration of the approved budget including authorization of expenditures; contributes to departmental work and business planning.

Develops, recommends and implements water conservation, water use/rate, sewer use/rate, operational, risk management, legislative/regulatory compliance and other Waterworks-related policies, procedures, guidelines and by-laws; collaborates with other departments, levels of government and external organizations/agencies as required.

Monitors municipal Waterworks issues/trends/rulings/claims, legislative/regulatory changes, conducts research, and provides input and advice in consultation with the Town’s Legal Department on how they may affect the municipality.

Prepares reports and attends Council, Committee, and other internal and public meetings as required; makes presentations and provides advice/guidance on water/wastewater legislation, by-laws and regulatory/compliance requirements, asset and risk management, incidents relating to contamination/infiltration and remedial action, and other Waterworks-related matters.

Responds to inquiries from and/or liaises with residents, businesses, special interest groups, contractors, developers, consulting engineers, other governments/agencies, internal departments, Markham Hydro (re Waterworks-related issues arising from water billing contract), Council, the media, etc., on water quality/conservation/education development issues, ICI high-risk users, legislative/regulatory compliance and reporting, Waterworks operational programs and capital projects, and other Waterworks matters, as required. 

Regularly reviews and evaluates Waterworks administrative processes and operational programs with a view to streamlining/updating toward “best practice” model, fostering excellence in customer service, and assuring system reliability and water quality.

Formulates and/or participates in the formulation of Terms of Reference and RFP/tender documents and associated evaluative criteria; provides input and/or makes recommendations on the hiring of consultants/contractors to assist with/undertake capital projects, capital equipment procurement, technological and instrumentation needs, operational studies, etc., as required; monitors their work and/or administers the agreements/contracts in accordance with Town policies/procedures.

Undertakes representative duties and General Manager, Waterworks, with the Province, insurance companies, businesses, inter-municipality, etc., as required/directed; provides expert witness and other testimony as many be required for Town participation in EA, court, and/or other judicial proceedings; acts in the absence of the General Manager, Construction & Utilities, as assigned.

Participates as a member of the Department’s management team providing input on departmental/commission/corporate planning and strategic initiatives; leads and/or participates on project teams, as assigned; and champions the corporate/commission/departmental vision, mission and values within Waterworks and among colleagues and co-workers.  

Undertakes special projects and performs other duties as assigned, in accordance with departmental or commission/corporate objectives.

 

Manager, IMS

Manages and coordinates the Waterworks IMS Section comprised of IMS, customer service, and accounting/payroll/administrative support operations.

Conducts business/work process analysis and mapping, and assesses data collection and automation needs for Waterworks infrastructure asset inventory and management, legislative compliance records management, benchmarking and tracking productivity, and streamlining of Waterworks operations in consultation with IMS users.

Coordinates and manages the development of quality assurance programs and the upkeep of workflow protocols and update of manuals for Waterworks quality management systems, and associated records management.

Plans and manages implementation of IMS technology and upgrades in collaboration with corporate Information Technology Department and Asset Management including conducting research, participating in the evaluation of vendor/supplier and software, identification of system support needs, and project management and contract administration.

Oversees field data collection/verification and data population of infrastructure assets and appurtenances and maintenance/repair work to update source data for IMS.

Coordinates and manages the IMS work order program for preventative maintenance including scheduling work order generation, monitoring and ensuring timeliness in closing of work orders and generation of follow-up work orders where necessary; generates reports for asset condition and source data update.

Tracks and assesses maintenance management information on labour/material/equipment and contractor utilization, and unit and daily accomplishments for development and implementation of productivity and performance standards, asset maintenance history and development and implementation of service level and risk management standards; designs and generates reports and provides interpretive advice to Waterworks and other Operations & Asset Management staff.

Assesses user training needs, oversees the design and delivery of user training and the preparation/update and production/maintenance of procedures and activity manuals.

Manages and coordinates the customer service function including the overseeing the customer service staff, generation and completion of customer service requests, data input, liaising with Maintenance & Operations Section on service issues related to distribution and collection system maintenance/operation and with Markham Hydro on service issues related to billing inquiries, trouble-shooting on problematic service requests; designs and institutes mechanisms for measuring customer satisfaction and implementing enhancement programs.

Coordinates the development/update of the Waterworks Emergency Preparedness Pan and related training including assisting with response to major incidents; contributes to Town and Regional emergency preparedness planning, as requested, and participates in emergency response as required.

Prepares reports and attends Waterworks and other internal meetings as required; provides advice/guidance on water/wastewater recordkeeping requirements for legislative compliance, asset management data, service and productivity levels, IMS technology, work processes and mapping, procedures, and other Waterworks IMS-related matters.

Responds to inquiries from and/or liaises with residents, businesses, Waterworks staff, vendors/suppliers, internal departments, Markham Hydro (re water billing service inquiries), other municipalities, etc. on customer service issues, asset management technology, insurance claims, productivity and performance standards/reports, accounts payable/receivable / payroll and other Waterworks administrative and IMS matters, as required.

