The second meeting of the Canadian Sports Institute, Ontario (CSIO) Steering Committee in 2008, convened at 3:00 pm with Councillor Alex Chiu as Chair.

1.                  Update – Attending October 2, 2008 Pan Am Bid Launch

Brenda Librecz, Commissioner of Community Services, advised that an invitation to the Pan Am Bid Launch had been sent to all Council members, and that staff will be checking to find out which ones will be attending. The event will be held from 4 – 6 p.m. on Thursday, October 2, 2008, at Exhibition Place in Toronto.

2.                  Report to Council

Brenda Librecz advised that the report entitled ‘Canadian Sport Institute of Ontario Project Development’ was presented to General Committee on September 22, 2008, and will be forwarded to the next Council meeting.

Committee discussed that the exercise with Bregman + Hamann Architects and the stakeholders regarding preliminary site layout and facility fit, roads, parking, integration with adjacent uses, and other issues, will be held prior to the meeting with George Dart, which has been rescheduled to November.

3.                  Discussions with Toronto

Comments by Toronto Mayor David Miller regarding swimming venues, were discussed. The Committee members were in agreement that the comments be taken seriously, and that Markham continue with it’s bid, focusing on a legacy for training, not performance, which will accommodate venues with less seating. It was stated that Markham should not be underestimated.

Staff advised that many pool facilities will be required for the Pan Am Games. The priority at this time is to prepare the arduous paperwork. Staff are still waiting for the finalized financial report from Deloitte, and Debbie Low will follow up on this matter. Once the Deloitte report has been reviewed, staff will be meeting with Allan Seabrooke to discuss the scope of the requirements for the infrastructure applications.

It was noted that the bid is being driven by the Province, as a regional project. Karen Petrie, who is familiar with Markham, has been hired by the Province to prepare the Bid Book. The Bid Book is due in April, 2009. The deadline for Markham’s bid to the Federal government is December 1, 2008, however, it will hopefully be ready in mid-November.

4.                  Communications Plan

During the Launch on October 2, the Mayor will be Markham’s spokesperson, and the media will be directed to him for comments. Corporate Communications will be requested to prepare a key statement and some Q & A’s so that all Markham representatives will relay the same message in case the Mayor is delayed, and for future events.

5.                  Next Steps

Staff will pursue the financial report by Deloitte and other data. Staff will be aligning with sports groups and business organizations.

6.                  Next Meeting

The next meeting of CSIO Committee will be held October 14, 2008, from 12:30 to 2:00 pm, in the Canada Room.  Meetings will be held approximately every two weeks, and every week when necessary.

7.         Adjournment

The CSIO Committee meeting adjourned at 3:40 pm.