 Regularly reviews and evaluates Waterworks IMS Section administrative processes, technology and quality management programs with a view to benchmarking productivity, streamlining/updating toward “best practice” model, fostering excellence in customer service, and assuring data reliability/security.

Coordinates the preparation of RFP/tender documents; provides input to and/or makes recommendations on the hiring of suppliers/vendors to assist with/undertake technology upgrades, capital equipment, IMS studies, etc., as required; monitors their work/product and administers the agreements/contracts in accordance with Town policies/procedures.

Participates as a member of the Waterworks’ management team contributing to the development of plans to meet accreditation requirements for system licensing; providing input on Waterworks/departmental/commission planning and strategic initiatives; leads and/or participates on project teams, as assigned; and champions the corporate/commission/departmental vision, mission and values within Waterworks IMS and among colleagues and co-workers.

IMS Clerk

Responds to customer inquiries/concerns re water services; provides general information and trouble-shoots on routine concerns; generates customer service requests on IMS System and forwards to Maintenance & Operations for field investigation/response.

 

Liaises with Markham Hydro re customer inquiries/concerns and/or water billing adjustments resulting from customer service requests, as required.

 

Performs data entry of completed customer service requests, preventative/system maintenance and on-demand work orders, and IMS system protocols and updates; monitors/tracks work orders customer service requests and generates work orders for follow-up work required.

 

Provides administrative/secretarial support within Waterworks including typing/formatting of reports, correspondence and presentations, expediting copy requirements and fax/courier/mail requests, filing, booking meeting rooms, office supplies ordering and inventory control, etc., as required/assigned.

 

Provides general reception duties for Waterworks including responding to telephone and counter inquiries and/or referring where necessary, sorting and processing of mail, tracks and monitors assignment of mail and follows up to ensure completion, as required.

 

Arranges for stake-outs and necessary permits for water/wastewater system repair work, as requested.

 

Provides back-up support to other IMS Clerks and secretarial/administrative staff, as assigned.

 

Undertakes special projects and performs other duties as assigned, in accordance with divisional or corporate objectives.

 

IMS Analyst

Conducts business/work process analysis and mapping for Waterworks IMS, legislative compliance records management, benchmarking and tracking productivity, and streamlining of Waterworks operations, in consultation with IMS users, as assigned.

Designs and generates reports for asset condition and source data update on the IMS work order program for preventative maintenance of the Waterworks system; schedules work order generation and monitors for completion and close-out; monitors data input by IMS Clerks.

Analyzes maintenance management information on labour/material/equipment and contractor utilization, and unit and daily accomplishments, as assigned; participates in the development and implementation of productivity, service level, risk management, and performance standards; designs and generates reports and provides interpretive advice to Waterworks and other Operations & Asset Management staff.

Designs and delivers IMS user training programs including preparation of materials, scheduling of training in coordination with users/section managers, follow-up evaluation and associated records management; participates in the assessment of IMS user training needs.

Prepares IMS technical procedures manuals for maintenance, productivity, service level, health and safety and performance standards; develops protocols to ensure standards accepted for entry into IMS; updates workflow protocols and technical procedures and activity manuals; maintains master records; coordinates notification of updates to users.

Monitors and audits the integrity of data in operational log, water quality records and asset maintenance history for legislative compliance and risk management; investigates/reconciles discrepancies and prepares follow-up reports for Manager, IMS and other Section Managers’ review.

Participates in the development of quality assurance programs and the upkeep of workflow protocols and update of manuals for quality management systems, and associated records management.

Assists Manager of IMS with review and implementation of IMS technology, upgrades and field hardware/software interface in collaboration with corporate Information Technology Department and Asset Management including conducting research, participating in the evaluation of vendors/suppliers and software, reviewing/analyzing and testing software applications, and identification of user support, integration needs.

Prepares and recommends IMS user training and materials budgets; provides input to IMS Section capital and operating budgets; administers IMS training/materials budgets including authorization of expenditures; contributes to Waterworks work/business planning.

Responds to inquiries from and/or liaises with Waterworks staff, vendors/suppliers, internal departments, other municipalities, etc. on infrastructure asset management technology, business process analysis and mapping, user training, procedures manuals, standards/protocols, reports, and other Waterworks IMS matters, as required.

Manager, Infrastructure

Manages and coordinates the Infrastructure Section for the Town’s water distribution and wastewater collection (Waterworks) function.

Regularly assesses water distribution and wastewater collection infrastructure for life cycle analysis/condition; identifies rehabilitation/replacement/cathodic protection needs and materials/equipment needs in consultation with Waterworks and other departments, as appropriate; researches and recommends new materials/processes where beneficial and in keeping with “best practices;” prepares and/or administers life cycle model in collaboration with Asset Management and Finance departments.

Prepares capital works programs/plans including water and sanitary sewer main repair/replacement/rehabilitation projects, water system upgrades (such as hydrant/valve/curb box replacements) and sewer system upgrades (such as manhole repairs/benching and lateral replacement/repairs), residential and ICI water meter replacements, etc.

Prepares capital operating projects/plans including routine and emergency water/sewer main and system repairs, water meter installations for new development, water meter testing/repairs, valve box replacements, curb box and operating rod replacement/repairs, materials/meters procurement, etc.

Coordinates and manages capital and operating projects including project/work assignments and monitoring/reporting on progress/status of contract and costs, coordinating notification to residents/businesses and other departments impacted by the project, overseeing site project coordinator and trouble-shooting on construction/field issues where necessary, monitoring/ensuring site safety, overseeing the inspection/approval of work completed, negotiation and authorization of change orders as may be required, and authorizing and processing progress payments.

Oversees the preparation of tenders for capital and operating projects including directing and authorizing design/materials/work specifications and evaluative criteria, monitoring tendering processes and attending tender openings, evaluating and/or overseeing the evaluation of tenders, preparing and/or reviewing associated reports, and recommending tender awards.

Monitors and tracks compliance with Sustainable Water & Sewer Act (Bill 175) legislative/regulatory requirements including reporting requirements and records retention/management.

Assesses Waterworks Infrastructure Section staffing needs, makes recommendation on complement amendments and organization structure, participates in recruitment processes, and makes effective hiring decisions.

Supervises Waterworks Infrastructure Section staff including staff training/development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, progressive discipline and termination recommendations.

Prepares Waterworks capital budgets and longer-term forecasts and financial plans in consultation with Waterworks, Asset Management and Finance staff; prepares Infrastructure Section operating budget; administers the approved budgets including authorization of expenditures; and contributes to Waterworks business planning.  

Prepares reports and attends Waterworks and other internal and/or public/community meetings as required; provides advice/guidance on water/wastewater legislative/regulatory compliance requirements, capital programs/plans, information on capital works rehabilitation/replacement projects, and other Waterworks Infrastructure-related matters.

Responds to inquiries from and/or liaises with residents, businesses, engineering consultants, contractors/suppliers, internal departments, other levels of government/agencies, other municipalities, vendors, etc. on capital budgets/forecasts/programs, infrastructure rehabilitation/replacement projects, contracts, tenders, equipment/materials, customer service issues, legislative/regulatory compliance, and other Waterworks Infrastructure-related matters, as required. 

Regularly reviews and evaluates Waterworks Infrastructure Section administrative processes and capital programs with a view to streamlining for effective and timely coordination, fostering excellence in customer service, and ensuring sound financial management of budgets and contracts and quality management of work/product.

Provides input to and/or makes recommendations on the hiring of consultants to assist with/undertake capital works projects, design work, etc., as required; monitors their work/product and administers the agreements/contracts in accordance with Town policies/procedures.

Participates as a member of the Waterworks’ management team contributing to the development of plans to meet accreditation requirements for system licensing; providing input on Waterworks/departmental/commission planning and strategic initiatives; leads and/or participates on project teams, as assigned; and champions the corporate/commission/departmental vision, mission and values within Waterworks Infrastructure Section and among colleagues and co-workers.

Undertakes special projects and performs other duties as assigned, in accordance with departmental or commission/corporate objectives.

 

Infrastructure Project Engineer

Coordinates and project manages assigned water and wastewater capital and rehabilitation projects, and replacement projects (such as valves, curb boxes, manhole tops, meters, etc.) for Waterworks.

Manages water and wastewater infrastructure construction/rehabilitation/replacement projects including coordinating timing and notification to residents/businesses and other departments impacted by the project, acting as site project coordinator, investigating and dealing with customer issues, conducting field inspections to verify work, tracking/monitoring and reporting on progress/status of project and costs, trouble-shooting on site/field issues, monitoring contractor to ensure site safety, negotiation and recommendation of change orders as may be required, and verifying and processing progress payments.

Provides input to Infrastructure Section capital budget preparation; administers the assigned work/project budgets; contributes to Waterworks work/business planning.

Prepares tenders for assigned water and wastewater capital and rehabilitation and infrastructure replacement projects including preparation of design/materials/work specifications and evaluative criteria, coordinating and shepherding projects through the tender process, attending tender openings, evaluating tenders, preparing associated reports, and recommending tender awards.

Prepares reports and attends Waterworks and other internal and/or public/community meetings as required; provides information on capital works rehabilitation/replacement projects, and other Waterworks Infrastructure-related matters.

Responds to inquiries from and/or liaises with residents, businesses, contractors/suppliers, internal departments, etc. on capital infrastructure rehabilitation/replacement projects, contracts, tenders, equipment/materials, customer service issues, and other Waterworks Infrastructure-related matters, as required.

Regularly reviews and evaluates Waterworks Infrastructure project management and related administrative processes with a view to fostering excellence in customer service, and ensuring sound financial management of budgets and contracts.

Provides back-up support and acts in the absence of the Manager, Infrastructure, as assigned.

Leads and/or participates on project teams, as assigned; and champions the corporate/commission/departmental vision, mission and values within Waterworks Infrastructure Section and among colleagues and co-workers.

Infrastructure Analyst Engineer

In liaison with other groups, maintain current water and wastewater infrastructure inventory, life expectancy, lifecycle and replacement cost and develop replacements schedule.

 

Develop, maintain and administer short, medium and long term (2, 5, 10 years) capital plan complete with schedule and cost of all project. Short (2 years) term capital replacement plan to identify in detail project scope, locations and detailed cost estimate. Medium (5 years) term plan to identify the scope and location with rough cost estimate. Long term (10 years) term plan to identify rough project scope and cost estimate.

 

Conduct detailed inventory of water and wastewater assets current condition, deterioration rate and criticality.

 

Complete prioritized water and wastewater renewal plan according to current physical and hydraulic conditions and conformance to current standards, minimize lifecycle cost and manage risks.

 

Develop and maintain water and wastewater condition rating system to facilitate prioritization of renewal program.

 

Facilitate and undertake data collection of infrastructure actual field condition.

 

In liaison with System Engineering, assess remaining service life of infrastructure based on physical, Hydraulic and other factors and conduct performance evaluation for renewal or rehabilitation prioritization.

 

Coordinate water and wastewater renewal program with other right of way corridor work for integrated construction work and cost savings incorporating risk management principles and socio economic impact and cost.

 

In liaison with Finance Department, develop a financial plan for water and wastewater renewal plan setting annual investment levels, revenue sources and financing options if required. Perform full cost recovery plan and financial gap on the impact of deferred maintenance.

 

Review developed water and wastewater renewal program every 2-5 years to reflect the current infrastructure condition including the effectiveness of various renewal technologies.

 

Analyze and assist in providing cost effective solutions for repair and rehabilitation of waterworks infrastructure.

 

Analyze and perform feasibility and cost benefit analysis of various capital programs and projects. Analyze and assist in providing cost effective solutions for repair and rehabilitation of water and wastewater infrastructure

 

Develop and keep current decision support system for infrastructure renewal planning.

 

Analyze backlog of infrastructure capital works and financial impact on future rates. In liaison with Finance, set level for long term capital replacement and funding.

 

Develop and maintain database of water and wastewater assets: lifecycle cost, asset current and future value including current and future replacement cost.

Manager, Operations & Maintenance

Manages and coordinates maintenance and filed operation for the Town’s water distribution and wastewater collection (Waterworks) function.

Develops/updates, recommends, implements preventative maintenance, operational and quality maintenance/assurance programs and procedures for infrastructure asset and risk management and system reliability including system inspection and work order maintenance programs, water main and sewer flushing, camera inspection, effluent sampling and sewer use by-law compliance, pumping station maintenance, stake-outs, new service inspection/activation, preparation of quality assurance procedures manuals, etc.; oversees completion of customer service requests and system repairs and trouble-shoots on significant issues/problems.

Oversees and administers the Town’s Water Quality Sampling program in compliance with Safe Drinking Water regulations and procedures; reviews and forwards required reports to system Engineering; investigates and takes immediate/effective remedial action when contamination present and ensures timely notification to MOH, MOE, and Town officials.

Tracks and monitors system and Operator compliance with legislative/regulatory requirements including certificates/licenses, reporting requirements, and records retention/management.

Oversees field data collection/verification of infrastructure assets and appurtenances and maintenance/repair work to update source data for Hansen IMS.

Develops emergency remedial plans for system contamination and quality restoration; participates in the development of the Waterworks Emergency Preparedness Plan and related training including assisting with response to major incidents; contributes to Town and Regional emergence preparedness planning, as requested, and participates in emergency response as required.

Assesses Waterworks Maintenance & Operations staffing needs, makes recommendation on complement amendments and organization structure, participates in recruitment processes, and makes effective hiring decisions.

Supervises and/or oversees the supervision of Waterworks Maintenance & Operations staff including scheduling of work and rotational standby, staff training/development and MOE certified-Operator regulatory compliance, performance management/review, coaching/mentoring, health and safety, collective agreement administration and grievance response, payroll authorization, progressive discipline and termination recommendations.

Prepares Waterworks Maintenance & Operations operating budgets in consultation with Waterworks Supplies & Services and Finance staff; administers the approved budget including authorization of expenditures; contributes to Waterworks business planning; provides input into capital budgets.

Prepares reports and attends Waterworks and other internal and/or public/user meetings as required; provides advice/guidance on water/wastewater regulatory/compliance requirements, asset and risk management, incidents relating to contamination/infiltration and remedial action, and other Waterworks Maintenance & Operations-related matters.

Responds to inquiries from and/or liaises with residents, businesses, special interest groups, contractors/suppliers, internal departments, Markham Hydro (re water billing service inquiries), other municipalities, etc. on water quality, legislative/regulatory compliance and reporting, operational programs/practices/procedures, contracts, equipment/material needs, customer service issues, and other Waterworks Maintenance & Operations-related matters, as required.

Regularly reviews and evaluates Waterworks Maintenance & Operations administrative processes and operational programs with a view to benchmarking productivity, streamlining/updating toward “best practice” model, fostering excellence in customer service, and ensuring system reliability and water quality.

Participates in the preparation of tender documents; provides input to and/or makes recommendations on the hiring of contractors to assist with/undertake maintenance/repair projects, capital equipment and materials/supplies procurement, technological needs, operational studies, etc., as required; monitors their work/product and administers the agreements/contracts in accordance with Town policies/procedures.  

Acts in the absence of the General Manager, Waterworks, as assigned.

 Supervisor, Waterworks

Coordinates and supervises field operations for the Town’s Water distribution and Wastewater collection system.

Supervises field implementation of approved preventative maintenance, operational and quality maintenance/assurance programs and procedures for infrastructure asset and risk management and system reliability including field data collection/verification of infrastructure assets and appurtenances, sewer flushing and camera inspection programs, effluent sampling and sewer use by-law compliance, pumping station maintenance; prepares necessary follow-up reports/documentation.

Supervises completion of work orders for system maintenance; supervises completion of customer service requests; trouble-shoots on customer service problems and system maintenance issues in the field; provides information/input on claims for sewer back-ups.

Coordinates and supervises sewer main repairs performed by in-house staff and/or contractors, including emergency repairs; ensures stake-outs and necessary permits related to system repair work are obtained; prepares reports to Manager regarding extraordinary situations, conditions or instances encountered.

Contributes to the development of preventative maintenance, operational and quality maintenance/assurance programs and quality assurance procedures manuals.

Monitors Operator compliance with legislative/regulatory requirements including coordinating training requirements, maintaining certificates, reporting requirements, and records retention/management.

Supervises Waterworks Operators working on Standby and after-hours call-outs by participating in the Supervisors Standby rotation as assigned (24 hour, 7 days/week rotation);

Acts in the absence of the Manager, Operations & Maintenance, as assigned.

Assumes the role of Overall Responsible Operator (ORO) in the absence of the designated Overall Responsible Operator, as assigned.

Develops sampling programs under the direction of the Manager of Operations & Maintenance to ensure compliance with all Provincial Regulations and requirements for water quality; coordinates and supervises field operations for the collection of water samples required for compliance with Provincial Regulations and Best Management Practices.

Contributes to the development of preventative maintenance programs, operational and quality maintenance/assurance programs and quality assurance procedures manuals and process mapping related to water quality to ensure on going compliance with Provincial Regulations.

Coordinates and supervises field implementation of approved preventative maintenance programs, operational and quality maintenance/assurance programs and procedures for the maintenance of water quality within the Town of Markham such as routine flushing and cleaning of watermain systems.  Maintains a database of preventative maintenance activities and frequency of application.

Prepares sampling plans in conjunction the Town of Markham Engineering Inspection Department and consultants for the testing and acceptance of new watermains constructed as capital projects and within new development projects.

Coordinates and supervises field operations for the collection of water samples required for the testing and acceptance of new watermain systems. Maintains a database of accepted and in-service watermains.

Coordinates and supervises field operations for the inspection of watermain systems for clearance to issue building permits, “Acceptance for Maintenance Period” inspections, and “Final Assumption” inspections in new developments.

Provides quality control/quality assurance of all data collected by field staff and submitted for entry into the Hansen IMS work order system and asset management databases.

Monitors and maintains the SCADA (Supervisory Control and Data Acquisition) systems related to district metering areas (DMAs).

Responds to inquiries from and/or liaises with residents, businesses, contractors, consultants, internal departments, other municipalities, etc. related to water quality issues and investigates complaints and claims related to water quality.

Monitors Provincial legislative/regulatory requirements related to water quality monitoring and compliance and reports changes in requirements to the Manager of Operations and Maintenance.

Monitors Waterworks Operator compliance with legislative/regulatory requirements including coordinating training requirements, maintaining certificates, reporting requirements, and records retention/management and reports changes in requirements to the Manager of Operations and Maintenance.

Supervises field operation staff to ensure the Health and Safety policies of the Town are maintained in accordance with the requirements the Occupational Health and Safety Act including confined space regulations/policy, Traffic Control, Workplace Hazardous Information System (WHMIS), driver safety etc.

Participates in the development of emergency remedial plans for water distribution system contamination and quality restoration; participates in the development of the Waterworks Emergency Preparedness Plan and related training including assisting with response to major incidents; contributes to Town and Regional emergency preparedness planning, as requested, and participates in emergency response as required.

Participates in the preparation of Waterworks operating budgets; administers approved budgets including the reconciliation of assigned accounts and authorization of expenditures; contributes to Waterworks Operations & Maintenance business/work planning.

Working Supervisor, Waterworks

Assists the Waterworks Supervisor(s) to supervise and coordinate Waterworks Operations & Maintenance staff activities, including assignment and scheduling of work.

In the absence of Waterworks Supervisor(s), assumes the duties of the Waterworks Supervisor as assigned by the Waterworks Manager of Operations & Maintenance.

Assists the Waterworks Supervisor(s) to provide on-the-job training for Operations & Maintenance staff, including coaching/mentoring and providing Health & Safety training.

Responds to inquiries from and/or liaises with residents, businesses, contractors, consultants, internal departments, other municipalities, etc. related to water quality issues and systems operations, and investigates complaints.

Performs the duties of a Waterworks Operator, including duties in the Wastewater Collection section, as required and as directed by the Waterworks Supervisor(s).  Duties include supervision of contractors performing repairs to the water distribution system and wastewater collection system.

Participates in the Waterworks Operations & Maintenance Standby rotation as assigned (24 hour, 7 days/week rotation).

Assists the Waterworks Supervisor(s) to coordinate and supervise field implementation of approved preventative maintenance programs, operational and quality maintenance/assurance programs and procedures to ensure on going compliance with Provincial Regulations.

Assists the Waterworks Supervisor(s) to provide quality control/quality assurance of all data collected by field staff and submitted for entry into the Hansen IMS work order system and asset management databases.

Waterworks Operator II

Operates and maintains the water distribution system and appurtenances to ensure regulatory compliance with respect to water quality and provision of a continuous supply of water for consumption and firefighting purposes.  Operates the system in accordance with departmental policies and procedures, MOE standards, guidelines and Acts and Regulations.

 

Inspects all new water system appurtenances to ensure the infrastructure meets Town standards and specifications.

 

Operates and maintains the wastewater collection systems and appurtenances to ensure regulatory compliance; continuous delivery of wastewater collection service; and maintenance of an efficient infrastructure in accordance with departmental policies and procedures, Sewer Use Bylaws, and MOE standards, guidelines and Acts and Regulations and

 

Inspects all new wastewater system appurtenances to ensure the infrastructure meets Town standards and specifications.

 

Responds to customer inquiries and complaints, resolving customers concerns for system integrity, checking and monitoring system conditions and performance providing infrastructure locates and information in accordance with departmental policies and procedures.

 

Provides emergency service involving the water and sewer system during or after hours, conducting assessments and immediate repairs and/or protection measures to ensure public health and safety, as well as system integrity.

 

Provides basic work instruction and guidance to new employees in order to ensure the efficiency and quality of work. (on-the-job training).

 

Operates and maintains departmental equipment and vehicles to ensure optimal performance and safe working conditions, and their availability to respond to daily activities or emergency situations.

 

Ensures compliance with Health & Safety Act and Town’s Health and Safety policies.

 

Maintains valid Operator Certificates and Licenses required by the Ministry of the Environment for the current System Class in Water Distribution Subsystem and Wastewater Collection Facility.

Manager, System Engineering

Manages and coordinates system engineering requirements for the Town’s water distribution and wastewater collection (Waterworks) function.

Develops/updates, recommends, implements engineering programs to monitor/track and calibrate water distribution and wastewater collection system operation and to optimize system performance including demand/flow analysis and major/local system modeling and calibration of W/WW hydraulic models, C-factor measurement, system leakage investigation in coordination with Maintenance & Operations, and reconciliation of Regional water billings; oversees SCADA and instrumentation operations.

Oversees and/or conducts industrial/commercial/institutional (ICI) meter analysis; directs effluent sampling/analysis of high-risk ICI users; investigates and pursues recovery of costs associated with ICI effluent damage in consultation with Legal Department.

Coordinates, reviews and monitors Waterworks comments on development applications including liaison/collaboration with Development Engineering and developers’ engineering consultants; authorizes approval/assumption/activation of new services added to system; collaborates with Development Engineering on development of Waterworks engineering standards.

Directs and oversees the development and implementation of water efficiency analysis and educational programs to encourage optimization/efficiency of water use by consumers; prepares and/or authorizes associated literature/publications and customer communications.

Coordinates and monitors Water Quality analysis and reporting in compliance with Safe Drinking Water regulations; develops and administers cross-connection programs; collaborates with Maintenance & Operations on investigation and remedial action necessary when contamination present and on timely notification to MOH, MOE, and Town officials.

Responds to inquiries from and/or liaises with internal departments, industrial/commercial/institutional (ICI) customers, Region of York, developers, engineering consultants, other levels of government/agencies, etc. on water quality, legislative/regulatory compliance and reporting, wastewater by-law compliance, system engineering programs/practices/procedures, regional water billings, development applications, consumer use issues/education, and other Waterworks System Engineering matters, as required.

Engineer

Conducts water distribution system engineering analyses and evaluates optimization strategies.

Develops and maintains an awareness of water system components, pressure zones, operation, status and problem areas in the Town.

Undertakes water system leakage and water balance assessment and system capacity analyses as required.

Develops and maintain a calibrated hydraulic model of the Town’s water distribution system and surge analyses using InfoWater software.

Uses the distribution system model to assess alternative ways of meeting anticipated future system demands.

Uses the distribution system model to assess alternative solutions to system problems.

Supports & recommends engineering contribution to District Management Areas. 

Prepares technical reports of various analyses carried out, reviews system reports and prepares recommendations to Manager, System Engineering.

Acts as the Town’s Project Manager on consultant projects as required. Develops Terms of Reference, reviews consultant submissions and makes recommendations to Manager, System Engineering.

Compiles water distribution system information for input to condition assessment by Infrastructure group.

Compiles water system information for input to Quality Management System (QMS) annual management review report as required.

Collaborates with Development Engineering on development of Waterworks engineering standards in consultation with Manager, System Engineering.

Prepare articles and technical memos as needed on water distribution system.

Provides customer service and communication on drinking water issues.

Compliance Engineer

Develops and maintains a customer database of all water system and wastewater collection customers and users.  The customer database includes information necessary to evaluate the impact of customer activity on the water and wastewater collection systems; Waterworks rate revenue collection; and preventative maintenance.

Develops and maintains a database of industrial/commercial/institutional (ICI) customers with known or potential hazardous discharges to the municipal waste water collection system. Develops and maintains a wastewater discharge sampling program for identified at risk customers and maintains a compliance database. Administers an investigation and enforcement support program to ensure compliance with the Town’s Sewer Use Bylaw.

Develops and administers an investigation and enforcement support program to ensure compliance with the Town’s Backflow Prevention and Cross-Connection Control By-Law. Carries out risk assessment of ICI users and site audits. Develops and maintains a risk assessment and tracking model, keeps current database of industrial / commercial / institutional (ICI) customers and risk status with known or potential hazardous processes that could result in backflow into or contamination of the municipal water distribution system through a cross connection.

Conducts site audits and performs cross-connection hazard surveys of ICI customer properties with known or potential hazardous processes that could result in backflow into or contamination of the municipal water distribution system through a cross connection.

Coordinates investigation and compliance activities with other Town Departments, Upper Tier Municipalities (Region of York) and higher level of government (Provincial and Federal).

Reviews and prepares comments on Waterworks component of development applications including liaison/collaboration with Town’s Development Engineering department and developers’ engineering consultants; recommends approval / assumption / activation of new services added to system; collaborates with Development Engineering on development of Waterworks engineering standards in consultation with Manager, System Engineering.

Develops and implements educational programs to encourage compliance with Waterworks Operational By-Laws by consumers; prepares and recommends associated literature/publications and customer communications.

Prepares and recommends budgets for educational materials; provides input to System Engineering Section’s capital and operating budgets; administers assigned budgets; contributes to Waterworks work & business planning.

Prepares reports and attends Waterworks and other internal and / or public / user meetings as required; provides advice / guidance on By-Law compliance strategies and consumer education programs; high-risk ICI users / wastewater regulatory / compliance requirements, Waterworks component of development engineering applications / approvals / assumptions, and other System Engineering-related matters.

Responds to inquiries from and / or liaises with internal departments, industrial / commercial / institutional (ICI) customers, Region of York, developers, engineering consultants, other levels of government / agencies, etc. on system engineering programs / practices / procedures, wastewater by-law compliance, development applications, consumer use issues / education, and other Waterworks System Engineering-related matters, as required.

Monitors and supervises contractors, consultants and contract staff hired for various compliance programs (such wastewater sampling, cross-connection hazard assessments, backflow prevention device installation).

Provides back-up support to and acts in the absence of the Manager, System Engineering, as assigned.

Leads and / or participates on project teams or special projects, as assigned; and champions the corporate / commission / departmental vision, mission and values within Waterworks Systems Engineering Section and among colleagues and co-workers.

Performs other duties as assigned, in accordance with departmental or commission/corporate objectives.

Water Quality Coordinator

Participates in the development of goals and objectives with respect to water quality; makes recommendations for changes and improvements to existing standards, policies and procedures.

Responsible for coordination, reporting and records management aspects of the drinking water quality program under the direction of the Manager of System Engineering to ensure compliance with all Provincial Regulations and best management practices for water quality within the Town of Markham.

Conversant with and ability to maintain current knowledge of required Water Distribution System legislation and regulations. Conducts research to keep up to date on new and/or changing regulations and water quality industry trends. Follows up and reports on Regulation updates and obtains advice from Town of Markham Legal department as appropriate to ensure on-going compliance with applicable regulations.

Working closely with the Compliance Engineer, prepares work orders and interprets and manages water quality sampling records for regulation sampling and for the testing and acceptance of new watermains (constructed as capital projects, rehabilitated watermains and watermains constructed within new development projects in response to specific requests).

Working closely with the Compliance Engineer, invoices consultants (developers) for the sampling aspects of the testing and acceptance of new watermains.

Responsible for records management ensuring compliance and readiness for potential unannounced MOE inspection (keeping records up to date and properly filed). Continually updates files which track sampling results and associated chain of custody tracking information, correspondence, event log sheets, computer spreadsheets and databases, enforcement actions and related documents.

Notifies and corresponds with the appropriate authorities and Waterworks staff with respect to any adverse sampling results. Liaison with the MOE, York Region Health Services Department and Waterworks operators during adverse water quality incidence.

Receives and responds to general public and specific water customer inquiries regarding water quality in a courteous effective manner. Customers include ICI (industrial / commercial / institutional) customers, Region of York, developers, engineering consultants, other levels of government / agencies and internal Town departments.

Provides customers water quality information and resolves complaints in an efficient and timely manner.

Keeps a log of all such customer service and inquiry calls related to taste & odour, discolouration, turbidity, disinfection, low / high water pressure, low flow etc. and sewer collection system calls related to blocked / backed up sewers, odour etc.).

Development, recommendation and implementation of educational programs, literature and customer communications to encourage compliance with operational By-Laws and programs.

QMS Controller

Maintain the Quality Management System in accordance with the requirements of the Drinking Water Quality Management Standard (DWQMS) and the policies and procedures documented in the Operational Plan.

Ensure that the Waterworks Operational Plan conforms to the requirements of DWQMS, and that the Operational Plan is kept current and in a form that provides for ready communication to all Waterworks Staff; Director and Commissioner (Top Management); Mayor and Council (Owners); and the general public.

Administer the Quality Management System by ensuring that the policies, processes and procedures needed for the Quality Management System are established and maintained.

Report to the General Manager, and the Director and Commissioner (Top Management) on the performance of the Quality Management System and any need for improvement.

Ensure that current versions of documents required by the Quality Management System are being used at all times.

Ensure that all Waterworks personnel are aware of all applicable legislative and regulatory requirements that pertain to their duties for the operation of the subject system.  The QMS Controller shall ensure that Waterworks Staff are aware of the relevance of their duties and how they affect safe drinking water.

Implement the communication plan required by the DWQMS. Promote awareness of the Quality Management System throughout Waterworks and internal support departments.

Develop and maintain a procedure for document and records control for all documents and records required by the Quality Management System

Ensure that the description of the drinking-water system required by the DWQMS is kept current.

Ensure that the Risk Assessment process documented in the Operational Plan is carried out and updated according to the requirements of the DWQMS.

Ensure that the description of the organizational structure of the Waterworks Department, including descriptions of the respective roles, responsibilities and authorities, is kept current and communicated to Waterworks Staff, Director and Commissioner (Top Management), and to the Mayor Council (the Owner).

Facilitate and document the annual review of the adequacy of the infrastructure necessary to operate and maintain the drinking-water system, and communicate the findings of that review to the, General Manager of Waterworks, the Director and Commissioner (Top Management) and to the Mayor and Council (the Owner).

Facilitate and document the annual review of the infrastructure operation & maintenance programs, and communicate the findings of that review to the General Manager of Waterworks, the Director and Commissioner (Top Management),and to the Mayor and Council (the Owner).  The Controller is responsible for developing processes to monitor the effectiveness of theses maintenance programs.

Facilitate and document the annual review of the infrastructure rehabilitation, and renewal programs for the drinking-water system, and communicate the findings of that review to the General Manager of Waterworks, the Director and Commissioner (Top Management), and to the Mayor and Council (the Owner). 

Maintain the currency and accuracy of the Emergency Preparedness Plan for the drinking-water system in accordance with the requirements of the DWQMS.

Maintain the currency and accuracy of the Financial Plan (when required under the Sustainable Sewage and Water Systems Act) for the drinking-water system in accordance with the requirements of the DWQMS.

Develop procedures for conducting internal audits of the Quality Management System, and will conduct the audit procedure according to the requirements of the DWQMS.

Develop and implement procedures for review of the Quality Management System by Top Management that evaluates the continuing suitability, adequacy and effectiveness of the Quality Management System.

Assist the external auditors of the Quality Management System by responding to all of their inquiries and requests for documentation, and by facilitating he auditor process with departmental staff, external departmental staff, Top Management, and the Mayor and Council.

Develop and implement actions plans to address any non-conformities with the DWQMS and other audit observations received from the external auditors assigned by the Accreditation Body.

Assess departmental training needs related to the on-going implementation of the Quality Management system, and recommendation training the necessary user training to the appropriate section manager and Training Coordinator.

Undertakes special projects and performs other duties as assigned, in accordance with departmental or commission/corporate objectives.
